New Year, Nancy and I extend our very best wishes for a happy
holiday season to each of you.
This is the time of year when the age-old longing for "peace
on earth, goodwill toward men" fills our hearts, and because of
your selfless dedication and your willingness to preserve the
ideals of our Founding Fathers, America is at peace and remains
firmly committed to the ideal of goodwill toward all people.
As we celebrate Hanukkah, Christmas, and the New Year, we
want you who serve our Nation in uniform, and your families to
know how appreciative all Americans are of the sacrifices you
make every day to keep America free and strong. This holiday
season is a proper time for all of us to renew our pledge to the
constant struggle to find a better and safer world.
Nancy and I wish you and your families a joyful and safe

THURSDAY, SEPTEMBER 26, 1985
Good evening and special greetings to all of you attending
the 4th annual Bryce Harlow Foundation Award Dinner.
Four years ago, I had the opportunity to join with about
250 of Bryce Harlow's closest friends at a testimonial dinner in
honor of Mr. Harlow's 40 years of dedicated service to our
Nation -- counselor to three Presidents, advisor to countless
public servants of both parties, and a leader in channeling the
forces of public policy toward the public good.
The proceeds from that dinner provided the start-up money
for the establishment of the Bryce Harlow Foundation. In just
3 short years, the Foundation has launched a wide assortment of
projects to enhance and improve cooperation between business and
government through educational and informational programs. The
Foundation- has proven to be quite a success story -- through the
hard work and dedication of people like Bryce Harlow, and with
the support of so many of you here tonight.
I understand that the Bryce Harlow Award will be presented
this evening -- to someone who "has contributed significantly and
measurably to the advancement of business-government relations."
In advance, I send my heartfelt congratulations.
Nancy and I are sorry we can't be with you in person, but we
would like to salute the Foundation for the outstanding work you
are doing.

THURSDAY, SEPTEMBER 26, 1985
Nancy and I are sorry we cannot be with you tonight, Aaron,
but our thoughts are with you as the Beverly Hills B'nai B'rith
is honoring you as its "Man of the Year."
You have been the man of the year to thousands of people in
the entertainment industry for many years. Your success -- which
is noteworthy in itself -- has paid an extra dividend, in that
you have consistently been one of the largest employers in the
entertainment community. I think one would be hard-pressed to
find another producer who has provided as many hours of work for
everyone from the biggest stars, to all the technical and crafts
people who each support our Nation's economy.
Your shows have been trendsetters in television, too, which
is good for the industry and great for the public. The success
of "Dynasty," for example, showed the world that there can be
superstars over the age of 40. Nancy and I are professionally
grateful for that breakthrough. After all, we might want to
return to acting after 1988, and you have created a lot of
opportunities for the 40-plus acting set.
From your early days in Hollywood writing for "Dick Powell's
Zane Grey Theatre," to "Playhouse 90," to your years with Four
Star, and with Danny Thomas, for the introductions to "Charlie's
Angels," "Starsky and Hutch," the "Mod Squad," "Family," "Matt
Houston," and "T.J. Hooker," to the entertaining hours of "The
Love Boat," "Fantasy Island," "Hart to Hart," "Hotel," and more,

it is a privilege for Nancy and I to have a small part in the
celebration of a big man in all of our lives.
Congratulations, Aaron.
Just one more thing Can you tell us -- just between us,
of course -- if Blake and Krystle's marriage will survive another

PRESIDENTIAL TAPING: MESSAGE FOR THE AMERICAN MAGAZINE
CONFERENCE
WEDNESDAY, OCTOBER 2, 1985
Good morning. I regret not being able to attend the
American Magazine Conference in person, but it's good to be able
to take advantage of technology to be with you in spirit.
In the spring of this year, when I spoke to your group at
the White House, we were just beginning our campaign to reform
our Federal tax system. As you know, it's been tough going, but
we've made real progress in controlling Government spending and
explaining the necessity for tax reform to the people of our
country.
I am pleased to note that the American people are more aware
of these complex issues than ever before. I know that magazines
have taken a leading role in informing the public about the pros
and cons of various issues. During your last American Magazine
Conference, M.P.A.'s President, Bill Gorog [GOR-og], urged you to
assume greater responsibilities in informing the public about
these critical issues. I commend the American Society of
Magazine Editors for their vital role in this education process.
And I can only add that even though the tax reform story has been
around for a year, it's gaining new angles every day. Just
recently a House Committee found ours to be the most pro-family
tax reform proposal. And little more than a week ago, the
Council of Economic Advisers linked our proposals to greater
economic growth and the creation of new jobs. We thank you for
your comprehensive coverage of the tax reform story.

I have also been informed that the M.P.A. is about to begin
a major project aimed at alerting the American people to the
serious literacy problem that faces our Nation. The Awareness
Project and the establishment of a volunteer fundraising effort
to support teaching programs are an example of the kind of
private sector leadership that I applaud. Your chairman, Jack
Rehm [Ream], and the members of the M.P.A. board are to be
congratulated for this unique private approach to a serious
national problem.

I've known and respected Wyatt Durrette for over 10 years,
and I can tell you, he richly deserves his reputation for
honesty, hard work, and experience.
Wyatt Durrette is a man for Virginia's future -- a man who
cares about people and can get things done.
That's one good reason why his support crosses traditional
party lines. I can tell you on good authority that there's one
former Democrat who supports Wyatt Durrette wholeheartedly --
that's me.
I hope to have the opportunity to work with Wyatt as
Virginia's next Governor. But more important, I hope you'll give

Every American cherishes the Statue of Liberty. And so,
when we learned she was in desperate need of repairs, America
responded.
Restoration work began, and millions of Americans came to
The Lady's aid. Most contributed to this private sector
initiative through local and national fundraisers.
However, much is left to be done over the next several
months if we are to do this national treasure justice. So I urge
every American to pitch in and share in this great endeavor.
The Statue of Liberty is an irreplaceable part of our
heritage. She binds us to the triumphs of the past and inspires
us to reach out to the greatness of the future.
If you still believe in her, help finish the job. Let us
place a new and more glowing torch in the firm grip of Liberty.
And
let

world know...we will keep the torch lit.

Counsel's office has reviewed the above-referenced draft remarks.
We recommend deleting the references to the companies of the
individuals singled out for praise in the President's remarks. The
praise is to the individuals, not their companies, and deleting the
references to the companies avoids the danger that the President's
remarks will be misinterpreted or misused as a commercial endorse-
ment. Thus, we recommend deleting "United Technologies" in lines
19-20 on page 1, and "head of Gannett and 'U.S.A. Today'' in lines
21-22 or page 1. (It may be desirable to re-word the Harry Gray
sentence with the deletion of the reference to United
Technologies).

fine tradition in chairing this 81st Navy League Dinner; my
congratulations to both of you. For the last few years, it's
been my honor to greet all of you with the Navy League on these
occasions and I want to stress again my gratitude for the
tremendous work you have done in supporting our attempts to
rebuild America's military strength and make her again the
champion of peace and freedom in the world.
Because of your support, America enjoys today a position of
strength that is all but unparalleled in her history. Today, we
have both the means and the will to protect vital American
interests and the cause of freedom. And rather than talking at
length on this point this evening, let me just say all that needs
to be said on the matter by saluting the pilots, the captain and
the crew of the U.S.S. Saratoga for "mission accomplished."
I also want to take this occasion to salute many of you here
tonight who have been leaders in providing the technology that is
so vital to our national defense. I want to extend special
congratulations to salute Harry Gray for keeping United
Technologies on the frontiers of aviation. So too, I want to
extend my greeting to Al Neuharth, head of Gannett and "U.S.A.
Today" on receiving the Frank Knoxs Award this evening. All of
you know Al is a dynamic innovator who's doing his part for a
strong America by doing his part for an informed America.

I'm also delighted to hear that your new award, the first
Sec Nav Gold Medal for Extraordinary Civilian Service to National
Defense, goes tonight to a good friend, the founding father of
the Intrepid Air/Sea/Space Museum, Zachary Fisher. His
dedication and devotion to this cause make him a worthy
recipient.
And, finally, on the matter of your special guest tonight, I
think some of you know that this former horse cavalryman is
surrounded down here at the White House by ex-Marines -- although
they tell me there is no such thing as an ex-Marine. Secretary
of State George Schultz, National Security Advisor Bud McFarlane,
who I'm delighted could be with you tonight, and Chief of Staff
Don Regan, all were and always will be Marines. I know all of
them want to join me tonight in a hearty salute to a military
leader who recognizes the perils that face America in this modern
age and is ready with the extraordinary men and women under his
command to protect a Nation from those dangers. The U.S. Marines
are truly "in harms way" - around the world, around the
calendar, and around the clock. And that's why I'm delighted
you're saluting one of the most energetic, vibrant and dedicated
professional military men I have had the honor to know, General
P.X. Kelley, Commandant of the United States Marine Corps.
Congratulations to you, General.
In conclusion, just let me extend to all of you my warmest
regards and my assurance that your efforts on behalf of America's
national security are appreciated and valued by all of us in the
Administration. May you have many more years of events like this

It is indeed a pleasure for me to extend congratulations to
Ambassador John Gavin and my best wishes to all of you gathered
in support of the Ireland Fund. Your organization, dedicated to
soothing the pain and healing the wounds inflicted by Irishmen or.
themselves, is a source of hope for that troubled country.
Since 1976, the Ireland Fund has supported impressive
projects that encourage both Catholics and Protestants to join in
common activities of work, education, religion, and play. The
Ireland Fund has been building a humanitarian bond between these
good and decent people of Ireland, a bond that someday may be
strong enough to break the tragic cycle of violence that has
plagued them for SO long.
I'd like to point out that the Fund testifies to the immense
contributions that can be made through private sector support, a
fundamental theme of this Administration.
I can't think of a better honoree tonight than my good
friend -- and our Ambassador to Mexico - John Gavin.
For one thing, John's a good Irish lad and fine American.
John knows first hand the terrible suffering and grief
innocent people endure, whether the disaster is wrought by nature
or the hand of man.
On the morning of September 19, a terrifying earthquake
struck a sleeping Mexico City, leveling much of the city and
taking the lives of -7,000 people.

Ambassador Gavin was on the scene almost immediately,
directing American relief efforts and helping Mexican and
international authorities deal with the aftermath of this terror.
John, we will always be proud of the example you set for your
fellow Americans. You are an individual who exemplifies the
professionalism and deep concern about your fellow man, values
that speak well of your country.
That sense of compassion is no less intense for those more
than 2,300 people have lost their lives and over 25,000 injured
in the terror plaguing Northern Ireland. It is a heartbreaking
tragedy. Terrorists, as they have in other parts of the world,
have condemned free men and women to lives of fear, threatening
them with the hidden bomb and the dangling pin of a terrorist's
grenade.
The Ireland Fund says there is a better way. The Ireland
Fund says we are all in this together. You are showing that God,
who has given us so much, has also given us the means to help
others. From the devastated families of Mexico City, to the
starving children of Ethiopia's resettlement camps, to the
millions of freedom-loving people who must flee from the enemies
of freedom every day, people are reaching out to help others.
The Ireland Fund is in the best company in the world.
So, I salute the efforts of the Ireland Fund. I wish you
every success in your tireless battle against terror and despair
in Ireland, the land of my family. God bless you.
