Thanks for your letter of July 2. It is indeed
good to hear from you (I envy you your time in Palo Alto,
one of my favorite places) and even better to learn
that you'll be headed this way soon.
I expect to be in country in September (although
I may be out of Prague for a day or so now and then)
and will be delighted to see you and your travelling
companions when you come through. Maybe we could
arrange a lunch or dinner when we have the concrete
dates. We'll also be pleased to help with appointments
if that would be helpful.
You might want to note that--unless your Czecho-
slovak contacts give you contrary assurances--that
September 14-22 could present difficulties for the
appointments you desire since most senior trade officials
will be involved with the Brno Fair during that period.
Therefore, you may wish to schedule the trip right at
the beginning of September or toward the end of the
month.
I am attaching a brief memo which was prepared off
the cuff by Nick Lang, our economic officer. Nick
recently visited the former Bata plant so has some
direct feel for conditions there.

Nike Shoes's Interest in Establishing East European
Production Operation
Peter Tarnoff might be interested in the following
considerations concerning the Czechoslovaks' apparent
offer of an unused Bata shoe factory at very attractive
terms.
-- The Czechoslovaks currently do not permit joint
equity ventures and do not seem likely to change this
policy in the near future.
-- They are very interested in "industrial cooperation"
agreements with Western firms involving production under
license, or production of parts. In practice, however,
such agreements are extremely difficult to conclude, often
taking several years from the initial contact.
-- The former Bata works, now named Svit Gottwaldov,
employs approximately 25,000 workers. Shoe production in
Czechoslovakia, especially production of leather footwear,
has fallen off during the past few years, largely because
of declining exports.
-- It thus seems reasonable that there is some excess
capacity in the Czechoslovak footwear industry. However,
Nike would want to carefully inspect the facilities available.
Also, while "trained, low-cost labor" may well be available,
it is worth noting that the Czechoslovaks face a severe
shortage of labor, both skilled and unskilled, and have
been making up the gap, including in the shoe industry,
by employing Vietnamese and other foreign workers. Per-
haps 2-5 percent of the Svit Gottwaldov work force currently
is Vietnamese.

-- Nike should arrange appointments with the Czech
Ministry of Industry (Vaclav Braunstein, Head of Foreign
Relations Department), and Exico, the Foreign Trade Organi-
zation which handles footwear (Jiri Petrak, Director General).
In addition, Nike should arrange to meet with Svit Gottwaldov
General Director
Dr. Ladislav Nemec at the earliest
opportunity and arrange to inspect production lines.
Steve Wasylko and I would be pleased to arrange a program
and suggest that Nike telex us at #121196 as soon as the
dates of the visit are set.
--- If possible, Nike might wish to schedule its visit
here either at the beginning or the end of September, since
many important ministerial and foreign trade officials will
be traveling in connection with the Brno Fair (September 14-22),
and it may prove difficult to arrange a program at that time.

Dear Jack:
I am writing from San Francisco where I have been
living since last October on a paid sabbatical
from the State Department. Most of my time is being
spent teaching at Stanford, public speaking, writing,
and in general, decompressing.
After my arrival here, I came to know Phil Knight,
President of Nike, and Neil Goldschmidt, former
Secretary of Transportation, who is Vice President
of the company's international division. As you
may have heard, Nike is looking at the possibility
of manufacturing in Eastern Europe for the European
market and Czechoslovakia is one of the countries
they are considering. Goldschmidt, possibly
accompanied by Knight, is planning a trip to
Eastern Europe in the first half of September. He
has asked me to come along and I have agreed
and told him that I would drop you a line.
In Prague, my travelling companions would like
to see the top Czech officials responsible for
foreign investment. Some Nike officials are
already circulating in Eastern Europe gathering
information for the September trip. Reportedly,
they are considering the availability of some
"Bata" installations which might be converted into
a Nike plant.
I hope very much that we will be able to see you
in Prague. I am sure that the Nike people would
greatly appreciate your counsel on how they should
assess opportunities in Czechoslovakia. It would
also be helpful for them to know in advance which
government officials they should see in what
probably will be just a one-day stop.
I hope that this letter finds you well, and
that you will be in Prague when we arrive.

in salaries and benefits of 13,814 dollars U.S. Our senior
commercial specialist, who is employed at a cost of XXXX
8,550 dollas U.S. per year, is virtually indispensable if
we are to maintain a viable commercial program. His many
years of experience, training at USG expense, and wealth of
contacts make him an employee whom our Commercial office
could not afford to lose. Therefore, if FCS's proposed re-
deployment for Prague is implemented, our commercial office
would be forced to give up the services of a commercial
specialist currently costing 5,264 dollars U.S., This
immediate saving in cost would hardly begin to compensate
for the anticipated reductions in productivity, efficiency
and quality of service currently being provided and would
impair our commercial offices capability to carry out USDOC's
programs in this difficult market.
4. Without the services of our Commercial specialist, both
the SCO and the Senior Commercial Specialist would be required
to spend a good part of their time performing basic secre-
tarial work. Due to the physical location of our commercial
office, out of office activities would have to be curtailed
to insure that the office would be staffed at all times.
Inexperienced contract personnel would have to be hired to
assist with programs such as Technical Sales Seminars and to
help cover the office during periods of leave and unavoidable
travel. In the long run, a reduction in personnel will be

more expensive and less effective than keeping an
experienced and capable employee on the job.
5. At its current staffing, our commercial section was able
to assume this year for the first time all responsibilities
for staging and managing the 1982 U.S. Exhibition at the
Brno Engineering Fair. This action has already resulted
in a substantial savings in costs and manpower, which
exceeds the combined salaries of our FSNs, not to mention
better program coordination than would have otherwise been
possible. With only two people our commercial office
would be severely strained to provide anywhere near the
type of service currently being delivered, let alone be
able to take on the management of a major trade promotion
event in the future.
6. In my estimation, the Commercial office in Prague is now
ideally staffed to carry out the objectives and goals of the
Foreign Commercial Service, and is suitably staffed to
support U.S. participation in the annual Brno Fair. Any
reduction in this staffing is bound to have a negative impact
on USDOC's programs and effectiveness in Czechoslovakia which
cannot be justified by an annual savings of five thousand
dollars in personnel costs.
7. If (repeat if) it is decided in the future not to par-
ticipate officially in the Brno Fair and trade prospects
with Czechoslovakia should remain limited, then consideration

should be given to eliminating the position of full-time
FCS Director of the Commercial Office. So long as the

As the New Year begins, it is well to think both of
the
tak past and of the future. During the year which has
ended, we finally achieved a settlement of an issue which
had burdened the relations of our countries for many
years. Our agreement to settle property and gold claims
demonstrated that even the most difficult problems can
be resolved with persistent effort and good will. The
agreement also shows that problems can be settled in a
manner that benefits the people of both countries. As we
look to the future, this is an important lesson to bear
in mind.
In the coming year, I believe that people in both our
countries would agree that we have no more important task
than to seek ways to reduce tensions among nations and to
work toward a durable peace. Achieving this task is not
simple in a world with differéing political and economic
systems and in a world where many countries live in fear
of others. Yet, we must rededicate ourselves to the task.
I have just returned to Czechoslovakia from a visit
to the United States. Niż While there, I was able to meet
not only with government offidals in Washington, but with
many American citiczens in five other cities. And I can
report to you that I found all determined to press ahead
in a search for a more peaceful world, a world in which

differences - which are inevitable -- can be solved peace-
fully and without the use of force or the threat of force.
This determination to create a more solid and enduring
basis for peace is reflected in American efforts in many
parts of the world, as we use our influence to end hostilities
when they occur, to press for the withdrawal of foreign
troops from countries caught up in conflict, and to oppose
efforts of strong countries to force smaller, weaker neighbors
to do their bidding under the threat of military interven-
tion. We shall never have a peaceful world until these
practices end.
We Americans are also resolved to pursue other avenues
af to peace. For x example, we have made a number of pro-
posals for the substantial reduction of nuclear weapons.

We want to have stratigic weapons reduced by at least a
third, and as for intermediate-range nuclear missles in
Europe, we would like to see these eliminated entirely.
We are actively negotiating to achieve these goasls. We
all hope that the New Year will bring further progress in
efforts to reduce stocks of the most dangerous weapons
under circumstances which ensure the security for all
nations.
As we hope and work for a more peaceful world, we
are mindful of our many ties to Czechoslovakia, ties of

sobhlasit, nemame dulezitejsi ukol, nez hledat cesty ke
snizeni napeti mezi narody a pracovat pro trvaly mir.
Dosahnout tohoto ukolu neni snadne ve svete S rozdilnymi
politickymi a ekonomickymi systemy, ve svete, kde mnoho
zemi zije ve strachu N jinych zemi. Nicmene mu musime
venovat veskere usili.
Prave jsem se vratil do Ceskoslovenska = navstevy Spajenynk
shatu ve Spojenych statech. Behem sveho pobytu jsem mel
moznost setkat se nejenom S vladnimi ciniteli ve Washingtonu,
ale i S mnoha americkymi obcany V peti dalsich mestech.
A mohu Vam sdelit, ze vsichni jsou odhodlani pokracovat
V hledani mirovych cest, bojovat za svet, ve kterem
rozdily - ktere jsou nevyhnutelne - mohou byt reseny
mirovou cestou, bez pouziti sily nebo hrozby silou.

circulated at the COM Conference in London. I consider it
particularly important to have the State Department classified
as a national săcurity e agency for budgetary purposes. If he
has occasion to mention this point to the President during
the holidays, he will not only be doing all of us a great

interests.
2. Because of the LOU designation, I did not carry a copy

HAVE IN MIND IS A SHORT PAPER, WHICH TWO OR THREE OF
US WHO LIKELY WILL BE SEEING THE PRESIDENNT OVER THE
HOLIDAY SEASON COULD AUTHOR. I DO NOT, OF COURSE,
ENVISION A POLISHED DOCUMENT FOR THE PRESIDENT AT THIS
STAGE, BUT I WOULD LIKE TO BE ABLE TO GIVE HIM A
GENERAL IDEA OF WHAT HE CAN EXPECT TO SEE LATER, AFTER
ALL THE EUROPEAN COM'S HAVE HAD OPPORTUNITY TO REACT TO
THE PAPER CIRCULATED IN LONDON. WITH THIS APPROACH IN
MIND, AND WHILE OUR LONDON DELIBERATIONS ARE STILL
FRESH, YOUR THOUGHTS AND SUGGESTIONS AS TO WHAT WE
