THE PRESIDENT HAS SEEN NEWS SUMMARY April 27, 1973 (Thurs, nets, wires, columns) The major stories of the day: -- The Cambodian opposition, variously referred to as rebels, insurgents or Communists, are w/in 2 miles of Phnom Penh. Lead on all nets w/film of enemy rocket attack which caused heavy damage and casualties to civilians. ABC said Cambodia's high command seems powerless as siege of capital seems near w/insurgents closing in. "A turn for the worse, 11 led Chancellor w/Goralski film emphasizing false sense of security that refugees have when they come to Phnom Penh. Attack seen as psychological warning that Communists can attack when they please and casualties were testimony to that, said NBC's Goralski. Webster of CBS said rocket attack on city's environs, 1st since Oct. , could be 1st of many. Over film of mother weeping at son's death, he said that to her, the new negotiations in Paris come too late. All nets noted Sweden has again hit US Indochina policy w/criticism of "indiscriminate" raids of Cambodia's citizens. State's reply as noted by CBS: "A frosty no comment. 11 NBC film on GVN's most conciliatory move ever to the homeless, unemployed refugees from northern provinces as Thieu moves to build political support All nets noted heavy fighting in SVN and CBS w/film of ARVN/NVA battles ever closer to Hue which threaten to erupt into full-scale war and reflect how the C-F which has never taken hold seems to be steadily degenerating. Petersen, RN's chief Watergate investigator, is receiving the grand jury testimony. That was main story on that front Thurs. w/all nets focusing on it and Stern of NBC saying it raises same questions earlier asked when FBI reports on Watergate went to WH. All nets noted, however, that WH and Justice both say the testimony is not going to WH. Rather said RN has not yet decided if he needs to make a clean sweep and if there are any resignations in coming days, it may be of lower level staff such as Magruder but
