1286 the September, October, November experience of those three
1287 months, the Iranian initiative seemed tc me tc have ret

1289 secondly, that there agenda Cf getting weapons was different
1292 from ours, and that we cught tc try tc yet in tcuch with
1291 them cirectly without intermediaries to say that there would
1202 be rc further arms sales.
1293
"C. LIMAN. were you told during this period of the first
1294 week or SC of December that Bichard Secord was meeting with
1295 the Iranians as an intermediary?
1296
Mr. MCFAPLANE. I don't think I was, although I did
1297 encounter Pim, as you know, in Icndon on December 8th.
1295
"C. IIMAN. 4F will come to that in a moment. Did you
1299 know that he was meeting with the Israelis to discuss the
1300 verture?
1381
Yr. MCFARLANE. I don't relieve SC, no.
1302
"C. LIMAN. Did ycu ask him to act as a representative cf
1303 the United states in trying to put this together again?
1304
Mr. MCFAFLANE. No.
1385
"Γ. ITMAN. NCW was the subject of acms Sales to the

1387 principals, some of the principals of the National Security
1328 Council?
1329
"r. MCFARLANE. Yes. When the President and I discussed
1316 the situation, as I have just summarized it, re said,

1317
ME. "CEAFLANE. Yes, that is correct.
1318
Mr. LIMAN. NCW, do you recall what proposal was put on
1319 the table at that meeting?
1320
Mr. MCFABLANE. Well, it was a meeting to review what has
of shall dupmint Y usarms to was

1325 were very emphatically made, and it was a matter cf
1326 consensus--there was no disagrement really that our attitude
1327 should he cne of openness to purely political discourse, but
1329 that we should not agree tc sell weapons or tc encourage
1329 others, like Israel, to dc SO.
1337
Those were my instructions and I was directed to go to a
1331 meeting with Ghorbanifer ir Iordon the next day and make

1337 to rE selling these weapors subject to an agreement by the
1338 United States tc rerlace them?
1339
YC. MCFAELANE
It doesn't stand out. However, he had
1342 made the point in lew back in Aucust cf that year, and SC it
1341 is very likely that he would made it again.
1342
ME. LIMAN. He expressed himself, in any event, very
1343 strongly on this subject, that WE should not sell weapons;
1344 i- that fair?
1345
"E. MCFAFLANE. That is correct, yes.
1345
"C. LIMAN. And so did the Secretary of State?
