MR. PRESIDENT:
Red Blunt (former PMG) called last night after your
TV speech and asked that I tell you he felt it was outstanding
-- a first rate speech and excellent appearance.
He feels the statement will help greatly.
There are two things he hopes Ziegler or someone
will cover in future briefings or conferences: (1) He is
anxious that instead of just thinking of stopping "more
busing" that some thought be given to the fact that equity
requires that some areas that have carried the brunt of
busing up to now should have some relief.
(2) He said while you did not rule out a Constitutional
Amendment you said it would take too long, etc. He thinks
no matter what legislation we can get through we also should
let them go ahead with the Constitutional Amendment. He
said the reason he thinks that, is while it might take two years,
it will show the courts that the situation is well in hand that
it is not going to change. He is concerned that if it is just
legislation put through Congress that it can - and may be -
changed at anytime.
He also asked that I give you his very best regards.
