Mr. and Mrs. J. Peter Grace will be in the Far East and
Justice and Mrs. White will be in Colorado SO they will
be unable to attend the dinner and film.
Many of the sports figures including Merlin Olson would
like very much to come but will not know if they can
attend until close to October 24 because of the possibility
of a settlement of the football strike. Sundays are game
days and if the strike is settled by October 24 then
many of these people will have obligations to fill.
Are there two other couples whom you would like to
substitute for the Whites and the Graces?

you should see that at the moment we have 15 acceptances
with 14 persons to hear from which makes a possible 29.
I think we should ask some more people and I would like to
recommend that Mr. and Mrs. Andy Robustelli of Stanford,
Connecticut be invited. He is in the NFL Hall of Fame,
New York Giant linebacker, and did surrogate speaking in
Connecticut, New Hampshire, and Rhode Island for the
President.
I also think we might add some members of the President's
Cabinet to this dinner.

Confirming our telephone conversation of Tuesday, and incidentally
I also want to thank you for your nice letter of September 21, I am herewith
delivering to you personally a list of the names only of the current
Republican Eagles.
I understand that this list will be delivered by you to Mrs.
Reagan so that she can personally determine who she would like to have
invited to future state dinners at the White House.
When it is determined which of these Eagles should be invited to
the White House, we will, of course, be happy to make available to your
office the appropriate addresses so that they can receive a White House
invitation.
As I indicated to you in our conversation, a list of Republican
Eagles as such has never been made available to anyone and I believe the
reason is obvious. Such a list would be the most valuable mailing list
that anyone could obtain.
If the First Lady's office would like to have a mailing made to
certain individuals on the enclosed list for some purpose other than a
White House dinner, we of course would be happy to mail from our office
whatever she would like sent out.

I just received your very kind letter about the Grove, and
I very much appreciate it. The whole idea was that it would
be relaxing and enjoyable and I am delighted that it proved
to be SO (including naps).
As far as the members of the Club are concerned, those who
heard your fine piano playing will not forget it, and that
will be very helpful in the future. Since receiving your
letter I have begun the necessary steps for submission of
a formal application. Since the Club's Membership Committee
does not meet again until late September there is sufficient
time to get the application in order for submission in the
Fall (and I will be in touch with Shirley or Pat about it
as we go along).
I have just received the invitation for the Barks to attend
the State Dinner for President Marcos and we are very
appreciative. We know it will be a fine occasion and we
would like nothing better than to attend such a special
evening.

SUBJECT: Office of Protocol Policy on Arrivals
Recently my office has had some press inquiries as to the policy
of the Chief of Protocol for greeting foreign dignitaries on their
arrival. For your information and that of Secretary Shultz, here
is a summary of our policy:
State, Official, and Official Working Visits by Chiefs of State
and Heads of Government
The Chief of Protocol or the Deputy Chief of Protocol greet
on arrival all chiefs of state and/or heads of government invited
by the President for State, Official, and Official Working visits.
If both are out of town, ill, or unable to greet, the next ranking
official, Mr. Richard Gookin, Associate Chief of Protocol, takes over.
If two such VIPs are here at the same time, the normal practice
is for the Chief of Protocol to greet the ranking guest, and the
Deputy to greet the next ranking. For example, a chief of state
outranks a head of government. Also State and Official visits take
precedence over Official Working visits.
Private Visits
In cases of Private visits by foreign dignitaries, neither
the Chief of Protocol nor the Deputy greet on arrival. A protocol
officer of lesser rank usually greets and is there simply to
facilitate entry.
Visits of Foreign Ministers
Neither the Chief nor Deputy Chief of Protocol normally greet
Foreign Ministers at the airport, but greet them at the State
Department entrance when they come to call on the Secretary and/or
at the White House when they come to call on the President. However,
on occasion, the Chief or Deputy Chief of Protocol may receive
instructions to greet a Foreign Minister on arrival when he/she is
coming on a special mission.

The time has come to start planning our 1982 Benefit scheduled
for the evening of April 22. This being the 50th Anniversary of the
Folger Library, we want to have an extra special gala to celebrate the

using the Reading Room, we are limited to 200 seats, and we have there-
fore proposed selling the tickets at $1,000 each.
We are going all out this year in an effort to pay off the remain-

for all generations to come. TO fulfill this obligation, it became

Thank you for your attempt yesterday. The trouble was that Morgan Mason
had assured me he would try to arrange it the next time the President had
movie night, so I was very upset when I read that very morning there was to a be

The idea is very simple, if you can arrange it for me: The President Goes
to the Movies. I know we cannot do it at Camp David, but surely it could be
easily done here. We'd just be outside the WH theater, and ask how they liked

I would like to be guided by your judgement on this request, but I
do feel that if Robert McFarlane and Mr. and Mrs. Neri and Mr. and
Mrs. Yarba all are included upstairs in the Indian dinner it is
going to throw the quotas completely out the window. We simply don't
have enough room at these Presidential dinners and Mrs. Reagan has
informed me that she wishes the size of them to be cut down. The
last dinner was much too big and very crowded and the butlers had
a difficult time serving the meal.
I am most sympathetic to Bill Clark's request but need some guidance
from you on exactly how to handle this. We simply don't have room.

by the Paris Embassy Political Section as follows:
To develop contacts with rising young French
politicians, the Embassy's internal political
section makes 3-4 trips to selected provinces
each month. Such contacts have taken on even
more significance due to the Miterrand Adminis-
tration's initiative to decentralize political
responsibilities in France. Gifts of any type
with the President's or the Secretary's Seal
are highly effective in establishing a good tone
for these meetings. Forty such gifts would be
one year's supply.
I urge you to give an immediate OK on this. Should
I be in touch with Mr. Rogers as to whom it should
be directed in the Embassy and method of conveyance?

Bobby DeProspero and I went to the Jefferson Memorial this
afternoon to investigate the possibility of the New York
Philharmonic Chamber Orchestra performing there on July 29
in honor of Prime Minister Ghandi of India.
He has approved the site from the security point of view and
feels that it will be a very safe and secure event for the
President and Mrs. Reagan.
I am now working closely with the Administrative Office of
the New York Philharmonic to work out all the details and will
have a final scenario for you within a few weeks and a vastly
reduced budget.
