SUBJECT:
Photo Policy
You have asked for a statement of our policy with respect to
providing White House photographs for use in advertisements.
The main purpose of the White House Photo Office is, of
course, to create and preserve a photographic record of the
Presidency. As a courtesy, the office makes available
limited numbers of White House photographs that have been
released into the public domain to those requesting them.
The White House has long adhered to a general policy of not
approving any use of the President's name, likeness, photo-
graph, or signature in advertising copy. The purpose of
this policy is to avoid creating the false impression that
the President is affiliated with or has endorsed a particular
commercial product or enterprise, or a particular fundraising
or promotional campaign in the case of advertisements placed
by non-profit organizations. Since we generally do not
approve the use of the President's photograph in advertising
copy, we do not provide photographs to those that request
them for that purpose.
You should feel free to advise requesters of this policy,
but if any insist on a written statement they should be
referred to this office for handling.

The attached letter
You and I discussed the attached letter from
Mr. Joseph Gould in our telephone conversation
this morning. Although I repeated the White
House policy concerning the use of the Presi-
dent's image in advertising and told him that
I had read his letter to you, he still was not
satisfied. He asked that I send him a statement
containing the law on which the policy is based.
Apparently, Mr. Gould doesn't feel the policy
should apply to advertisements that the President
might support.
Do you have a brief statement citing the appropriat
law that I might make available to Mr. Gould? It
would be useful for me to have the precise legal
language in a statement that I could send to
other individuals who don't understand this
policy.
Thank you for your patience and for your help
with this matter.

that he has repeatedly turned down this request from this
group, on the ground that the requested footage is available
from the networks. The White House Communications Agency
generally does not provide copies of footage available from
the networks.

that we are producing for the Union of Concerned Scientists on-
the Geneva Summit. We are interested in using footage of the
Airforce I taking off and landing, as well as footage of President
and Mrs. Reagon boarding the plane. This footage would be used as
part of the Public Service Announcement which will be aired in
the Washington D.C. area starting in November. We need the footage
by October 21st as we have an air-date set for the first of November.

Use of Photos in Upcoming Book on the
President's Early Days in Dixon
Norman Wymbs of the Ronald Reagan Home Preservation Foundation
has now written you to request permission to use a photograph
of the President flipping through the manuscript of Wymbs's
book in the book or on the dust jacket. You will recall
that we discussed this earlier, in response to an inquiry
from the Photo Office. You determined that the photo should
not be used, not only because of the usual concern about
implying endorsement of the book, but also because the book
apparently contains numerous errors. The attached draft
reply to Wymbs advises as tactfully as possible that the
photo may not be used, despite the fact that all proceeds
from the book will go to the Foundation.

I have received from Miss Osborne's office
a number of photos to be used in the
upcoming book or President Reagan's early
years in Dixon, Illinois.
Among those photos IS one taken in the Oval
Office with the President thumbing through
an early draft of the manuscript as I watch.
Miss Osborne indicated in a recent phone
conversation that this particular shot was
being reviewed by your office concerning
whether it could be used in the book, or
more probably on the dust cover.
IN can understand the concern over possible
exploitation of the President, and the danger
of an author (myself) trying to capitalize
on his name and position.
To make clear that I in no way am trying to
acquire personal gain in this way, 1 would
like to restate something I've said before,
but which, may have slipped through the cracks
of the information you have on hand. This
book 15 being assigned totally to the RR Home
Foundation, all royalties and profits from
Its sales will go to the Foundation to help
maintain the President's boyhood home. I
am not and never will be a candidate for public
office, and can assure you no capital will
be made on this. We are hopeful, nowever, that
your opinion will be favorable as WS. know
such a. connection cannot but help to sell the
book and help our project.

BACKGROUND:
RKO Radio Networks were taken over in April
by a company headed by Dick Clark, United
Stations Radio Networks. This company dealt
with entertainment programming, and bought
RKO Radio Network in tact, so that it would
include a news operation. This acquisition
added RKO's 600 stations carrying newscasts
to the 2,000 stations getting entertainment
programming from United Stations Radio
Networks.
This would be an opportunity for the
President to shake hands with their officers.

Pennsylvania, is joining together to welcome a fourth grader, Zhenia Klevitsky, as
a new United States citizen.
Zehnia and her parents, Anatoly and Mary, emigrated five years ago from
Russia. We are trying to make this important event very memorable for Zhenia.
We are having an assembly on the 27th in her honor and the entire school
will be wearing red, white, and blue, and we also hope to have a balloon launch
in her honor.
I feel that a letter or some acknowledgement from her new president would 11
mean a great deal to both Zhenia and her parents.
We appreciate anything you can do for this occasion. Just a thought -
Paxtonia Elementary School is only an hour flight by helicopter from Washington.

Enclosed is a photocopy of a White House photograph
that was given to me after the ceremony held when the
President signed the Statue of Liberty legislation.
The United States Mint is presently directing an
international marketing effort for the Statue of Liberty
Coin Program. We have appointed distributors throughout
Europe who will purchase the coins directly from the Mint
and sell them to their clients (banks and retailers in
Europe) who will in turn sell them to the public.
We would very much like to use the photograph attached
in the brochure we are supplying to the distributors as well
as make this photograph available to members of the press
who desire a color photograph. I have attached a photocopy
of the text of the brochure for your information.
