Beneath head "HAK Woos Soviets On Way Back to M-E, 11
Monitor's Saikowski notes observers think it'll be difficult for HAK
to give "even a vestige of Russ participation" in M-E negotiations
because Egypt's opposed to the idea and because agreement will
require HAK's personal diplomacy. But HAK still doesn't want
Russ to feel frozen out
Kalb on CBS AM noted HAK/Gromyko
resumed talks w/ M-E the most immediate problem. HAK wants
disengagement before all-out war breaks out on Golan. This may
mean Israel has to make 1st move, which is bound to cause trouble
in Jerusalem, said Kalb. Noting Soviets were reportedly unhappy
over HAK's "solo style" re: Sinai disengagement, Kalb said Soviets
can help or frustrate HAK's efforts in this trip. HAK, thus, is
trying to win Soviet cooperation or, at least, acquiesence.

It seems to involve more juvenile belligerence than grand
strategy, w/each side refusing to let the other gain even minor or
temporary advantage. 11 Both sides are "sparring for prestige and
political position" more than "impt territorial gains. In fact, most
of the front is quiet most of the time. 11 Thus, says Keatley, the headlines
and TV"bang-bang pictures" give a "somewhat misleading impression.
For the region's present atmosphere isn't 1 of imminent war and pending
disaster. It's more 1 of peace, or at least of slow, suspicious move-
ment" in that direction. Many M-E officials conclude "such progress
has become desirable, possible and somehow unavoidable. 11
