The President has directed the Secretary of Health and
Human Services, Otis Bowen, to issue new regulations to
clarify the meaning of the abortion restriction govern-
ing Title X and to ensure that Federal funds are denied
to any program that encourages, promotes, or advocates
abortion; that counsels or refers clients for abortion;
or that assists a woman in obtaining an abortion. The
proposed regulations were published in the Federal
Register on September 1. The President has stated on
many occasions his deep concern about abortion, and he
will continue to call for policies which reflect our
nation's heritage of respect for the sanctity of human
life.

run for office. I intend to serve President Reagan until
the end of his term.
As you probably know, on October 8 the President nominated
Jim Burnley as the new Secretary and Mimi Dawson as the
Deputy Secretary of Transportation. Nevertheless, it was
good to have the benefit of your views on this important
post.
I'm delighted that my schedule permitted our phone
conversation. It is always a pleasure for me to reminisce
about Senator Dirksen.

of Clyde York to receive the American Farm Bureau's Distinguished
Service Award. I have known and been associated with him for many
years, and there are few who could rival his record of service and
accomplishment to the field of agriculture. He has my full
endorsement.
Mr. York has been an outstanding leader in agriculture for the
State of Tennessee, from his successful tenure as President of the
prosperous State Farm Bureau (1962-1973), to his virtual "parenting"
of the State's Farm Bureau Service Organizations, whose members now
enjoy what he made possible. He has also served with distinction
as Chairman of the Agricultural Committee of the University of
Tennessee's Board of Trustees. And even beyond his endeavors in
Tennessee agriculture, he has been recognized nationally for his
service to the USDA National Advisory Committee, Commodity Credit
Corporation.
