Enrolled Res. S.J. 184 -- National
Beta Club Week for March 4-10, 1984
Richard Darman has asked for comments by noon today on the
above-referenced joint resolution, which would designate
next week as "National Beta Club Week." January 9, 1984,
was the fiftieth anniversary of the founding of the Beta
Club. The Beta Club, we are advised, is a national organi-
zation recognizing qualities of leadership and achievement
in high school students.
OMB recommends approval of the joint resolution, and while I
have never previously heard of the Beta Club, I have no
reason to disagree with that recommendation.

Discussion
S.J. Res. 184 designates the week of March 4 through March 10,
1984, as "National Beta Club Week", and requests the President to
issue a proclamation calling upon the people to commemorate the
week with appropriate programs, ceremonies, and activities. It
was passed by voice vote in both the House and the Senate.
The resolution notes that January 9, 1984, was the fiftieth
anniversary of the founding of the Beta Club, whose purpose is to
recognize high school students who have displayed outstanding
qualities of leadership and the highest standards of honesty,
achievement, and service to others.
According to Senator Hollings' statement on introducing the
resolution, the Beta Club was founded in South Carolina with 15
members and has grown into a national organization with a member-
ship of 200,000 high school students and 1.5 million alumni, with
approximately 4,500 chapters in 36 States.
According to Congressman Campbell, in whose district the Club is
headquartered in Spartanburg, South Carolina, Beta Clubs
contribute to their communities by supporting varied activities
such as blood drives, tutoring services, and fund raisers for
cystic fibrosis.

An appropriate proclamation is being drafted and will be
forwarded to the White House for issuance in a timely manner.

SUBJECT:
Resolution Regarding Proposed "Armed
Career Criminal Act of 1983"
William H. Neukom, Secretary of the American Bar Associa-
tion, has written to advise you that the ABA House of
Delegates, upon the recommendation of the Section on
Criminal Justice, has passed a resolution opposing S. 52,
the "Armed Career Criminal Act of 1983," or similar legis-
lation. As originally proposed S. 52 would have made a
third armed felony a Federal crime. Much to sponsor Senator
Specter's chagrin, the Administration had serious reserva-
tions about the bill, reservations shared by the National
District Attorneys Association and other conservative groups
concerned about "federalizing" state criminal law. On
February 23 the bill passed the Senate, 92-0, but only after
it had been drastically amended so that it applied only when
the third armed felony was itself already a Federal offense
-- e.g., a bank robbery or an offense on a Federal reservation.
The Administration will doubtless support the bill as
amended.
In any event, we should at this point simply thank Neukom
for transmitting the resolution to us, and note that we will
share it with the Department of Justice.

Discussion
S.J. Res. 225 designates the month of March 1984 as "National
Eye Donor Month," and requests the President to issue a
proclamation calling on all citizens to join in recognizing this
humanitarian cause with appropriate activity. The resolution
was passed by voice vote in both the Senate and House.
The resolution notes that 1.4 million Americans suffer from
serious disorders of the eye, many of which can be eased by the
efforts of eyebanks. The Eye-Bank Association of America, which
encourages research into the prevention and treatment of eye
disease and injury in the United States, has grown from a single
institution in 1944 to 93 affiliated eyebanks in 1984. Their
efforts have assisted in making corneal transplants the most
reliable and frequent of all human transplants. Nearly 150,000
Americans have had their vision restored by this procedure.
S.J. Res. 225 is designed to recognize the efforts of eyebanks
and to educate the American people to the continuing need for
research and eye donations.
An appropriate proclamation is being drafted and will be
forwarded to the White House as soon as possible.

This resolution notes that alcohol-related traffic accidents
are the leading cause of death for those in the 15-24 age
group, and designates June 1984 as "Student Awareness of
Drunk Driving Month" to call attention to the problem. The
resolution passed both Houses by voice vote. OMB, Trans-
portation, HHS, and Education recommend approval; Justice
has no objection. I have reviewed the memorandum for the
President prepared by OMB Acting Assistant Director for
Legislative Reference Naomi R. Sweeney, and the resolution
itself, and have no objections.

Awareness of Drunk Driving Month," H.J. Res 443 authorizes and
requests the President to issue a proclamation calling upon
students, parents, teachers, and others to observe the month with
appropriate activities.
The enrolled resolution points out that alcohol-related traffic
accidents are the leading cause of death for Americans between
the ages of fifteen and twenty-four, and that the death rate for
this age group is higher than it was twenty years ago, largely as
a result of increased drunk driving deaths.
A draft proclamation will be forwarded for your consideration at

"National Correctional Officers Week"
May 6, 1984
Richard Darman has asked for comments on the above-
referenced enrolled resolution by 5:00 p.m. Friday,
March 16. This resolution reviews the difficulties
confronting correctional officers and designates the week
beginning May 6 in their honor. The resolution passed both
Houses by voice vote. OMB and Justice recommend approval.
I have reviewed the memorandum for the President prepared
by OMB Assistant Director for Legislative Reference James
Frey, and the resolution itself, and have no objections.

Discussion
According to the sponsors of S.J. Res. 132, which passed both
Houses by voice vote, correctional officers working in the
Nation's jails and prisons are responsible for the confinement of
over 600,000 prisoners.
The enrolled resolution calls attention to the difficult job that
correctional officers perform. It designates the week beginning
May 6, 1984, as "National Correctional Officers Week" and autho-
rizes and requests you "to issue a proclamation calling upon the
people of the United States to observe such week with appropriate
ceremonies and activities."
A draft proclamation will be forwarded for your consideration at
a later date.
