Dear Mr. Sparling:
This is just a note to thank you for your
letter of May 22, and to tell you that I do remember
you in Tom Owens' office in the 80th Congress.
I greatly appreciated your writing to
me about Bill Balmer, but as you probably have
noted in the papers, I am leaving for the Philippines
on June 30, and with the closing days of the session
there just is no chance at the moment for me to set
up any conference.
You may be sure I greatly appreciate
both your thoughtfulness in writing to me as you
did and his willingness to be of any possible assistance.
I hope you will be good enough to convey my thanks
and best wishes to him.

Dear Mr. Nixon:
I met you a number of times during the first session of the 80th
Congress in the office of Thomas L. Owens, whose campaign I
managed and whose office I helped organize. I know this is an
introduction you could fail to remember, but I use it to avoid
being placed in the "crackpot" class.
I spent last week in Washington in the company of William J.
Balmer, amidst all the intrigue, hauling and pulling that is now
going on within the Republican Party. I think the situation is
serious enough to demand your attention and the attention of
all others interested in the welfare of the Republican Party.
Mr. Balmer was a Midwest manager of Eisenhower's campaign
in 1952. He was high on the board of strategy, working directly
with the President and with Herb Brownell. I personally
observed him at work in that campaign and in my political
memory book he is the shrewdest of the old line politicians
that we have left.
In our discussions of the political situation of today, particularly
as it pertains to your own situation, there is in our joint opinion
much that should be done at the present time, and if you would
like to avail yourself of the services of Mr. Balmer, I have his
authority to make you this offer.
This offer first would entail a lengthy conference with yourself.
This can take place any day or any evening that you nominate,
either in Washington or in Chicago, and on any date of your
choosing. I believe time is of the essence and that there is
much work to be done before the convention.

I might tell you that Bill Balmer is a delegate to the convention
from the 3rd Illinois District, that he has many friends among
our delegation and that he has many friends in other states who
will serve as delegates. He is also the Chairman of the
Executive Committee of the Cook County Republican Organization.
