Today's Schedule: There will not be a Cabinet meeting at 1:00

today. Also, there will be no photo op. During the GOP Leader-
ship Meeting, the VP and Shultz will brief on their trips, and
Khedouri will brief on jobs proposals.
2.
Tomorrow's Schedule: A news conference will be held tomorrow

night, and will be announced today. Guidance re Tower visit is
that he will discuss defense in general, and also the Munich
conference.
3.
Economic Figures: Industrial production figures will be released

tomorrow; housing starts and personal income will be out on Fri-
day. It was also noted that inventory figures have dropped
recently.

EPA: Two separate hearings will be held today at which Gorsuch,
Perry, and perhaps Daniel will testify. Guidance will be formu-
lated re allegations by Kaufman.
Regarding network news story on Missouri dioxin problem, comments

will be left with FEMA and EPA. It is important to note that we
will continue to take all necessary precautions to protect public
health.

Jobs Bill: We will probably not receive a formal response from

1. Today's Schedule: Congressional meetings this afternoon will

a statement saying that legislation will follow (probably tomor-

credits, a statement will be released and the bill will be for-
warded today; Gary Jones will be available for questions. Also,
the support coalition on tuition tax credits will be in at 3:00
for a meeting (the President will not attend).
2. Press Conference: Guidance on EPA was circulated for comment

3. Arms Control: With regard to the story by Michael Getler, it

ACU Speech: Draft has been reviewed by the President, and his changes

Economic Figures: Revised GNP figures will be out today. CPI

will be out this week; Leading Indicators and unemployment will be
out next week.

EPA: It was noted that Dingell's committee will meet in closed

session today at 1:00 on agency problems. Also, Lavelle will

testify on the Hill tomorrow. There is still no agreement with
Fuller
other committees regarding documents, but the model has been set
through the agreement with Levitas. Duberstein will track who is
testifying on this subject and for what purpose. It was also men-
tioned that Anne Gorsuch will give several speeches this week.
Regarding the dioxin situation in Times Beach, CDC tests indicate

higher than expected levels of the toxin. A team from FEMA, EPA,
and CDC are going down to Times Beach; Anne Gorsuch will also visit
the town. A permanent buy-out and relocation arrangement will be
implemented; the details will be circulated in advance.

RE:
504 Handicapped Regulations
Brad Reynolds is determined to publish and hold a series of hearings
on proposed changes to the 504 handicapped regulations notwithstanding
(1) the potential public backlash from handicap groups, and (2) the likely
absence of any public support from any other sector.
It is difficult to assess how much adverse publicity the proposals
will generate. Reynolds believes the changes themselves do not justify
broad protest, and he is undoubtedly correct as a matter of law. But the
handicap groups will use the 504 hearings as a forum for attacking the
Administration on a number of related issues over which Reynolds has no
control, such as 94-142 (Secretary Bell's controversial handicapped
education rules), the Grove City case, "Baby Doe," and OMB Circular
A-122. (The 94-142 groups have been sufficiently vocal to stop White
House efforts to block-grant 94-142 for two years.)
It is also difficult to predict how little support there will be.
But the major, big dollar-saving reforms have already been achieved at
the agency level and in court (in transportation and construction), and
the proposed changes will not as a practical matter do much more than
make the rules more readable and understandable.
Accordingly, while OMB, OPD and OVP approve of the proposals as a
matter of law and policy, they all believe that the issues raised by the
proposals are predominantly political and that a decision on whether to
go forward with the proposals is a political one. (It should be added
that unlike most organized minority groups, the handicapped are not
predominantly attached to the Democratic party and tend to support
Republicans more than Democrats; the pro-life groups are, of course,
strong Administration supporters.)
Congressman Michel, who is strongly opposed to the changes, is
prepared to call the Attorney General or Reynolds if the White House
will not undercut him. Reynolds, on the other hand, says the Attorney
General feels strongly enough to see the President on the issue.
