SUBJECT: Toast to Souvanna Phouma -- Talking Points
The text of your suggested toast to Prince Souvanna Phouma at the
stag dinner you are giving for him October 7 is at Tab A. Following
are the talking points for use with this text:
-- Today is Souvanna's birthday -- he is celebrating it in
the White House before you, too, have a chance to do so.
-- This is Souvanna's fourth visit in ten years. He has
earned the respect of Americans as a national leader
who is trying to bring peace and stability to a troubled
part of the world.
-- Souvanna is an engineer and architect now working to build
a country.
-- We deeply respect Souvanna's stated position that "We desire
nothing more than to protect and preserve our neutrality and
independence. "
-- Our national history has elements in common with that of
Laos, and we have common goals.
-- Laos has been known as "The Land of the Million Elephants"
-- a solid constituency.
-- The toast is addressed both to His Majesty, the King of Laos,
and to His Highness, Prime Minister, Prince Souvanna
Phouma.
