I hope you will excuse this very tardy letter of thanks
for all your advice and assistance which you gave my wife
and me last month when our son was bitten by a dog.
As you probably know, we made the very painful decision to
have him go through the shots which he had now completed.
Your advice and guidance were invaluable, and we feel con-
fident that we made the right decision. We are happy to
report that Blair, age 7, did not suffer in the slightest;
in fact, he managed to acquire several new toys in the process!

Thank you for your letter. It is always a pleasure
to hear from young people like you who are devoted to
their country and have a desire to better understand
its rich heritage.
Abraham Lincoln once called America the last best hope
for all freedom-loving peoples. Since the time when
the pilgrims set foot on Plymouth Rock, people from
all parts of the globe have come to the United States
with nothing more than the desire for personal liberty
and the opportunity to create a better life for them-
selves and their children. Each new generation of
Americans faces the challenge of strengthening our
nation's devotion to individual freedom and the rule
of law under God and making it a part of our daily
lives.
It is today's young people who will determine America's
future. It is to you, your classmates, and the thousands
of young people throughout our nation, that the torch of
liberty will be passed. I would urge you and your class-
mates to become involved in your school, at your places
of worship, and in your community. You are never too

I am delighted that the meeting on November 18 went so
well, and I only regret that I could not be there too.
You were very kind to think of me and I deeply appreciate
it -- you may be sure that the items that Martin brought
back for me will be kept with a great deal of pride and
pleasure.
On another matter, would you like to come to the Grove
this coming July? I would certainly enjoy having you
as my guest at Silverado Squatters in exactly the same
was as this past summer.
If you are able to come, I would suggest the middle
weekend -- from Thursday, July 21 until Sunday, July 24.
The middle weekend is much more crowded than the last
weekend (which you attended last summer), but it is also
fascinating in a different way.
The Hoover Institution board meeting will be in the morning
of Thursday, July 21 and following lunch we all go to the
Grove -- but I also could come down and pick you up any-
where on Friday as well.

The purpose of this letter is to

It is my understanding that these appointments may well be
made within the next two to six weeks.
As I am sure you know, these new appointments stem from
Section 10 of the Bus Regulatory Reform Act, which was signed
by President Reagan on September 20, 1982. Trailways, Inc.
strongly supported enactment of that legislation. Under
Section 10 of the Act, the Study Commission will determine
whether the public interest is served by the continuation
of the limited antitrust immunity granted to intercity bus
companies under the new Act. That determination will be
made by four new presidential appointees - two from outside
the bus industry, one from a bus company with revenues of
more than three million dollars and one from a bus company
with revenues of less than three million dollars.
We at Trailways, Inc. are most concerned that the
large carrier member of that panel be one who is truly rep-
resentative of the industry.
The large bus company representative logically comes
down to a choice between Greyhound and Trailways, the two
nationwide systems. We believe that Trailways is the most
appropriate choice because it is more representative of
the positions of the vast majority of bus carriers and
because it will help insure a balanced and objective approach
to a resolution of the basic issue. This view is shared
by those representing the bus industry. The leaders of
both of the two bus industry associations - the American
Bus Association and the United Bus Owners of America - have
written President Reagan expressing their support for
Trailways, Inc. as the large carrier representative on the
Study Commission.

The bus industry deserves and expects that the Study
Commission inquiry will be fair and that its membership
not be such that the issue of continued antitrust immunity
is prejudged. We believe that this essential fairness
and impartiality can best be achieved if Trailways, rather
than Greyhound, is the large carrier member. Although
Greyhound and Trailways are both nationwide bus systems,
their operations and their positions in the industry are
wholly dissimilar. The National Trailways Bus System,
with 25 percent of the regular route market, is made up
of 50 independent companies with its largest member being
Trailways, Inc. Because of the integrated nature of the
system's operations, Trailways, Inc. must rely on its
interline relationships with these companies in its efforts
to compete for the regular route passenger. This inter-
dependence means that Trailways, Inc. can be expected to
express the concerns of these carriers and is better
positioned to represent the industry in a fair and con-
sidered judgment of the framework that allows for the
continuation of interline relationships. This is un-
doubtedly the reason that both of the industry associations
are supporting the selection of Trailways, Inc. for
membership on the Study Commission.
By comparison, with 65 percent of the regular route
intercity bus passenger market, Greyhound is in a unique
monopolistic position, analogous to AT&T's position in the
telecommunications field. Unlike any other bus carriers,
Greyhound, because of its extensive regular route structure
and vast internal staff, is in no way dependent on its
relationship with other carriers. This inevitably affects
its perception of the need for continued antitrust immunity
for the collective consideration of rates. Indeed,
elimination of antitrust immunity would probably give
Greyhound a distinct competitive advantage, thus enabling
it to increase its monopoly market share.
The deliberations of the Study Commission are likely
to have a major impact on the future of our industry, and
thus we would appreciate your careful consideration of our
request that the Trailways, Inc. representative be the

large carrier member of the Commission. Since we antici-
pate that I would be the Trailways representative on the
Study Commission, I am enclosing a copy of my resume for
your information.

THEODORE COMPTON KNAPPEN
Mr. Knappen is Senior Vice President of Trailways, Inc.,
the Nation's second largest motor carrier of passengers and
package express. He is responsible for all industry matters
including the development of the National Trailways Bus System
and liaison with industry trade groups such as the American Bus
Association and the United Bus Owners of America. He also has
responsibility for Trailways' government affairs program at the
Federal and State levels.
Prior to assuming his present position in September, 1979,
Mr. Knappen was Senior Vice President-Eastern Division for
Trailways, Inc. In this position, he was in charge of all
Trailways' operations in the eastern half of the United States.
Mr. Knappen joined Trailways in October, 1976, as Vice President-
General Counsel and performed that function until becoming Division
Senior Vice President in October, 1977.
Originally from New York, Mr. Knappen graduated from the
University of Virginia with a B.A. in history in 1965, and from
the University of Virginia Law School in 1968. He served for
three years as a lieutenant in the Navy Judge Advocate General
Corp., both as a trial attorney in the general court martial
section of the Third Naval District located in New York, and as
the base legal officer at the Naval Air Station at Quonset Point,
Rhode Island.
Following his Navy service, Mr. Knappen spent 5 years with
the Interstate Commerce Commission. For 3 years, he served as
a trial attorney in the office of the General Counsel at the ICC,
briefing and arguing cases before federal appellate courts in
proceedings involving appeals from Commission orders. For the
next 2 years, he served as Associate General Counsel for Legis-
lation for the ICC, in which capacity he was responsible for all
substantive aspects of the Commission's legislative program.
Mr. Knappen serves on the Executive Committee and Board of
Directors of the National Trailways Bus System and is a member
of the Executive Committee and Board of Directors of the American
Bus Association. He is the recipient of two letters of commendation
from the Chairman of the Interstate Commerce Commission and accom-
panying civil service awards, and of an American Bar Association
award for professional merit. He is a member of the Virginia
Bar Association.
Mr. Knappen is married to the former Maribel Chandeck of
Panama City, Panama, and resides with his wife and daughters,
Carmen and Lisa, in Vienna, Virginia.

Dear Mike,
I know you are a PR expert but something bothers me
when they show the President getting aboard the helicopter
going to Camp David to ride horses. Not t 00 many people
wear riding boots and Jodphurs except on the East coast and
no one west of the Mississippi. By his very attire he seems
to convey that he is appealing to a small segment of the
population and we wish to avoid this.
One of the biggest issues around here in this recession
is the number of immigrants flooding this country. In my own
practice I see Mexicans who can't speak engligh, Vietnamese
with the same problem. I really wonder if the country needs
these people, so few of them seem to make it off welfare.
Nice having Blair and Amanda over to swim last summer,
sorry Amanda was sick the night we planned to stay at the
ranch. Look forward to seeing them both next summer. I may
come East this summer with the little girls to show them
Washington and the East coast.
Keep up the good work and best wishes to all for
the Holidays and the New Year.
