1.
Briefing Book: It was stressed that any information on this sub-
ject should be conveyed to the appropriate authorities. Since DOJ
has the matter under formal investigation, further staff comments
should be avoided.
2.
Cabinet Activity: Cabinet time on Thursday may be used for a dis-

cussion of the economic outlook.
3.
Legislative Calendar: There is no real activity on the Hill this

week. Next week the defense authorization bill will be taken up
in the Senate.
4.
Financial Institutions Deregulation: It was mentioned that this

legislative proposal may be discussed in tomorrow's Cabinet meeting.
5.
Fair Housing: This legislation will forwarded next week. We

should plan on doing something to highlight the introduction of

this proposal.
6.
Saturday Radio Speech: Treasury has suggested that the President

speak on the global debt problem and the IMF. Other subjects may
be considered though.
7.
AFT Speech: It was mentioned that the President's speech was fairly
well received, even by our opponents in the organization.
8.
Black Colleges: A meeting will be held regarding a proposal to

set up a federal endowment for black colleges. Any interested mem-
bers of senior staff may attend.
9.
Food Stamp Funding: A notice will be sent out by USDA warning that
Darman
funds will run out by the end of August unless Congress passes a
Fuller
requested supplemental. The draft release suggested by USDA will

be revised to make clear that the notice is required by law and
that we are asking Congress to treat the supplemental for food
stamps as a priority item.

6. Food stamp funding-- yesterday, Darman circulated
a draft USDA release about a shortfall in food stamp
funding. A conference committee will soon convene
to resolve the supplemental request.
7. Economic figures expected this week (Feldstein).

3. Saturday Radio Speech: A draft is being prepared on the subject

4. Cabinet: Today's meeting with the President at 2:00 will discuss
urban conditions.
5. Federal Reserve: We should consider refuting stories that the

Administration supports a possible hike in the discount rate.

6. Budget: Regarding Senator Dole's suggestion that a "budget summit"

be held, guidance is that congressional leaders should get together
among themselves and devise ways to cut federal spending.
7. Briefing Book: Since this matter is now in the hands of the Justice Speakes

inappropriate.
8. Appropriations Bills: It was noted that OMB will recommend that we

sign the FY84 HUD Appropriations Bill, even though it is $325M

over our request. Senators Hatfield and Garn have asked for a
small Oval Office signing ceremony for this bill, and for the
Energy and Water Appropriations Bill.
9. Financial Institutions Deregulation Bill: This proposal will be

discussed in CCEA at 8:45 today; it will be discussed with the
President in the near future. The proposal has already drawn
opposition from various industry groups.

1. Today's Schedule: A photo op will be held during the 1:30 meeting

2. Saturday Radio Speech: A draft on the subject of fairness in

general, and fair housing in particular, is in circulation.

Harper will prepare talking points to help answer press questions
after the radio talk.
3. Central America: A legislative strategy meeting will be held on

this subject at 10:00 a.m. today.
4. Unemployment: The total unemployment rate fell to 9.8% in June;
Feldstein
civilian unemployment fell to 10.0%. A presidential statement

will be considered.
5. Minority Contracting: Final regulations will be published next

Thursday regarding minority contracting goals under the Surface
Verstandig
Transportation Act Amendments. A check will be made to see that
the concerns of governors and other groups have been addressed.
6. Civil Rights Commission: The handling of confirmation hearings

for our nominees will be discussed.

7. Bankruptcy: A legislative strategy meeting on this subject will

be held next Monday.
8. Financial Institutions Deregulation Bill: This legislation is

ready for transmission, and is awaiting a presidential decision.

It was suggested that this might be forwarded to Garn in draft
form with an understanding that the Administration will delay
taking a formal position until after comments from outside groups
have been received. An interagency working group may be formed
to monitor developments regarding the proposal, and a legislative
strategy meeting may be held at a later date.
9. Briefing Book: The President dropped by today's meeting to address
Meese
the senior staff on the subject of the Carter briefing book and
Fielding
related allegations. The President stressed that everyone in the
White House is to make themselves available to answer questions
from the FBI and to provide any and all information they may have
on the subject. The President also indicated his personal availa-
bility for such questioning if requested. The President stated
that he wanted the whole truth laid out, and in this regard
directed that Ed Meese convey to departments and agencies his
instructions that anyone with information bearing on the allegations
should immediately forward it to the FBI. He also asked Fred
Fielding to inform the FBI of these instructions to the WH staff
and other administration personnel.
10. Fish and Wildlife Foundation: A bill has been filed by Representative
Wright
John Breaux that would create a federally-chartered Fish and Wildlife
Foundation. The proposal will be analyzed to see if we can support it.

5. Legislative Calendar: The Defense Authorization Bill will be taken

up on the Senate floor starting today, and fights are expected on
the MX and other issues. Also in the Senate, Volcker's confirmation
hearings begin this week, a mark-up is set in Senate Finance on
health care for the unemployed, and we are trying to postpone a
planned mark-up on the nuclear freeze. In the House, CBI is due up
on Wednesday. The House is also considering an EDA extension we op-
pose, housing legislation (HR-1), and health care for the unemployed.
6. Economic Figures: Industrial production, retail sales, and producer Feldstein
price figures are all due out this week.
7. Agricultural "Summit": This begins tomorrow; questions should be

8. Civil Rights Commission Appointments: Hearings begin Wednesday
on our nominations; Jewish groups and the business community have
been contacted for assistance.
9. Foreign Policy: It was mentioned that, since both Max Kampelman and Clark

to meet with the President.
10. Central America: Efforts will be made to take Mathias, Jackson,
Clark
Kemp and Barnes in to see the President re support for their

2.
Defense Authorization Bill: The Senate hopes to conclude
work on the bill this week. The vote on MX will probably
take place tomorrow night.
3.
Legislative Calendar: Health care for the unemployed

will be marked-up in the Senate Finance Committee today,

2. CBI: We prevailed yesterday in the House debate on a rule, and expect

to win by a bigger margin in today's vote on final passage.
3. Defense Authorization Bill: The Senate will remain in session on this

until late tonight, and still expects to finish work on the bill this
week.
4. Volcker: His confirmation hearings begin today.

5. School Prayer: This will be marked-up at 10:00 today in the Senate

2. Saturday Radio Speech: A draft on arms control has gone in to the

3. Defense Authorization Bill: An amendment will be proposed by
Duberstein
Moynihan which would delete all authorization for the MX; a series
of other amendments will be offered. We hope to finish on this
issue by tomorrow, and the outlook is still positive.
4. Civil Rights Commission Nominees: Hatch, Thurmond, and Laxalt
Duberstein
will be asked to meet with the President at 2:00 today regarding
yesterday's voice vote to postpone until September a decision on
confirmation.
5. Natural Gas: It was noted that our decontrol proposal is making
Duberstein
progress in the Senate.
6. CBI: Passed the House yesterday, and will now go to conference
Duberstein
with the Senate version (which was attached to the repeal of
withholding on interest and dividends).
7. Vice President's Speech to the NAACP: A decision will be made
Murphy
regarding WH release of the text of the VP's speech. The speech

will be delivered around noon today.
8. Economic Figures: The producer price index is up 0.5%, for an

annual rate of 5.6%. Industrial production figures will be re-
leased at 9:30, and are expected to be good.
9. Transportation Appropriations Bill: The version currently being

considered by the Senate Appropriations Committee is acceptable
