Dear Mr. Horner:
Thank you for your letter requesting help in replacing the
30-year-old C-130A aircraft now assigned to the 164th Tactical
Airlift Group in Memphis. The Administration remains committed
to modernizing all of the Air National Guard (ANG) tactical
airlift units.
Our top priority for the Tennessee ANG is to replace all C-130As
as soon as newer aircraft become available. President Reagan's
defense budget submissions to Congress will accomplish this task
as quickly and as responsibly as possible. With continued con-
gressional support, more modern aircraft should become available
to upgrade the Tennessee ANG in the early 1990s.
The most critical element in the President's plan for Total Force
airlift modernization is production of the C-17 aircraft. Keeping
the C-17 funded and its production on track will insure assets
are made available to replace the C-130A. President Reagan's
plan is the best fiscally responsible approach to maintaining
a strong national defense; we will continue to work with Congress
to modernize Memphis and Nashville ANG units in accordance with
this plan.
I appreciate having your informed views on this important matter,

Dear Gil:
Thank you for your letter concerning the report of the
President's Commission on Americans Outdoors. You are
correct -- these issues are important to me and to the
Administration.
I am sorry to hear your view that there is a strong
perception in the country that this Administration has
not aggressively pursued "quality of life" issues. I
strongly believe the Administration's record is excel-
lent in this regard, particularly when viewed in the
context of the vast array of other responsibilities
of-the Federal Government such as national security,
agriculture, space exploration, energy, welfare, health,
and education.
The President has had a strong and comprehensive set
of initiatives relating to outdoor activities since the
first day of his Administration. For example, one of
his first policy objectives was to restore and improve
national park facilities. Over $1 billion was spent
for this purpose in 4 years, and funding levels have
remained relatively high since that time. The Adminis-
tration argues that we must take good care of what we
have before we add other areas which cannot be properly
managed. Moreover, the Administration believes that it
is appropriate that State and local governments address
recreation requirements at those levels and that Federal
actions be targeted to areas of national importance.
With respect to the Commission's recommendations, the
Administration has an active review process underway
which I expect to be completed in the relatively near
future, or by the end of this year. Unquestionably,
much of the Report is consistent with the goals of this
Administration and can be strongly supported. Other
recommendations will require careful study and must be
balanced against competing needs, including ongoing
activities to protect the outdoors and to control
spending.

The President and I realize that you and the other
Commission members worked very hard on the Report. Your
efforts have formed an excellent frame of reference from
which the Administration can assess its programs to
protect the American outdoors. These efforts are

Thanks for your note about the big problem we have with the
new office building project in Moscow. Jim Schlesinger, Anne
Armstrong and Mel Laird have headed up reviews of the program
to find ways of cleaning up the situation. The President has
reviewed the findings and it appears that dismantling of a
substantial part of the building is required.
Ben Rich's people have been in town to provide briefings to
key people at State and other agencies. The idea of coating
the walls is compelling, but the intelligence folks have
achieved a coup of sorts and want to exploit the sophisticated
Soviet engineering that has been uncovered. That, of course,
does not mean that we couldn't use some of the more creative
products of the "skunk works."
For the next two years or so, we have a lot of work to do in
Moscow to get a suitable and secure facility. Technological
solutions are required for building shielding and other counter-
measures to protect our activities from KGB penetration. I'm
sure Ben Rich and other resourceful people will be of enormous
help to us.

note and the very useful referral on Ben.

Dear Mr. Parran:
Thank you for your recent letter expressing your opposition
to the provision in the Senate-passed trade bill requiring
advance notice to employees of plant closings and layoffs of
50 or more employees during any 90-day period.
The Administration will insist on removal of the Senate
provision during the House-Senate conference on the trade
bill. Contrary to the reported objectives of trade legisla-
tion, mandatory advance notice would make American industry
less competitive, not more.
In his most recent letter to the Senate on this legislation,
the Secretary of Labor stated that inclusion of any manda-
tory plant closing provisions would make it impossible for
the President's senior advisors to recommend approval of a
trade bill.
