THE PRESIDENT HAS (Huebner) JK December 19, 1970 SUGGESTED REMARKS FOR MEETING WITH THE CABINET AND SUB-CABINET Working in a careful, patient, way, this Administration has set a new direction for America. In foreign policy, our new direction is that of developing a new sense of partnership in our dealings with other nations. On the domestic front, our new direction is that of developing a new sense of partnership in our dealings with the States, the localities and the private sector. In both areas, we seek to lecture less and listen more, to find out what other people want for themselves rather than assuming that Washington knows what is best for them. The President is the one whom the public sees at the head of all this activity -- but the Presidency is not just a man - - it's an insti- tution. You might say that the President himself is only the tip of the iceberg - - and that his Administration is the base. You provide a very solid base for this President and you can be sure that he appreciates that fact. Today I feel a little bit like the football coach giving a half- time pep talk. For this meeting marks the half-way point of the four year term to which we were elected. This Administration has proven to be a strong first-half team. We followed our game plan, we had some setbacks, of course, but we
