1.
Today's Schedule: The teleconference will be covered by the press;

the President will be briefed in advance on the Export Trading Com-

pany Act. It was noted that a brief discussion will be held with

the President prior to the 9:30 NSC meeting. Also, the congres-
sional meeting at 4:00 will be with a bipartisan group from the
House Armed Services Committee.
2.
Legislative Calendar: The Senate will continue consideration of
Duberstein
the budget, with a resolution possible by tomorrow night. A meet-
ing will be held again today in an attempt to reach a consensus
among GOP senators.
In the House, we hope to demonstrate veto strength on the subject
of housing bailout legislation.
On defense matters, the Senate Appropriations Committee will vote
this week on the MX, and Addabbo's subcommittee will be voting on
the Scowcroft recommendations. Also, a mark-up will be held on the
Salvadoran aid request in the Senate Foreign Relations Committee;
the VP will meet with GOP senators in advance of the vote.
Ruckelshaus will likely be confirmed today, though six hours of de-
bate may be held regarding the Administration's environmental record.
3.
Cabinet: Will meet with the President on Thursday to discuss food

stamp reform,, the Strategic Petroleum Reserve, Synfuels, and the
effects of the decline in oil prices.
4.
Education: It was emphasized that we need to highlight the Presi-

dent's leadership on the subject of educational excellence. We

also focus on efforts to implement the Commission's proposals.
The President's speech at Seton Hall may be devoted to this subject.
