Dear Michael:
I know your schedule is extremely busy; therefore, I am
particularly pleased you found time to visit with me when
I was in Washington a few weeks ago.
As I mentioned to you, from afar, it is easy to see your
mastery. The President's trips to China and to Europe
were seen as tremendous successes here in Europe. And,
from my ten days in Washington, I know they were seen as
great successes in the States, as well.
I know that it is easy to feel overwhelmed and to have
your personal life squeezed out while serving in the West
Wing. I feel better over here knowing you are at the
President's right hand.
As I have noted to you before, my appreciation and loyalty
to you are great for the many acts of kindness you have
extended since 1975, not the least of which was your
tremendous support in helping to secure my current
position for me. It has been a marvelous experience for
me and the whole family. Further, the chance to develop
seasoned experience in multilateral diplomacy and
east-west issues (negotiating with the Soviets and others
on nuclear nonproliferation), Middle East matters
(overseeing the Palestinian refugee camps), and the
north-south economic issues (United Nations Industrial
Development Organization, U.N. Commission on International
Trade Law, etc.) have been tremendous, substantive
experiences. I remain deeply in your debt.

Michael,
In viewing the new campaign ads, an old idea of
mine on how to debunk the gender gap came back to mind.
There are, as you well know, hundreds of women
serving in executive positions in the Reagan
Administration, a fact unknown to the general public.
If the campaign has sufficient funds, why not have a
film crew do 30-second TV spots with some of the women
appointees (Blacks, Hispanics and Whites), and buy
network time during the breaks on the most popular soap
operas.
Each spot could focus in on the appointee in her
office, identifying her by name, position, size of
budget and number of staff. You would be amazed at the
millions of dollars and thousands of employees many of
these women are responsible for administrating.
I am convinced the ads would not only generate
votes from the TV audience, particularly women, but
would also create such interest that the other media
would be forced to report on same.
Presidential Personnel can provide you with all
necessary information should you agree this idea has
merit.

Scotland.

PARTY IN PERTH ON 11 MAY 1984
Once we settle Europe's internal problems, Europe can look more to
its global responsibilities. We are part of the free world. We must
act with the free world. And that means, first and foremost, that we
should work with our great ally across the Atlantic, the United States.
Where would Europe have been in that most difficult and dangerous
period after the last war without America? Where would we have been
since without America's massive contribution to freedom and security of
Europe?
We cannot go on drawing endlessly on American goodwill and gener-
osity without ourselves trying to understand their concerns and the
burdens which fall to them. For they are the champions of all the
beliefs and ideals which we cherish most deeply.
I believe profoundly that the alliance between Europe and the United
States is vital to the defence of the free world. Conservatives will
work for a Europe which is a strong partner of the United States and
which uses its experience and an increasing part of its resources, to
reduce the areas of tension and conflict, to improve the prospects for
the poorer countries and to defend and spread beliefs and ideals which
are shared by the Western democracies. That is our vision for Europe.

I thoroughly enjoyed our discussion this past week. Jim Lake has been
singing your praises for years, and I now understand why. Jim and I have
already had some followup discussion on your future plans, but we will get
to that after you finish off those hectic final weeks in government. I hope
the Summit goes well.
I am glad we had a chance to evaluate the Japan, Mexico, and Canada
situations. All three mesh well because they are our major trading partners,
and both Canada and Mexico fit for political reasons too. The State Depart-
ment always wants to put foreign service officers in those juicy assisnments,
so it will probably take strong White House input from you and Bob Tuttle to
fend that off if and when those slots open up.
Incidentally, Tuttle is going to be a good personnel chief. I liked
his organizational style and his perceptiveness.
Let me know if there is anything further I can or should do on this.
Moving into a government post would cost me an enormous sum of money, but
making this democratic system of ours work is more important.
