I.
PURPOSE
This meeting of the full Cabinet has been scheduled to
discuss recent developments regarding the budget
proposals. Dave Stockman has a presentation to make
concerning the "add-ons" to your budget.
One point that will be stressed at the meeting is that
departments should not become involved in the practice
of assisting the Congress in finding ways a department
might spend more money if the Congress were to increase
the department's budget.

Once the meeting is called to order, Dave Stockman
should be called upon to make his presentation.
Discussion of the current situation regarding the

I.
PURPOSE: To open a dialogue with Black church leaders and to
motivate them to become active in exploring ways in which
churches can work with this Administration.
II. BACKGROUND: During the campaign you received a measure of
support from Black clergy. Black religious leaders have
lately expressed concern regarding the short term dislocations
caused by the difficult economic conditions. They have special
interests in Black colleges, Head Start programs and housing
for senior citizens, and represent millions of Black Americans.
Many feel the Black Church leaders are the foundation in the
Black community. Every civil rights organization must tap the
resources of the Black churches for their membership.
After the luncheon, your guests will be briefed on PSI and
food banks, the latter a special briefing by Susan Baker. The
Vice President will close the briefing session.
