Herschensohn resented both CBS AM's and Today's use of same
"funny, sarcastic" tone re: Chapin, i. e., RN's former appointments
sec'y has an appt himself, in court. Herschensohn also noted no net
and few papers ever reported Ervin's saying he found no evidence to
justify impchmnt. Bruce also recalled in detail the imbalance of net
stories on reaction pro and con to Sat. Nite Massacre. The seemingly
counterpunching Agronsky scored WH for putting out the "misleading",
perhaps intentionally, half-truth that IRS found no evidence of fraud,
a statement reported by all nets, when in fact the truth was, as WH
later conceded, that IRS report never addressed itself to the question
of fraud.

In lead story, Sun's Clymer reports IRS has asked Jaworski "to look
into possible fraud by DeMarco. "
JFK-LBJ IRS chief Caplin on Today said fraud convictions of RN's
agents is still possible. Re: RN's claim he just signed returns,
Caplin said it's difficult for a taxpayer to take that stand as he signs
the return w/ oath against perjuring himself. Re: 5% negligence
penalty, Caplin noted it's considered short of fraud, or in McGee's
words, "one's sloppy, the other's cheating. " Re: other Pres returns,
Caplin has seen only JFK's and found "nothing to excite curiosity. 11 As
for the IRS agent who congratulated RN on prep of taxes and was pro-
moted, Caplin felt that was unusual, but insisted the agent "had gotten
some bad publicity. 11 Caplin said RN's decision to pay rather than
fight in courts is "the smartest move he's made. "
Also on Today, IRS chief Alexander said agency does it's best to
treat all taxpayers alike but that's "unrealistic" given diffs in attitude
among 75, 000 employees. He finds no evidence more taxpayers are
looking for deductions as the number of refunds among 40M returns thus
processed is "squarely in line" w/ IRS projections. While W'gate and
impact of RN's tax bill haven't improved confidence in any agency,
Alexander says IRS is doing its best to maintain public confidence while
continuing strict enforcement
On another Today spot Chic. tax
accountant Steiner said more people are "infuriated" at RN's tax prob-
lems and prepared to take "creative" deductions, and prepared to balk
at paying up if IRS disallows.
