Purpose Designates the week beginning October 6, 1985, as "Mental Illness Awareness Week." Res. 67, which passed both Houses by voice vote, designates October 6 through October 12, 1985, as "Mental Illness Awareness Week," and requests the President to issue a proclamation calling upon the people of this country to observe the week with appropriate ceremonies and activities. The enrolled resolution notes that mental illness is a problem of grave concern, though one widely but unnecessarily feared and misunderstood. It states that between thirty-one and forty-one million Americans annually suffer from diagnosable mental disorders involving significant disability, and that mental illness costs our Nation $87 billion annually, including lost productivity. Agency Recommendations Office of Management and Budget Approval Department of Justice No objection Environmental Protection Agency No objection Discussion The Bi-State Development Agency of the Missouri-Illinois Metropolitan District was created by agreement between the States of Missouri and Illinois in 1950 pursuant to the consent of Congress (Public Law 81-743). (The Constitution requires the consent of Congress to agreements or compacts between the States.) The Agency is responsible for the planning, construction, and maintenance of various municipal facilities (e.g., bridges and airports) in an area encompassing the City of St. Louis, Missouri, and several nearby counties in Illinois. According to the House Committee on the Judiciary report on S.J. Res. 127, the enrolled resolution would provide the consent of Congress to additional authorities granted the Agency by new laws passed by the States of Missouri and Illinois. The new laws authorize an increase in the interest rate ceiling on the Agency's revenue bonds (from 6 to 14 percent), provide the Agency with greater flexibility in managing its properties, and permit the construction of a resource recovery facility capable of generating steam energy. 2 In granting its consent to the original compact in 1950, Congress required that any additional powers provided to the Agency must be approved by Congress. S.J. Res. 127 fulfills this requirement and expressly reserves the right of Congress to amend or repeal the consent granted. The enrolled resolution also provides that the new powers conferred on the Agency shall be effective retroactive to January 1, 1983. This is the effective date of the new State laws concerning the additional authorities for the Agency. S.J. Purpose This resolution provides funds for continuing the activities of the Federal government through November 14, 1985 or the date of enactment of pending appropriation bills, whichever occurs first. The enrolled resolution provides funding for the Federal government for 45 days. For the first time in many years, the Congress has successfully passed a continuing resolution in a routine and non-controversial manner. It is free of non-essential or non-germane provisions. The enrolled resolution provides funding or other authority for projects and activities that are covered by each of the thirteen appropriation bills. 2 The following bills are funded at the current rate: Defense Foreign Assistance Military Construction Labor/HHS/Education The following bills are funded at the lower of the House-passed or Senate-passed. Energy/Water Legislative Branch Treasury/Postal The remaining seven bills are funded at the lower of the current rate or House-passed rate. These bills have passed the House, but have not yet passed the Senate. If any of these bills pass the Senate before October 1, the funding formula will change to the lower of the House-passed or Senate-passed rate. Agriculture Commerce/Justice/State District of Columbia HUD/Independent Agencies Interior Transportation While the overall funding levels are not ideal -- defense spending is lower and non-defense spending higher than we would like -- there are no insurmountable problems for the short duration of this resolution. The Congress is currently working steadily on individual appropriation bills, and we are closely monitoring their progress to ensure spending levels consistent with your policies. Now, action on the regular fiscal year 1986 appropriations bills must proceed without delay. I urge the Congress to pass all the individual bills promptly within the levels assumed in the Congressional budget resolution and to present to me bills that are consistent with both the need for restraint in domestic spending and support of the defense and international interests of the Nation. As we meet with the Soviets to discuss sensitive and important arms control issues, it is paticularly important that we not be hindered by lack of Congressional action on, or inadequate support for, our FY 86 national security programs. If the Congress cannot hold spending at its own budget resolution guidelines, we will not have meaningful deficit reduction. The performance to date is not encouraging. Only two of the House-passed Appropriations bills for domestic programs are within the guidlelines of the budget resolution. RES. 394 The tragedy which has unfolded in Mexico in the past several days is of historic proportion. Thousands have lost their lives; thousands more have been injured. The devastation done to one of the world's great cities is massive. Nancy went to Mexico City and saw the damage first hand. She saw the depth of the suffering, the extent of the destruction, and the courage and determination of the Mexican people to overcome the catastrophe that has befallen them. Today, I am signing a joint resolution that expresses our sympathy as a nation for the people and Government of Mexico. The United States is already providing emergency medical, water storage, and communications supplies to help alleviate the immediate suffering from this tragic event. In addition, we stand ready to cooperate with Mexico in long-term efforts to recover from the effects of the earthquake. A global effort will surely be needed, and will surely be forthcoming. The United States will fully support such an undertaking. -2- This resolution reflects the spontaneous support that has come from all sectors in the United States. State and local governments, church groups, schools, businesses, labor unions, and individual citizens have given generously and freely in an effort to relieve the evident human suffering. With pride and dignity, the people of Mexico have accepted this help from their neighbors as they have carried out an impressive effort of their own to save lives and to protect the well-being of those affected. This tragedy has demonstrated dramatically that, indeed, we are more than neighbors. We are brothers. Their pain is our pain. Their loss is our loss. Throughout the past several days as citizens of Mexico waited, citizens of the United States also waited for news of loved ones. Hundreds of thousands called our Department of State to learn the fate of friends and family members in the earthquake zone. This tragedy, the shared sorrow, the spontaneous acts of friendship and assistance -- all of these things clearly demonstrate that our lives, our fortunes, and our futures are inextricably intertwined. We will respond with sympathy, knowing that -- were the situation reversed -- Mexicans would react with the same compassion for us. As I have said many times, we are all Americans. (The Constitution requires the\nconsent of Congress to agreements or compacts between the\nStates.) The Agency is responsible for the planning,\nconstruction, and maintenance of various municipal facilities\n(e.g., bridges and airports) in an area encompassing the City of\nSt. Louis, Missouri, and several nearby counties in Illinois.\nAccording to the House Committee on the Judiciary report on\nS.J. Res. 127, the enrolled resolution would provide the consent\nof Congress to additional authorities granted the Agency by new\nlaws passed by the States of Missouri and Illinois. The new laws\nauthorize an increase in the interest rate ceiling on the\nAgency's revenue bonds (from 6 to 14 percent), provide the Agency\nwith greater flexibility in managing its properties, and permit\nthe construction of a resource recovery facility capable of\ngenerating steam energy.\n2\nIn granting its consent to the original compact in 1950, Congress\nrequired that any additional powers provided to the Agency must\nbe approved by Congress. S.J. Res. 127 fulfills this requirement\nand expressly reserves the right of Congress to amend or repeal\nthe consent granted. The enrolled resolution also provides that\nthe new powers conferred on the Agency shall be effective\nretroactive to January 1, 1983.
