2/26/72 Hung. - Chou DRAFT TOAST THE PRESIDENT HAS SEEN (PJB) Mr. Prime Minister: Distinguished Guests. Friends. Having riden through the streets of Hang-Chou, and boated on your magnificent West Lake, one understands why the people of China are SO singularly proud of this city -- and why Chairman Mao himself has chosen West Lake as a place to think and to reflect. As leader of a great nation, I, too, know the incalculable value of such a place as West Lake, where a man can remove himself from his daily concerns, to reflect upon his greater responsibilities. So, I believe it fortuitous that, thirty-six hours before the close of this historic journey, we have come to this place of serenity and peace to reflect on the hopes that brought us together, and upon what we hope, together, to take away. History imposes upon the leaders of great nations great obligations: To be true to what they believe, to be honorable in their agreements, to be faithful to the trust that other peoples repose in them. But history not only imposes duties; history also provides occasions and opportunities for men and nations to accomplish great things for all mankind.
