NEWS SUMMARY March 14, 1973 (Tuesday nets, wires) The major events of the day: - - Downey's return and press conference led NBC/CBS (ABC #2). Chancellor said he "came in from the cold¹¹ as film on all nets showed him hugging old friend Gov. Meskill at airport. Reasoner called it a "revealing" news conference w/Downey admitting he told captors "everything I knew¹¹ under interroga- tion (all nets noted) tho he said no torture was involved. All nets said he refused to give details of his assignment, but NBC said they learned his job was training others to drop agents in PRC, but he made "classic mistake for intelligence agents" of getting caught up in the lure of involvement and was captured. CBS reported Downey "flabbergasted and delighted" over US/ PRC rapproachment. -- All nets noted (ABC led) VC will release 32 POWs Friday as ABC/CBS noted "unusual circumstances' (ABC) in returns of Thompson (longest held), Ridgeway (once thought dead), and Manhard, the "senior career diplomat. 11 Brinkley commentary found return of POWs giving US "unique opportunity for US to look at itself. at what we've caused to happen and allowed to happen" in last 5-6-7 years in mores and morals, e.g. sexual license and use of drugs. NBC/CBS noted US has expressed concern over reported NVA infiltrations down Ho Trail. Cronkite said Schieffer reports that while some at State believe NVA is just keeping its options open, other believe they are building for an attack. - - Lengthy film reports on all nets as Senate Judiciary "invited" Dean to testify at Gray hearings. ABC called it "1st steps toward confronting WH policy" on exec. privilege. CBS said it's "highly doubtful" Dean will testify. ABC/NBC said Dean matter will delay Gray's confirmation w/ABC/NBC noting it's in jeopardy. Tunney/Byrd on both nets made it quid pro quo: testimony of Dean for approval of Gray; Eastland on ABC didn't think committee could force Gray to testify but he said he's got the votes for approval. Harsh Smith commentary said Gray has become "wrong appointment" damaging FBI as Carswell nomination damaged Supreme Court. (Dean- nots)
