MEMO FOR RN:
1. Mr. Robert Matteson made a speech in which he advocated
going to the mat with the "ussians on their latest proposals
for test suspension. He believes the Soviets are interested
in relaxing tensions because they think this is the best
way to bring a thaw which would melt NATO & SEATO. He
believes Soviets relax tensions to dissolve free world basic
positions,

This runs counter to Elliott's philosophy, who makes
lengthy comments on the speech. He believes the Soviets
create tensions and that too great a willingness to negotiate
is a form of appeasement. His thesis is to stand pat,
be prepared for general or limited war; and pour on the coal
in the economic and political battles with the Reds.
3. (Note: Elliott's paper contains his comments on Matteson's
speech. Matteson's paper is the rebuttal of Elliott's
comments. They make interested but rather abstruse reading. )
40 It seems to me personally that there is room for elements
of both. Our posture of mutual security must be maintained;
at the same time we should not be afraid togo to the mat with
the Reds and thus lose all the psychological battles.
