Dear Mike:
Just a short note to say hello and to wish your administration
tremendous success in the coming election. I personally believe
the President will win reelection with a greater majority than he
won election in 1980. All of you had a difficult job when you took
office and your hard work and expertise showed in the results. As
one ordinary citizen, I offer my congratulations and assistance.
I completed a years term of office as President of the
Italian American Heritage Foundation and am now serving on the
Board of Directors and Advisory Board. We are the umbrella
organization for approximately 26 Italian organizations and service
approximately three hundred Itabian Americans. You can see how easy
we Italians can get confused. I said three hundred Italian Americans
when I should have said three hundred thousand Italian Americans.
Oh well, what is a few hundred thousand Itabians amoung friends. We
are going to hold our 7th Annual cultural festival on the 6th and 7th
of October 1984 and we have been drawing 200 to 250 thousand people
at the two day festival. It is a fun festival with all types of ethnic
foods and 4 stages of entertainment.
I would like to extend an invitation to the president to visit
us on either of the two days and campaign with us. I realize he will
be busy from now on visiting many cities, but I honestly believe a
visit with us will pay many many dividends on election day. San Jose
has developed into a large city with over a million people in a 25 mile
radius.
If I can be of assistance in any capacity, please do not hesitate
to call on me. I believe in your program and feel we need 4 more years
of progress or we will surely regress. Hang in there and do not let
them grind you down. You are doing a great job.

During one of my recent trips I picked up an interesting
suggestion that I thought I would share with you. A Vietnam
veteran suggested to me that the President might want to
recommend that the Vietnam Memorial be outfitted with lights so
that veterans and their families and citizens might be able to
take advantage of the memorial and give it recognition similar to
other Washington memorials.
I don't know where to turn to suggest this idea but I thought
that if something could be done, the President's turning on the
lights at this memorial might be an interesting event in the
months ahead.

This past Sunday, I was reading my New York Times and was
delighted to see a photograph of one of Asprey's "It CAN
Be Done" signs prominently displayed on the President's
desk.
I learned some months ago, from a White House aide, that the
sign was in the Oval Office. It seems that one of Mr.
Reagan's friends bought it from us here and gave it to him.
We would like to offer the President six of these signs which
he could give to visitors who admire the one on his desk.
Whom would I contact to inquire about this?
In addition, with the convention and election coming up, the
sign would be a lovely gift for delegation heads, long-time
Reagan supporters, members of the Republican National Committee,
and key "PAC" people. They come in six colours: black, dark
brown, navy, dark green, burgundy, and red. They retail for
$35 each, but we would be happy to offer a discount on large

I have enclosed the photograph mentioned above, and would like

it would not be exploited.
I would appreciate your passing on my suggestions to the
appropriate people. Please let Hunter and me know if you

This morning Bonnie Consolo returned my call which was placed via Mike
Wallace's office of "60 Minutes."
She is looking for work and has done office work, switch-board
telephone work, income tax accounting and is able to do many jobs as
long as she is sitting down. Mrs. Consolo also gives lectures on
behalf of the handicapped.
Mrs. Consolo lives at:

The town is located about 35 miles east of Lexington, Kentucky and 90
miles south of Cincinnati. Consolo is willing to drive any distance
necessary to find a job.
Ronald Reagan is her favorite President ever and she was moved to tears
when I told her why I was calling. She is willing to do anything she
can to help him get re-elected and her wish is that she will have an
opportunity to personally thank the President someday.
I have placed about six phone calls to the Lexington area including one
to Larry Forgy, a prominent Republican attorney and state committeeman
who was with the President in Atlanta.
Forgy is President of a non-profit organization and is expecting a
$40,000 grant from the Appalachian Regional Commission (ARC) for his
group called the Appalachian Coalition for the Handicapped in
Lexington. They plan on holding seminars to train the handicapped how
to overcome the barriers of being impaired.
He thinks Bonnie might be an appropriate instructor. Forgy feels that
if Winnie Pizzano of ARC raised the amount of the grant it may be
easier for him to convince his board to hire her.

Dear Bill:
I am writing to convey my disappointment at the decision
of EPA's regional administrator to again oppose the plans for
the Westway park and highway complex. As you know, this
ambitious and creative design to develop the lower west side of
Manhattan has been snarled in bureaucracy and legal delays for
more years than one could care to admit. It has been backed by
the past three Presidents of the United States, the past four
Governors of New York state and every Major of New York City
since John Lindsay. It has bi-partisan support in the U. S.
Congress. It has been endorsed by all three of New York's
major daily newspapers, and has had enthusiastic business and
labor support since it was first proposed. This project has
great promise to do much more than just build a highway. It
creates some 80 acres of parkland in an area of town
notoriously barren of parks at present, surely a laudable
environmental goal. It provides new housing and commercial
opportunities. Above all, it retrieves a magnificent river
frontage which has not been accessible to New Yorkers for
generation.
However, rosy as this picture may be, the project is not
without its detractors. In particular, the active and personal
opposition of lower level bureaucrats the Federal agencies,
again makes this promise a hollow one for most of us in New
York. Once again, this project is in danger of being derailed.
As a result, it is also in danger of being used for political
football. There are indications that Governor Cuomo plans to
use Westway as an issue on which to attack President Reagan for
failing to follow through on an earlier commitment to New York.
Moreover, I am convinced that the State of New York, after
some earlier erratic performance, has in the past year and a

half provided a competent and highly professional
administration of the project which has not been sufficiently
recognized by the Federal agencies, including those of EPA.
Accordingly, I feel it might be very useful for you to arrange
a meeting directly between your office and that of the
Commissioner of Transportation of New York, Mr. Jim Larocca, to
review the State's plans to mitigate the impact of this project
on the striped bass. I am sure you will find this plan quite
impressive, as it proposes to dedicate some 200 acres of river
bottom to this purpose. I will be interested to hear your
reaction.
Again, I do appreciate your efforts to keep my office
informed of on-going developments. I plan to be in Maine
during most of August, but I have asked my assistant, Chris
Kennan, to stay in touch with Ernie Minor of your staff, and to
keep me posted on any new events.
