in Camp Verde, Arizona. A member of the staff contacted the
Environmental Protection Agency and I am pleased to report
that the grant is back on track.
I understand Camp Verde has been working to secure an adequate
sanitation system since flood waters destroyed the old equip-
ment. The EPA has indicated its intent to finalize the decision
by March 1, 1983.

Dear Mr. Deaver:
First, let me introduce myself: I served in an exempt position
as information officer and later as Assistant Director of the
Department of Conservation in Sacramento, under Jim Stearns and
Ray Hunter. After "our term" ended, I exiled myself to Arizona,
where I now own and publish a weekly newspaper in a small town
in the center of the state.
And now the purpose of my letter: Camp Verde has been desparately
working to secure a sewer system for several years. Community
support, especially in the last year, has been overwhelming --
more than 80 percent turned out for a bond election, which then
passed by 90 percent.
The whole project is on track, but is waiting for the final
"sign-off" by the Environmental Protection Agency's San Francisco
office. This would release EPA funds, already granted, to fund
about 75 percent of the project. However, there seems to have
been a lengthy, unncessary delay in obtaining that final "sign-ff,"
and the delay has been costly to the community.
That's the purpose of my letter, Mr. Deaver. I would respectfully
like to urge inquiry by The White House, in hopes we can get the
project moving. The specific reference is EPA Grant No. C 040158013,
Camp Verde Sanitary District.
Obviously, any assistance will be greatly appreciated. Althcugh
this is already firm Reagan Country, I would be delighted to be
able to say the President was able to assist the community with
this problem. If you have any questions, please call me or Mike

Appointment of Richard Williamson as U.S.
Representative to International Organizations,

As you will recall from our recent meeting, on February 9,
you felt that there might be a problem with obtaining Senate
confirmation for Rich Williamson if we maintained the responsi-
bility for IAEA in his job description. At that time, I mentioned
that I would clear the matter with Senator Percy to see if he
would have any problem with accepting this nomination on the basis
that Mr. Williamson would have a deputy who would primarily be
responsible for the IAEA function. He said they saw no problem
with this, and therefore, I would like us to proceed with the
nomination and give Mr. Williamson the opportunity to take over
the position with the IAEA responsibility maintained in the job
description, with the understanding that a deputy would be
designated to focus on IAEA.
Secondly, when Secretary Schultz discussed the appointment with
the President, they agreed that the IAEA position would report
to Mr. Williamson.
In addition, I feel this approach would be cost-effective and
would meet the full intent of the State Authorization Act
(Section 118, Sub-paragraph h).
Finally, it should be noted that Mr. Williamson agreed to accept
the position based on the job description originally received
from State. The later job description, of course, omitted the
IAEA responsibility. Attached, for the record, is a copy of each
version.

IN VIENNA
This position was created by the recently passed
Department of State Authorization Act, Fiscal Years 1982
and 1983. The statutory provision is as follows:
"Sec. 118. Section 2 of the United Nations
Participation Act of 1945 (22 U.S.C. 287) is amended
by adding at the end thereof the following new sub-
section:
(h) The President, by and with the advice and
consent of the Senate, shall appoint a representative
of the United States to the Vienna office of the
United Nations with appropriate rank and status, who
shall serve at the pleasure of the President and
subject to the direction of the Secretary of State.
Such individual shall, at the direction of the
Secretary of State, represent the United States at
the Vienna office of the United Nations and perform
such other functions there in connection with the
participation of the United States in international
organizations as the Secretary of State from time to
time may direct.
The newly combined mission, which is a merger of the
former missions to the IAEA and UNIDO, is responsible for
the at site representation of U.S. interests in these
organizations as well as a host of others, e.g., UNRWA,
the U.N. Center for Social Development and Humanitarian
Affairs (UNCSDHA), the U.N. Commission on International Trade
Law (UNCITRAL), the U.N. Division of Narcotic Drugs (DND),
the International Narcotics Control Board (INCB), the U.N.
Fund for Drug Abuse Control (UNFDAC), and the United Nations
Scientific Committee on the Effects of Atomic Radiation
(UNSCEAR).
The post is currently classified as a Class III post
with the Ambassador paid at Executive Level IV ($58,500).
The Ambassador supervises a staff of twenty, drawn from the
Departments of State and Energy.

letter most amusing, especially the part where
you suggest "get off your butt". To add to
your dearth of information, please know that
Mr. Deaver arrives in his office at 6:30 a.m.
and 13 or 14 hours later he can think about
going home. Even by your obviously superior
standards you have to be impressed with this
effort.
I suggest if you want to inform yourself about
matters in the EPA you read something other than
cartoons.
