PRESIDENTIAL REMARKS: FUNDRAISER FOR SENATOR PAULA HAWKINS
MIAMI, FLORIDA
MONDAY, MAY 27, 1985
Thank you. It is an honor for me to be with you tonight in
support of a Member of the United States Senate who has been
absolutely indispensable to the cause of a strong America,
Senator Paula Hawkins. Paula is an activist in the truest sense
of the word. I've relied heavily upon her since getting to
Washington. If you want to do me a favor, if you want to do the
country a favor, make sure she goes back to the Senate for
another 6 years. Can I count on you?
I was hoping you'd say that. It is always a treat for me to
visit Florida. Wasn't the Fountain of Youth supposed to be
around here somewhere? Seriously, though, youthful energy and
excitement are so much a part of the political scene down here.
There are few places in this country where people go about
charting our political future with such gusto as you do in
Florida. And you do it with a Latin rhythm.
I'd like to express my thanks to all of you tonight who have
done so much over the years. The precincts you've walked, the
stamps you've licked, the contributions you've made -- all have
made a difference. People like Mac LaMore and
Tibor Hollo [hollow] have given new meaning to the term
committed.
You have more than your share of people committed to the
cause. There's Jorge Mas and his team from the Cuban-American

Foundation. And then there's Carlos Perez, the Cuban
firecracker, and his Concerned Citizens for Democracy. All of
you, with your many hours of hard work and your matchless
dedication to the cause of liberty, have contributed so much to
the safety and well-being of our country. I know I speak for
Senator Hawkins when I say thanks for all you've done. Pardon my
borrowing a line, but when it comes to your support, I wouldn't
leave home without it.
We Republicans have been blessed with grassroots supporters
who are committed to the ideals of individual freedom, family
values, free enterprise, and a strong America. While the other
party has tried to build a coalition by segmenting America into
warring factions - pitting white against black, women against
men, young against old -- we've taken a more positive path. The
Republican Party has sought to unite our citizens by building on
those fundamental beliefs that made America the great land that
she is.
The door to our party is wide open, the welcome mat is out,
and our agenda is opportunity and freedom for all. We don't
promise quota systems and give-away programs. We promise to do
what's right for America.
Senator Hawkins is, herself, probably the best example of
how our party works. She is one of two Republicans in the United
States Senate who happens to be a woman. That is two more than
the opposition. Throughout the country hundreds of Republican
women hold elected office. Last year there was a net gain of

95 Republican women elected to State and Federal legislative
the
bodies -- the biggest jump in/history of either party.
There's no predetermined number of women we feel obligated
to run for office. Our strategy is straightforward. We simply
run the best candidate. Again, pardon me for borrowing a line,
but Republican women in public office get there the old fashioned
way -- they earn it.
While we're on the subject, I'd also like to point out
Secretary of Transportation Elizabeth Dole and Secretary of
Health and Human Services Margaret Heckler are making great
contributions to the success of our Administration. And although
she is no longer with us, it was an honor to have on our team an
individual who is a leading voice in the cause of human freedom,
Ambassador Jeane Kirkpatrick.
We Americans share a special burden. Freedom brings with it
a tremendous responsibility, because it puts America's future in
the hands of the people. What we do will determine if our
country remains the free and decent place we want it to be.
Senator Hawkins has been an articulate champion of our
cause. She has been a leading figure, for example, in the fight
against drug trafficking, a menace to every family in America.
She's been working within the legislative process to support
those countries that are battling the drug traffickers and
penalize those that are not. She's made it her business to
expose the Cuban/Nicaraguan drug connection.

I have a message for Fidel Castro about the drug trade. You
can tell America's television network people anything you want,
but you're not going to get away with your dirty business.
We are moving forward on a broad front to attack the use of
illegal drugs. Working with private and charitable
organizations, with schools, churches and others, we are
encouraging people, especially young people, not to get involved,
and to help those already taking drugs to get off. I'm proud
that Nancy has taken a personal interest in this positive
initiative to win the drug war.
The other half of our strategy is a strong law
enforcement/interdiction campaign aimed at stopping the drug flow
before it reaches the customers. It is a complicated and
frustrating job, but our commitment sends a message to every
youngster in this country. Drug use is a threat, an ugly,
life-destroying vice. And it is wrong. I'm pleased that the
message seems to be getting through. Young people are turning
away from drugs.
Let me add that one thing more and more young people are
turning to is the Republican Party. Nothing gave me greater joy
than the multitude of young faces evident everywhere we stopped
during the 1984 campaign.
What we do, our efforts to make America a better country,
are for them. Illegal drugs are only part of the crime epidemic.
For far too long our legal system has resembled a jigsaw puzzle
of complicated roadblocks through which our law enforcers were
forced to maneuver in order to do their job. I'm proud to say

that with the strong support of Senator Hawkins, we passed in
1984 a Comprehensive Crime Control Act that is a major step
toward re-establishing balance to the criminal justice system.
Strengthening law enforcement is a vital part of the
Republican commitment to protect the family, and protecting the
family is not a secondary issue for our party. The family is the
most important interest group of all. I'd like to take this
opportunity to commend Senator Hawkins for all she has done
concerning child abuse and missing children. She authored
legislation 4 years ago which helped establish a Center for
Missing and Exploited Children in the Nation's capital. She's
been working diligently to enlist private support and activate
the communities in this crusade. Paula, I know that just last
Friday, at a ceremony you helped organize, you were presenting
awards to corporations and businesses that have done so much to
help find missing children. This is what real leadership is all
about.
Paula Hawkins is a unique Senator who fights for children
and the victims of drug abuse. She speaks for the powerless who,
because they represent no voter block, are too often forgotten by
the system.
Paula Hawkins is a Senator of accomplishment. She has
authored 32 bills and amendments which have passed the Senate and
gone on to become law, an amazing record for a freshman Senator.
We can expect even more from her during her second term. She's
earned a second term.
Of course the sanctity of the American family means little
if our country is not secure. These last 4 years we have moved

forward to rebuild America's military strength, which was
neglected during the late 1970's. I can't tell you how vital
Republican control of the Senate has been in this effort. The
opposition often acts like a weaker America is a safer America.
They sometimes talk like the problems of the world can be traced
to the United States. As Jeane Kirkpatrick puts it, they blame
America first. Many of our detractors seem to operate under the
assumption that the United States and the Soviet Union are moral
equals.
Like it or not, these are some of the ideas that will come
to the fore if the other party regains control of the Senate.
With Senators like Paula Hawkins in majority, we can count on
common sense and courage to rule the day. Republicans know it is
strength, not weakness, that will ensure the peace. We are fully
aware of the threat communism poses to human freedom. And we
think any suggestion that we are morally equivalent with the
Soviet Union is an insult. This is a democratic country of free
people, a democratic country where all people enjoy the right to
speak, to worship God as they choose, and live without fear. We
are far superior, not equivalent, to any totalitarian regime, and
we should be darn proud of it.
In Central America today, our ideals are being put to the
test. The freedom of our friends and neighbors to the South is
at stake, as is the security of the United States. I'm happy to
say that Paula Hawkins is one elected official who didn't have to
wait until Daniel Ortega went to Moscow before she realized that
he is a communist.

Many of those opposing our efforts have steadfastly refused
to acknowledge that the rulers of this regime now controlling
Nicaragua, by their own admission, are hard-core communists who
consider themselves part of the international communist movement.
Many of our own elected officials act as if they don't believe
the communists are playing a significant role in the communist
insurgency in El Salvador. This despite the fact that top
defectors from the El Salvadoran guerrillas have been telling us
they receive guidance, training, and vast amounts of explosives
and ammunition from their communist friends in Managua.
Nicaragua today equals aggression, pure and simple. For the sake
of peace in Central America, for the security of our own country,
we cannot permit these communists to succeed.
Closing our eyes and making a wish, which seems about the
only course of action our opponents will support, won't make this
threat go away. We need to back up those governments targeted by
the communists, and it is imperative that we support those brave
individuals who are putting their lives on the line to bring
democracy to Nicaragua.
The freedom fighters are a shield for Nicaragua's democratic
neighbors, preventing the communist regime from focusing its full
strength on subversion and aggression. Helping the Democratic
Resistance is an act of defense and totally consistent with the
United Nations and the Organization of American States charter.
Most important, the freedom fighters are the last hope for
democracy in that troubled country. Those who would have us

abandon them and the people of Nicaragua are cutting off our
chances to avoid a major crisis in Central America.
Lincoln's words ring as true today as they did over a
hundred years ago: "Our defense," he said, "is in the
preservation of the spirit which prizes liberty as the heritage
of all men, in all lands, everywhere. Destroy this spirit, and
you have planted the seeds of despotism around your door."
And let's recognize the truth that Fidel Castro is behind
much of the trouble in Central America. His psychopathic hatred
of America and his ideological commitment to communist tyranny
has impoverished his country and oppressed its people. Thomas
Jefferson once said, "Enlighten the people generally, and tyranny
and oppression of body and mind will vanish like evil spirits at
the dawn of day." Well, the communists understand this and
that's why they are deathly afraid of the free flow of
information. And that is why I am exceptionally proud that, at
long last, Radio Marti is on the air -- and Radio Marti will stay
on the air.
I am grateful for all the support Paula Hawkins has given in
getting Radio Marti in operation. The jamming of Radio Marti,
which we will overcome, is a personal confession by Castro of the
brutal and dictatorial nature of Castro's regime.
It underscores his distrust of the judgment of his own
people. Castro's jamming with its dull and constant humm, devoid
of value except to overwhelm meaningful sounds and ideas, is the
sound of tyranny; it is the sound of failure and desperation.

I firmly believe the tide of history is moving away from
communism and into the warm sunlight of human freedom. Castro's
frantic attempts to block the truth shows how badly communism has
failed. To win this struggle, to preserve our way of life, to
maintain the peace, we must be strong and true to our ideals.
Together we can meet the challenge. Future generations, not only
in the United States, but throughout the hemisphere, will be
grateful for what we do today. We are passing to them the most
precious gift of all, liberty.

You're probably wondering why I called this meeting.
I know that's an old line, but seeing so many of you here
leaves me with an uncustomary loss for words. The last staff
meeting I attended this large was Pat O'Brien's half time talk in
The Spirit of Notre Dame.
Come to think of it, some of that old Rockne spirit is just
what we need today because, ladies and gentlemen, it is half
time, and to a great extent the rest of our season depends on how
well you and I perform when we leave here in a few minutes.
I'll be the first to agree that, thanks to the support of
the American people and to the people gathered here today in this
fancier-than-usual locker room, we've had a pretty good opening
half. We've pulled America back from the edge of economic
disaster, got her economy growing again, and renewed her
confidence and spirit.
Let's not take any of these accomplishments for granted. I
don't think history will. Believe me, sitting in the Oval Office
for a few years is a good way to fully realize the enormous
momentum toward spending growth, tax increases, and higher
deficits that were built up over many decades. The fact we have
been able to deal with the juggernaut of Big Government -- slow
it down significantly in the case of spending growth and reverse
it in the case of rising taxes -- is cause for more than just a
little satisfaction. Had we permitted this momentum to remain

unchecked, not only would we have been without the economic
recovery of the last few years, but interest rates and inflation,
according to several economic projections, would together have
hit an incredible 20 to 25 percent. And that would have meant
the collapse of our economic strength and even posed a grave
threat to our Nation's social cohesion and political stability.
So, yes, we can take satisfaction that we don't have to deal
now with what might have been; that we averted disaster and
brought forth instead a sustained economic expansion. But the
task before us is still sizable: to consolidate our gains and to
get on with the business of ensuring economic growth and
prosperity for the rest of this decade and well beyond that.
And that just isn't going to happen until we straighten out
the chaos that is our tax code. Our current tax system burdens
some of our citizens too heavily while permitting others to avoid
paying their fair share; it makes honest people feel like cheats
and lets cheats pose as honest citizens. It encourages the
underground economy and wastes millions of man-hours on needless
paperwork and regulations. It drives money needed for growth and
investment and jobs into unproductive tax shelters; it acts as
the single biggest obstacle to enterprise and economic expansion.
To put it simply: our tax system is unfair, inequitable,
counterproductive, and all but incomprehensible -- as I have
mentioned before, even Albert Einstein once wrote to the I.R.S.
for help with his 1040.
So, we're here today for one reason: to carry out the rest
of our economic game plan for America. We're determined to stop

the trauma of April 15th by ending the nightmare of tangled
requirements and complicated rules every American faces at income
tax time. We have it within our power to simplify the tax code,
to stimulate growth, to strengthen families, to promote family
values, and to keep the American economy expanding. We have it
within our power to simplify the tax code and to do it this year.
I'll be talking on the air tonight about the details of our
plan; but there's one overriding theme to the plan, and one
message I ask you to take out there during the second half.
You see, sometimes Government officials in this city get the
idea that reality is too complicated for the folks back home,
that you can't really be candid with them about your problems and
your game plan, that you have to manipulate them or maneuver
around them.
The truth, of course -- and this was the whole premise our
Founding Fathers built our Government on -- is that over the long
run the uncommon wisdom of the common people is far greater than
that found in any gathering of Washington officials or
politicians. All the people ever want of their elected and
appointed leaders is that we go to them directly, give them the
unvarnished facts, and rely on them to make the right decision.
This is just what we've done for 4-1/2 years. The story of
these years is the story of the American people's overwhelming
response to our confidence in them. They've supported us because
they detected the ever present undertone, the basic premise
behind all the things we said and did: that we believe with the
Founding Fathers that America's greatness and her economic and

social progress come from the people and not the artful dodgers
who too often bring forth regressive and stultifying monsters
like our present tax code.
So that's our message: we trust the people; we trust their
energy, their talent, their creativity; we trust them with the
American economy, with our future, with our country. And here's
our message about this tax program. We want to get Government
off their backs and out of their pockets so the people will be
free to create and grow and reach undreamed of heights. We want
to liberate the American people, turn them loose and their
collective genius for enterprise and innovation. We believe that
by ending the maze of Government regulations in our tax code,
cutting through the thicket of favors to the special interests,
and lowering tax rates for all, the American economy can
strengthen and expand and run the opposition right off the field.
Franklin Roosevelt called America, "the land of unending
challenge." Winston Churchill said, "the tenacity, the
will-power and self-devotion of her people are endless."
I believe that. You believe that. There's a championship
season at stake; SO let's go, team. And this time, it isn't just
the Gipper we're going to win this one for; we're going to win it
for the people who sent us here, who believe in us just as we
believe in them. This fight for tax reform is for them, for
their future, for their children's future.
