THE PRESIDENT HAS SEEN
HAK's journey to PRC and Podgorny's mission to Hanoi led all
nets, with all speculating HAK's trip is connected with VN
negotiations tho WH didn't specifically say so. Ziegler on all
nets said it could be anticipated all internatl topics will be
discussed and that the purpose of the trip was part of the on-
going process re: normalization of relations between the US-
