The major stories of the weekend:
-- An "ebullient, 11 "expansive, 11 "jubilant, 11 relaxed, 11 "obviously"
pleased RN presides "w/ lively interest" over 2nd Inaugural
w/ speech focus on threshold of new era of peace and call for
self-reliance at home w/ a signal of cutbacks ahead and more
sharing of responsibility by allies. VN seen as virtually
behind us. 4-7 hour TV specials on swearing-in and parade
of straight-to-positive nature and NBC/CBS specials from
the Balls very positive. Comments on parade in press and
nets emphasized crisp, efficient nature and crowd's (300, 000)
pleasure w/ the show
Expense, security and exclusivity
also continue to get much notice
Witcover finding sharp
contrasts w/ '69 and Horner tracing continuity of RN themes
in speeches of last 4 years showed extremes in comparisons
of 1st -- 2nd Inaugurals w/ most finding both similarities and
differences. Some negatives re: lack of specifics -- but no
real surprise at that
Protests got moderately good coverage
w/ emphasis on large turnout (60, 000) tho clearly out-numbered
by RN supporters and the peaceful nature of protests.
- - In photo-dominated Sunday papers all feature major p. 1 shot
of swearing-in. Times with 2-tiered banner: "RN Inaugurated
for 2nd term/ Sees World On Threshold Of A. Peace Era, 11
with "Self-Help Urged" subhead

Clearly In Good Spirits, 11 while NY News (with local shoot-out
lead) carries lower-page banner "RN: We're on Threshold of
Peace" and w/ p. 2 head: "Asks Nation to Work Hard for New
Age of Progress.
