AS SECRETARY OF STATE

BACKGROUND:
A large formal ceremony has been arranged for the swearing- in of
Henry A. Kissinger as Secretary of State. It will be similar to the
East Room ceremony held last May for Attorney General Richardson.
Chief Justice Warren Burger will administer the oath of office.
Attendees will include Cabinet Members and wives, the Congressional
Leadership, selected Members of the House and Senate Foreign
Relations, Appropriations and Armed Services Committees, senior
White House Staff, State Department officials, NSC members, Joint
Chiefs and friends, relatives and family of Dr. Kissinger Secretary
and Mrs. Rogers will not be able to attend as they will be out of town.
A complete guest list is at TAB A.
After the swearing-in, coffee and pastries will be served in the State
Dining Room and Dr. Kissinger will receive the guests. You and Mrs.
Nixon are not expected to remain and receive guests.
SEQUENCE OF EVENTS:
11:00 a. m.
The guests will be seated in the East Room.

You proceed to the Residence and join
Mrs. Nixon, the Chief Justice and Secretary
of State-designate Henry Kissinger.
During this brief period you may wish to
inscribe the Bible that will be used in the
ceremony and will be given to Dr. Kissinger
as a memento.
