The President today announced his intention to appoint Robert C.
Brostrom to be a Member of the Architectural and Transportation
Barriers Compliance Board for a term expiring December 3, 1988. He
will succeed Rosemary Margaret Front.
Mr. Brostrom is a General Clerk with C & P Telephone Company in
Fairfax, Virginia. He graduated from Florida Atlantic University
(B.A., 1973). He was born February 20, 1951 in Bronx, New York and
now resides in Annandale, Virginia.

Appointment of Robert Brostrom to the
Architectural and Transportation
Barriers Compliance Board
Pursuant to 29 U.S.C. § 792 (a) (1) (A) the President is authorized
to appoint eleven members to this Board from the general public,
of whom five shall be handicapped individuals. Reappointments
are authorized, but no member may be reappointed more than once
without a hiatus of at least two years in Board service. It is
the function of the Board to ensure compliance with the
Architectural Barriers Act of 1968 and to explore and report on
various issues relating to access by the handicapped. See
29 U.S.C. § 792 (b)
of
Robert Brostrom, who is handicapped, works for C & P Telephone.
He has been politically active, including as a supporter of
James Watt.

to the President's Commission on
White House Fellowships
I have reviewed the Personal Data Statement submitted by
Mr. Walker in connection with his prospective appointment to the
President's Commission on White House Fellowships. The
President is authorized to appoint an unspecified number of
members to the Commission by Executive Order 11183, as amended.
Members must be "outstanding citizens from the fields of public
affairs, education, the sciences, the professions, other fields
of private endeavor, and the Government service."
Colonel Walker is a career military officer and a Professor at
West Point. He served as a White House Fellow 1980-1981, and is
the current president of the White House Fellows Association.
His PDS reveals no problems, and I have no objection to
proceeding with this appointment.

Reappointment of John Hotchkis to
the Advisory Committee to the Pension
Benefit Guaranty Corporation
I have reviewed the Personal Data Statement submitted by John
Hotchkis in connection with his prospective reappointment to the
Advisory Committee to the Pension Benefit Guaranty Corporation.
Pursuant to 29 U.S.C. $ 1302 (h), the President appoints seven
members to the Committee, from recommendations submitted by the
Board. Of the seven members, two represent employee organiza-
tions, two employers who maintain pension plans, and three the
general public. Members must have experience in the area, and
no more than four may be of the same political party. The
purpose of the Committee is to render advice on appointment of
trustees, investment of funds, and related issues.
Mr. Hotchkis is a general partner in an investment adviser firm.
He owns no stocks or bonds. He clearly satisfies the statutory
criteria for appointment, and his PDS presents no problems.

Appointment of Betty Easley to the
Intergovernmental Advisory Council
on Education
I have reviewed the Personal Data Statement submitted by Betty
Easley in connection with her prospective appointment to the
Intergovernmental Advisory Council on Education. Pursuant to
20 U.S.C. § 3423 (c) (1), the President appoints twenty members to
this Council, as follows: six elected state and local offi-
cials, five representatives from public and private elementary
and secondary education, five representatives from public and
private postsecondary education, and four member of the public.
In making appointments, the President is to consult with the
constituent groups from which appointees are to be chosen, and
select appointees with a view to "diversity of geographic areas
and demographic characteristics."
Ms. Easley is a member of the Florida House of Representatives,
and thus qualifies as a state and local official. Her PDS
presents no problems, and I have no objection to proceeding with
this appointment.

Paul David Guth to the Panama Canal
Joint Commission on the Environment
I have reviewed the Personal Data Statements submitted by the
above-referenced individuals in connection with their
prospective appointments. Pursuant to 22 U.S.C. § 3616 (b) the
President appoints three U.S. representatives to the Joint
Commission. The U.S. representatives are to review periodically
the impact of the implementation of the Panama Canal Treaty of
1977 on the environment. 22 U.S.C. § 3616 (a).
Mr. Guth is a partner in a Philadelphia law firm. His PDS
presents no problems. Ms. Hughes is an attorney associated with
a Washington law firm. Her PDS reveals that her firm is
registered as a foreign agent on behalf of two West German
companies. I contacted Ms. Hughes, and alerted her to the
prohibition of 18 U.S.C. § 219. She stated that she would check
to determine if she were individually registered in the firm's
registration, and would immediately de-register if that was the
case. She stated that she did no foreign agent work for the
German companies, but that she did occasionally do other legal
work for them. I advised her, consistent with guidance we have
received from the Department of Justice, that as long as she was
not individually registered, and SO long as she did not do work
for a client that would require her to register, she was not
covered by 18 U.S.C. § 219. Both appointments may proceed.

The President today announced his intention to appoint Albert John
Ossman, Jr. to be a Member of the National Historical Publications
and Records Commission for a term expiring December 26, 1989. This
is a reappointment.
Since 1982 he has been serving as Professor of Political
Science/Public Policy and Director of the Public Affairs Program at
Bethany College in West Virginia. Previously, he was Professor of
Political Science/Public Policy at Eisenhower College in 1968-1982.
At Eisenhower College he also served as Executive Director of
Development (Campaign Planning) and Associate Director of
Development (1980-1981) ; Associate Dean of Academic Affairs
(1977-1980) ; and Director of the Division of Social Sciences in
1963-1968.
He graduated from Syracuse University (A.B., 1950; M.A., 1951;
Ph.D., 1963). He is married, has one child and resides in Bethany,
West Virginia. He was born April 23, 1927 in Dunkirk, New Jersey.

I have reviewed the Personal Data Statement submitted by
Albert J. Ossman, Jr., in connection with his prospective
reappointment to the National Historical Records and Publica-
tions Commission. Pursuant to 44 U.S.C. $ 2501, the President
may appoint two members to the Commission who are "outstanding
in the fields of the social or physical sciences." The other
members of the Commission serve ex officio from throughout the
government, or are appointed by private historical and archival
organizations. The Commission makes recommendations on
historical works to be preserved at government expense.

Mr. Ossman, Professor of Political Science at Bethany College,
holds a doctorate in social sciences from Syracuse. His PDS
reveals no conflicts problems that would bar this reappointment.

Appointment of Irving Goldstein to
the President's National Security
Telecommunications Advisory Committee
I have reviewed the Personal Data Statement submitted by Irving
Goldstein in connection with his prospective appointment to the
President's National Security Telecommunications Advisory
Committee. The Committee was established by Executive Order
12382 (September 13, 1982) to provide advice to the President
and the Secretary of Defense on national security telecommuni-
cations policy. Pursuant to the Executive Order, the President
may appoint up to 30 members to the Committee, who "shall have
particular knowledge and expertise in the field of telecommuni-
cations and represent elements of the Nation's telecommuni-
cations industry."
Goldstein is the Chairman and CEO of Comsat, and thus clearly
satisfies the prerequisites for appointment. Comsat has
extensive dealings with the Federal government. Members serve
on this Committee in a representative capacity, however, and
Comsat is a fairly unique element of the telecommunications
industry, so such potential conflicts cannot constitute a bar to
appointment. Goldstein serves as a Director of a Panamanian
corporation 40% owned by Comsat, but does not engage in
propaganda activities for the foreign company and is not
registered as a foreign agent. I have no objection to
proceeding with this appointment.

The President today announced his intention to designate Rocco John
Marano to be Vice Chairman of the President's National Security
Telecommunications Advisory Committee for a term of one year.
Mr. Marano has been President of Bell Communications Research,
Inc., in Livingston, New Jersey since January 1984. Previously, he
was Vice President of Central Staff of AT&T as well as
President-designate of Central Services Organization in 1982-1983.
Mr. Marano has been with the Bell System since July 1953.
He graduated from Fordham University (B.S., 1953; LL.B., 1957). He
is married, has four children and resides in Chatham, New Jersey.
He was born February 14, 1928 in Haverstraw, New York.

IRVING GOLDSTEIN will succeed Joseph Charyk. Mr. Goldstein is
Chairman and Chief Executive Officer of Communications Satellite
Corporation in Washington, D.C. He graduated from Queens College
(B.A., 1960) and New York University (J.D., 1963). He is married,
has two children and resides in Chevy Chase, Maryland. He was born
March 27, 1938 in Catskill, New York.
THOMAS GILMORE POWNALL will succeed Caleb B. Hurtt. Mr. Pownall is
Chairman and Chief Executive Officer of Martin Marietta Coporation.
He graduated from the United States Naval Academy (B.S., 1946). He
is married, has two children and resides in Bethesda, Maryland. He
was born January 20, 1922 in Cumberland, Maryland.
DONALD BERNARD RASSIER will succeed Henry E. Hockeimer. He is
President of Ford Aerospace & Communications Corporation in
Detroit, Michigan. He graduated from Long Beach State College
(B.S., 1946). He is married, has three children and resides in
Bloomfield Hills, Michigan. He was born July 3, 1929 in
St. Joseph, Minnesota.

States National Chairman for U. N. Day
I have reviewed the Personal Data Statement submitted by
Roger E. Birk in connection with his prospective appointment to
be United States National Chairman for United Nations Day.
There is no specific statutory or executive order authority for
this position. Every year since 1945, however, the President
has appointed a chairman to preside over the U. N. Association
public relations program and coordinate the observance of U. N.
Day (October 24).
I have no objection to proceeding with this largely honorific
appointment. Mr. Birk is Chairman Emeritus of Merrill Lynch,
and his PDS presents no problems.
