and the US has been taking an increasingly hard
line in dealing with the Community. The
Kennedy appointment gives RN a European rep.
with clout who will be the WH's man, but it
also is a way of signalling some of the country's
allies that the trips to the PRC and USSR do not
mean RN is less interested in Europe. And
Kennedy's assignment will be to make sure that
Europeans do show more concern for US
interest.
A Congressional mission to Europe delivered the
message that the US is no longer the easy-going
trading partner of postwar years - - and the
Europeans listened, Rep. Byrnes said. He came
back with the conviction that the US is now
dealing with "a peer, and maybe a little more than
a peer" in the expanding EEC. But he said "we
have been relaxed in the past, not inclined to push
for compensation under GATT. We just can't
afford that kind of 'of, what the hell', attitude
any longer. 11 Byrnes also said "GATT is just
outdated" and that the US should seek a thorough
revision of its rules.
The Admin will send its devaluation bill to Congress
in Feb. if trade concessions have been reached.
Volcker says he sees no hangups in negotiations
and feels sure that the trade package is going to be
wrapped up.
