Richard Darman has asked that comments on the above-
referenced remarks be sent directly to Ben Elliott by noon
today. The brief remarks commend the insurance industry for
conducting a conference on employee health, and urge
executives to take the lead in promoting greater health
awareness among employees. Cigarette smoking is singled out
as a bad habit with adverse health effects. I have reviewed
the remarks and have no objections.

"WELLNESS AND THE BOTTOM LINE"
THURSDAY, JANUARY 12, 1984
I'd like to commend the insurance industry for the
creativity, diligence, and foresight they've demonstrated in
organizing this event. I appreciate being given an opportunity
to contribute to your totally worthwhile endeavor.
Obviously, there is self interest involved in this wellness
program. But there is also the recognition that disease
prevention and health promotion is in all of our interests -- not
only for people in the insurance business, but for employees and
employers throughout the wide spectrum of American enterprise.
I don't need to tell you employers that the illness of your
employees is a costly proposition. A healthier workforce means
higher productivity, reduced absenteeism, and less overtime. In
the long run, it also means a reduction in the cost for employee
health benefits.
Today we've conquered the old killers like smallpox,
diptheria, and polio. We understand that how each of us chooses
to live will, more than anything else, determine our health.
Executives are in a position to provide leadership in this area
because working people spend about half their waking hours at
work.
With little or no financial investment, the employer can
influence his or her employees to change some bad habits that
heavily affect one's health. Cigarette smoking is perhaps the
best example. We all know how harmful it is. Well, the illness

resulting from smoking is costly to both the smoker and his or
her boss. A helping hand to assist employees to break the habit
would be a wise investment.
Good eating and exercise habits are another area employers
could use their influence. We are all aware of the fitness
programs in Japanese companies. It is something you might think
about.
I'm certain that this teleconference will provide enough
ideas. The question now is whether you are willing to take the
steps necessary to make a difference. Those of you who take this
to heart have my sincere thanks. America can only be as strong
and healthy as its people. And as in all things, the only
lasting change that takes place comes when each of us does his
part to make our country the good and decent place we want it to
be.

Ladies and gentlemen of the National Association of
Homebuilders:
I'm delighted to have this chance to talk with you at your
annual convention. For years now, the National Association of
Homebuilders has helped make America a Nation of homeowners.
Today you have more than 100,000 member firms -- all doing good
and important work. On behalf of all Americans, I thank you.
And congratulations to your new president, Pete Herder.
As homebuilders, your business depends on the health of the
whole economy, and I know you have painful memories of the mess
we were in just 3 years ago. Big taxing and spending had caused
soaring inflation and interest rates. In January, 1981,
inflation was in double digits, the prime rate was at its highest
peak since the Civil War, and growth was disappearing. Many
Americans had given up the dream of owning their own homes.
But, with your support, we cut the growth of Federal
spending, pruned needless regulations, passed the biggest tax cut
in American history, and enacted a historic reform called tax
indexing -- a reform that means Government will never again
benefit from inflation at the expense of the people. Today, less
than 3 years since we passed those programs into law, we're in
the middle of one of the biggest recoveries in decades.
The prime rate is about half what it was when we took
office. Inflation has plummeted by three-fourths to about

3 percent for the past year. Retail sales are up; the stock
market has come back to life; real wages are climbing; and over
the last year the real gross national product grew by over
6 percent, proving that the recovery is here to stay. Yes,
unemployment is still too high, but it's dropping fast and, last
year alone, 4 million Americans found jobs. And last month we
had the biggest monthly drop in unemployment in 30 years.
Now, it won't come as a surprise to you that in this
recovery the housing industry is playing a crucial role. The
figures for housing starts in were up 63 percent from those of a
year ago. And when the housing industry gains strength, the
whole economy picks up as workers cut lumber in Washington and
Oregon, produce glass in New York, make furniture in North
Carolina, and manufacture steel in Pennsylvania, Ohio, and
Indiana.
This is a good time to be a homebuilder. With the economy
expanding, Americans can once again dream of owning their own
homes. And with your help, each year hundreds of thousands of
families will have that dream come true.

MONDAY, FEBRUARY 13, 1984
Good evening. I'm sorry Nancy and I can't be with you in
person tonight. It would be one of those special moments when
we'd find ourselves surrounded by our friends and fellow
believers. So I'm especially glad to at least have this
opportunity to speak with you.
First, I want to congratulate you for honoring our very
close friend and advisor, Mike Deaver. I think you all agree
that in being part of this Administration -- at considerable
personal sacrifice -- Mike has made a real contribution to his
country. I can't tell you how much Nancy and I rely on Mike, his
judgement, his instincts, and his personal loyalty. He doesn't
get a lot of thank-yous, but believe me, he deserves all the
thanks and support we can give him. And I'm grateful to all of
you for extending this recognition to him tonight.
I also want to thank the rest of you -- my friends who make
up the membership of Citizens for the Republic -- for your loyal
support. Most of you have been at my side or campaigning for the
conservative cause for a great many years. And it is you I most
count on in the critical days ahead.
Yes, together we have achieved a great deal during the last
3 years. Whether its lower inflation, lower interest rates, or
lower taxes -- whether it's prosperity at home or enhanced
security abroad, America is moving forward again.

But there's so much left to do. Congress must be persuaded
to continue rebuilding our defenses, to hold steady against tax
increases, to cut spending and to move ahead with our social
agenda like prayer in school, tuition tax credits and
anti-abortion legislation. I have not wavered one inch from my
positions on these fundamental issues and I know you haven't
either. That's why these next few months are so important. We
must maintain a united and solid front against the special
interests that would take us back to the days of malaise at home
and retreat abroad. We must continue our drive to return basic
values to American culture and restore the family as the
cornerstone of our society. We've come so far; we must not --
and we will not -- give up now.
So, again, let me thank you for all you've done in the past
and call on you for even greater efforts in the future.
Together, we are making America great again.

THURSDAY, FEBRUARY 16, 1984
Good evening to all of you and thank you for the chance to
take part in this wonderful tribute to a great friend of ours and
one of the great figures in American film -- Lillian Gish. In
1982, Lillian Gish was a recipient of the Kennedy Center Honors
Award. I noted then that her performances set a standard of
enigmatic allure in film that has never been equalled. In
honoring her tonight, the American Film Institute is really
honoring a legend in the film business. In addition to making
those silent one-reelers as a child actress with D.W. Griffith at
the old Biograph Co., Lillian went on to make many memorable
feature films and to enjoy a distinguished career on the stage
and in television.
This tribute tonight to one of the first ladies of American
film is a further example of the extraordinary work the American
Film Institute is doing to promote the film industry and help
preserve and safeguard our film heritage. I think sometimes
people forget that the dream industry -- film -- is one of the
very few art forms that is new to mankind and so predominately
American. We must protect this precious heritage America has
given the world. And I want to thank all of you for being part
of this effort by the American Film Institute to do just that.
Nancy and I are only sorry we can't be with you tonight in
person. But I'm sure you'll agree that there are few people
whose talent we respect more and few people we are more fond

of than Lillian Gish. We salute you tonight Lillian, we thank
you for what you have done for American film and art.

several legislative priorities of interest to NAM, including
the joint research and development bill, streamlined patent
laws, passage of the Export Administration Act, and creation
of the new Department of Trade and Industry.
I have reviewed the remarks and have no objections.

I want to extend the warmest greetings to all of you
participating in N.A.M.'s Congress of American Industry.
Although I'm sorry I can't be with you in person, I want to thank
your chairman, Jim Henderson, and your president, Sandy
Trowbridge, for giving me this opportunity to say a few words.
First, I'm sure all of you are as pleased as I am about the
economic recovery now underway -- inflation is down, sales and
profits are up, and there are more people holding jobs than ever
before. N.A.M.'s support was crucial to the success of this
Administration's economic recovery program and you deserve to
take a big bow for the recovery. Because of your support, we
were able to hold down spending, reduce taxes, and cut into the
thicket of Federal regulations.
But I'm here to tell you today that we still need your
support to deal with the economic problems that remain. You know
better than most that interest rates can come down more, exports
can and should increase, and, of course, Federal spending and
budget deficits desperately need to be controlled.
If we are to keep America moving forward, we must avoid
quick fixes like protectionist legislation or tax increases. And
that's why I'm grateful to N.A.M. for helping us mobilize support
to reduce Federal spending and to pass a constitutional amendment
demanding spending limits and a balanced budget.

Over the long run, we must also work to restore the
competitiveness of the United States at home and abroad. And
toward that end, this Administration wants to work closely with
N.A.M.; we're looking forward, especially, to the recommendations
of John Young's Commission on Industrial Competitiveness. But we
can also act now in order to achieve an investment-oriented tax
system, anti-trust modifications that permit joint research and
development projects, streamlined patent laws, regulatory
restraint and, of course, passage of the Export Administration
Act and legislation creating the Department of Trade and
Industry.
I'm looking forward to working with all of you on these
projects. I'm delighted you're having this congress and I hope
all of you will return home determined to make America's economic
future even better. But most of all, I wanted to thank all of
you associated with N.A.M. for your support in the past. I think
our economic future will be bright and prosperous, provided we
continue to work together to reduce big Government and rely on
the energy and resourcefulness of free people.

PRESIDENTIAL TAPING: MAINE STATE REPUBLICAN CONVENTION
TUESDAY, APRIL 17, 1984
Good afternoon. I hope all of you are having a memorable
time and a productive State Convention. I'm sorry that some
foreign travel got in the way of my joining you personally, but
you can be certain that I am with you in spirit.
A special greetings to Senator Cohen and Representatives
Snowe and McKernan. I understand Elizabeth Dole is playing a
role in your convention. As you are all aware, Secretary Dole
worked with me over at the White House before she took her
current assignment at the Department of Transportation. She did
a fine job there, and she has already become a great Secretary of
Transportation.
Secretary Dole is a role model for many young women who
might want to involve themselves in politics. She follows in a
long tradition of prominent women who have shaped the Republican
Party. This weekend you are honoring one of these giants, a
genuine trailblazer, who left all Republicans, especially
Republican women, a tremendous legacy: Senator Margaret Chase
Smith. Senator Smith served the people of the State of Maine and
our country well, for over 32 years in the Congress. I am
honored to have an opportunity to be part of this tribute to her.
I can still remember back during the Second World War when
Congresswoman Smith was on the House Naval Affairs Committee.
Even then, she was trying to ensure that the Government was
getting its job done efficiently and watching out for the
interest of women.

I also remember when she was doing such a fine job in the
United States Senate that she drew personal criticism from Soviet
Premier Nikita Khrushchev. Like the people of Maine, she uses
few words, but what she says, she means. Her record is something
of which all Republicans could be proud.
During her tenure in the Senate, the Republicans held a
majority in the upper House for only 2 years, 1953-54. It wasn't
until 1981 that we managed to wrestle control back from the
Democrats. I know Margaret understands just how important having
a Republican majority in the Senate is to our cause. It's made
all the difference in these last 3 years.
In the upcoming election, I know I can count on all of you
to work hard to reelect your Republican Members of the Congress.
Representatives Snowe and McKernan are doing a fine job. And I
hope all of you will put out a special effort for Senator Cohen.
Senator Cohen has played a major role in developing our arms
reduction proposals and has been an important force in keeping
Federal taxes and spending under control. If we are to have
responsible Government, we need to keep him in the Senate. So
come election day, don't just vote for Senator Cohen, please get
all your friends and neighbors to vote for him, too.
In the last 3 years, we've managed to bring America back
from the edge of an economic catastrophe. The economic.
stagnation and murderous inflation we suffered were a direct
result of the liberal policies of tax, spend, and inflate. With
the support and teamwork of Republicans in the House and Senate,
we brought the increase in spending and taxes under control, and

put our country on the road to long-term, noninflationary growth.
More needs to be done, but we've made a great beginning.
The choice in the next election is going back to the failed
policies of the past, or keeping on an upward path. We
Republicans offer a bold vision of an opportunity society that
will carry our country into the 21st century. The other party is
still offering bail outs, handouts, regulations, high taxes, and
subsidies. We offer growth, jobs, incentives, and more take home
pay.
We shouldn't hesitate for a minute to ask our friends and
neighbors: Are you better off than you were 4 years ago?
Even more important, we should ask: Is our country better
off than it was 4 years ago?
Let's not permit the people to forget the cloud of pessimism
that hung over this country 4 years ago. For the first time in
our history, there were voices suggesting we were a Nation in
decline. Friends and adversaries alike seemed to be counting us
out.
Well, we've turned that around. Our people are holding
their heads high again. They're proving that there is nothing
they can't do if they have a Government that believes in them.
We can't let them down.
I want to thank each of you for the part you've played.
Without active support at the grassroots level, we could never
have succeeded. We're going to need your help more than ever in
the fall campaign, so please don't let up.
