ENERGY
Energy continues to dominate to overwhelming degree w/ DC
Conf. on odd-even days for gas sales. The lead stories in 6 of 7
am papers. (5 of 7 p. 1 stories in Inquirer are on energy)
"French Object to Joint Policy on Fuel Crisis" and "French Assail
US Bid for Unity" are 2 leads on Conf.
Similarly, "France Takes
Steam Out of Energy Talks" is an inside head likely to be inspiring
some anti-Gaullism across the US today
HAK's 7-pt program led
Star and NY Times. "Oil Parley Gets Warning" is Trib head on
HAK speech.
Initial success of NJ's mandatory alternate day
purcheses compared w/ NY's spotty success w/ voluntary program
is featured in NYC and Philly papers.
And Monitor leads w/
report that Saudis are about to demand 100% operating ownership
of Aramco, the largest oil producing country in world.
CBS AM's Herman noted US-France disagreement altho RN
urged cooperation and said energy could not be separated from other
matters. On film RN said following a separate policy would be
disastrous for long-term statemanship because it would drive energy
prices up, the economy down, and countries apart. He noted that
was not in US interest and suggested it was not in the interest of the
other countries. Herman noted threaded thru RN's talk was a call
for restraint of isolationists on both sides. France was left
partially isolated in suggesting a shift of the meeting to the UN when
Britain had no objection to maintaining working committees. West
Germany said present conf. is too short and countries are too aware
of their interdependence to solve much.
W. German. and EEC Rep Von Pachelbel on CBS AM noted goal
of conf. was to analyze what can be done to overcome the problems
and to initiate a constructive dialogue between consumers and
producers. He conceded trade war was great threat to evolution of
joint policy, but hoped countries keep in mind that whatever they do
should not harm or upset the economy. But he doesn't think anyone
can condemn bilaterialism out right. He doesn't think there '11 be
any military force used in the whole energy problem and pointed out
the aim of the conf. was cooperation not confrontation.
