TO RMW (State/Hirshfield) JK (see reverse side of Resember 16, 1970 SUGGESTED REMARKS ON ARRIVAL OF PRIME MINISTER HEATH Mr. Prime Minister, it is a very special pleasure for me to welcome you to the United States and to the White House, not only as the head of government of a great nation and honored ally, but also as a personal friend. You have been to the United States many times, of course, and have visited this house twice since I took up residence here in January, 1969. As a matter of fact, you are the only national leader who has visited here since then, on the first occasion as leader of the opposition, and then as head of government. As anyone in politics knows, that shows you have been going in the right direction. George Bernard Shaw once described Great Britain and the United States as "two countries separated by the same language. 11 But when we get beyond the nuances of our use of the monther tongue, when we reach the point of common national values and purposes, I know that we speak the very same language. It is good that this is true, because - - given the broad perspective of our two countries - - we always have a great deal to discuss together. The values we share are most important to the relationships between our countries for they allow us to begin on common ground. The
