and "WAIF"
The President used much of the time at the May 15
Cabinet meeting on families to discuss his strong support
for adoption. When Secretary Heckler mentioned the
extremely successful efforts of actress Jane Russell to help
get "special needs" children adopted (children with handicaps
or minority children), the President said that he hoped she
might be invited to come to the White House.
Enclosed is an invitation I received to a forthcoming
Jane Russell party to promote adoption. It gives some
sense of her operation. (Note the HHS connection.) At
other parties she gets groups of prospective parents together
with adoptable kids, and no child has ever left these
events, I am told, without a prospective permanent family.
Perhaps the forthcoming "Family Week" of events would
give the President a proper occassion to showcase this kind
of private effort. Miss Russell also perhaps should be
considered in the future for a Presidential award.

Dear Mr. Sittman:
On May 28, a delegation of 20 Special Olympics athletes and six
coaches will depart from Washington for Brussels to attend the 1984 Belgian
Special Olympics Games.
Mr. Shriver and I will also attend the Games, with Their Majesties,
the King and Queen of Belgium. As you may know, Special Olympics is the
world's largest program of sports training and athletic competition for
mentally handicapped persons. There are currently over one million athletes
involved in 50 countries worldwide.
As a part of the weeklong event, Colonel Thompson of SHAPE in Brussels
offered to assist in providing transportation for the American athletes -
from the airport to the Centre Reine Fabiola (where they will be staying)
and for two days following the Games to allow the American delegation to
visit Brugges and Brussels.
We have just learned from Mr. Bernard Jurdant, National Director of
Special Olympics Belgium that Colonel Thompson is reluctant to act without
direct approval from the White House. In fact, without such approval,
Colonel Thompson is unable to commit any services of SHAPE.
I sincerely hope that you can assist us with this matter. Colonel
Thompson and the many other officials of SHAPE in Brussels are anxious to
help but cannot do SO without the appropriate authorization.
I have enclosed some general information on Special Olympics as well
as information on the 1984 Belgian Special Olympics Games. If I can assist
in any other way, please do not hesitate to contact me. I look forward to
hearing from you.

Dear Mike,
I am writing to introduce and commend to you and the many
friends of Morocco in the United States Maati Jorio, King Hassan's
new Ambassador to the United States.
The United States is truly fortunate to have a person of Ambas-
sador Jorio' S stature and talents representing Morocco at this im-
portant juncture in our relations. His diplomatic background is
exceptionally broad, including over the past fifteen years Ambassa-
dorial assignments in Spain, Romania, East Germany and the Soviet
Union, prior to his most recent assignment as the King's envoy in
Ottawa. He has not confined himself to diplomatic pursuits, how-
ever. Earlier he had served as number two man in the Ministry of
the Interior. From 1971 to 1974, he had the key position of Minis-
ter of Agriculture where he supervised, inter alia, the USAID Food
for Work program. In short, Ambassador Jorio is an extremely versa-
tile man who gets things done. In all those challenging assign-
ments, he has earned, through his drive, initiative, and imagina-
tion, the well-deserved reputation as one of Morocco's leading
diplomats.
Those abilities will be sorely needed. Ambassador Jorio is
going to Washington at a crucial time for U.S. -Moroccan relations.
The visit in February of Prime Minister Karim-Lamrani to the U.S.
was an unprecedented success, (in no small measure thanks to your
own superb efforts). But it was only the first step in what prom-
ises to be a long process. Ambassador Jorio is a sound choice to
carry on this new phase of bilateral ties. In tune with King Hassan
and his government, he enjoys the confidence to launch new initia-
tives.
Ambassador Jorio will make it a top priority to improve his
Embassy's links on the Hill, to explain more fully and candidly the
interests of Morocco, and to seek to understand better the pres-
sures, budgetary and otherwise, that we are under at this time. I
know you will be one of the first that Ambassador Jorio seeks out
and am certain you will find your relationship an extremely valuable
one. I am hopeful that you, in turn, will receive him well and en-
sure that he gets off to a good start in Washington.

The trees being sent to Ireland for the President to plant are
seedlings of the Jackson Magnolias, which stand at the west side
of the South Portico of the White House.
The original trees were planted by President Andrew Jackson
sometime during his term of office, 1829-1837. They were planted
in memory of his wife, Rachel, who had died before he entered
office. He brought the trees to the White House from his home,
The Hermitage, which is on the outskirts of Nashville, Tennessee.
The saplings are Southern Magnolias (Magnolia Grandiflora) and
are approximately 5 feet high. They are about 3½1/2 years old.
They will be delivered to Andrews Air Force Base on the 28th or
29th of June and will be flown to Shannon, Ireland. The
President is scheduled to plant the tree on June 3, 1984.

Dear Mr. Deaver,
We appreciate the service you render to President Reagan, his
administration and the nation. Many of our prayer partners across
this nation pray for you daily as you endure the pressures of your
position. We love and pray for our President also and we would like
to see a chapel in the White House for his use and yours, as well as
the rest of the White House personnel. Since we have thus far been
unable to stop abortion and ERA and have not succeeded in getting
prayer back into schools, perhaps the placement of a chapel in the
White House in this election year, would make a favorable impression
on the religious sector of our society.
Since I have had the opportunity of attending White House
briefings concerning foreign and domestic policy and religious
affairs and have heard President Reagan's views on religious issues,
I feel sure that if he were to be made aware of the interest in and
need for putting a chapel in the White House, he would be more than
willing to make it possible. Letters are coming in from concerned
Christians across the nation, wondering what progress is being made
toward this project. Many have indicated their willingness in helping
provide the necessary funds to complete it. White House and Secret
Service personnel have indicated their need for a chapel, and articles
in national magazines across the country which discussed President
Reagan's problem in attending church services have caused concern
among his constituency.
We would appreciate any help you could give us in getting the
accompanying letter to President Reagan. We would also appreciate
the opportunity of meeting with you to discuss this matter.

Dear President Reagan,
It is a great privilege to be able to get a letter to you, an oppor-
tunity for which I have hoped for a long time. I am also happy to have the
opportunity to tell you how much we appreciate you and praise God for
giving us a leader who truly loves Him and isn't afraid to let it be known.
How difficult your job must be and how we ache for you as we see you being
barraged from all sides with complaints and threats. You have our constant
and fervent prayers for your protection, health and wisdom in the job the
Lord has called you to.
I would like to share with you a burden that the Lord has placed upon
my heart. While in college studying to be an attorney I had occasion to
work behind the scenes with those in the political arenas and I saw the
heartaches and problems they so often had to face in their personal lives.
I then realized there was a real need for a ministry to those in all levels
of government and felt that the local church should be more involved in a
positive and constructive way. For over nine years now the Lord has given
me a burden for those in all levels of government which led me to found the
National HONOR and PRAYER Fellowship. This is a ministry which attempts to
meet the personal and spiritual needs of all those in our local, state and
national governments. I became aware and concerned about the awesome
responsibilities they face and the accompanying problems that result in
their personal lives. I have had the privilege of seeing many come to
Christ. I have spent the past several years traveling across America with
the purpose of presenting the needs of those in government hoping to create
a better working relationship between our churches and communities and
those that represent us in all levels of government.
For some time now we have taken the opportunity of ministering to some
of the spiritual needs of those in the Secret Service and others of the
White House staff. On one visit I spoke with Mr. Morton Blackwell, while
he was still at the White House, concerning the need for a ministry to
those in the White House as the number of staff has grown considerably in
the last several years. Although we find chapels in almost every public and
government institution, such as the U.S. Senate, the House, the State
Capitols, the military and many hospitals across the Land, yet, from my
understanding» there is no chapel or chaplain in the White House to meet
the spiritual needs of those who work there.

I have been trying to unofficially organize a "White House Prayer
Fellowship" where personnel can get together as often as desired for
prayer, counsel and meditation. It is our desire not only to put a chapel
in the White House for your use, but also at Camp David.
I would count it a real privilege to help meet this need with your
official approval. I have found that there is a lot of interest in this
area and have received many comments concerning the need for prayer coun-
selling and a place to be designated for such activities. We understand
that there may be a room available in the old Executive Office building
that could be set aside and designated as a White House Chapel if you could
just say the word. In talking with both the House and Senate Chaplains,
they expressed their opinions that if a chapel and a chaplain were available
in the white House in an official capacity more staff personnel would seek
the help they need for their personal and spiritual needs.
With your proclamation making 1983 the "Year of the Bible" and
proclaiming the "National Day of Prayer"π it would seem to be the time for
another historical milestone of providing for a chapel in the White House
and at Camp David. With your approval, I would be willing to raise the
necessary funds to provide for a chapel and its furnishings in the White
House as well as Camp David, at no expense to the government. I would like
to continue to minister to White House personnel and all government offi-
cials and would like very much to do it with your approval and blessing.
Having a place set aside to meet with those who desire help, would make
ministering to them much more effective. I appreciate Mr. Blackwell's con-
cern for the staff of the White House and their needs and his suggestion
that I personally write to you concerning this matter.
I would like to have the opportunity of sharing my life's testimony
with you and Mrs. Reagan that you might see how the Lord has brought me to
this point in my life where I desire to be an instrument in meeting the
personal and spiritual needs of those in government. My testimony itself
is often instrumental in touching the hearts of those who hear it as I
share how I was an orphan and after 30 years I found my natural mother
and led her to the Lord. It was an answer to prayer.
Four years ago, we discovered that I had a rare and terminal cancer
and was given two months to live. God has graciously intervened and
allowed me to continue His work. The Lord has used all these events in my
life to break my heart for others and to seek to meet their needs as He has
met mine. The Lord has blessed our efforts by opening the hearts of others
and giving us the opportunities necessary in accomplishing His work. Our
only desire is to be used of God wherever he might lead.

We have admired you and Mrs. Reagan even before your arrival at the White
House and appreciate your leadership and conservative stand. As Christians and
proud Americans, we will continue to stand behind you and you will certainly
continue to get our public support and our prayers.
I present this request and ask you to consider it prayerfully. We have
been in touch with your legal counsel, Fred Fielding, and our attorneys and
they have agreed that although a challenge is possible, constitutionally, we
could survive that challenge. I would deeply appreciate the honor of meeting
with you and Mrs. Reagan concerning this matter.
