I. PURPOSE
To brief the bipartisan leadership of the House and
Senate on the evacuation of the PLO from Beirut.
II.
BACKGROUND
Throughout the Beirut crises, senior State Department and
Department of Defense officials have maintained contact
with the leadership. Therefore the leadership is
largely up-to-date on conditions in Lebanon. It is
appropriate to now brief on the evacuation plan.

- FOLLOWING LONG AND COMPLEX NEGOTIATIONS,
AMBASSADOR HABIB HAS INFORMED ME THAT A
PLAN TO RESOLVE THE BEIRUT CRISIS HAS
BEEN AGREED UPON BY ALL OF THE PARTIES
INVOLVED.
- TO AMBASSADOR HABIB AND HIS STAFF MUST GO
OUR SPECIAL THANKS FOR THEIR TIRELESS AND
COURAGEOUS EFFORTS.
- I AM GENUINELY HOPEFUL THAT AN END TO THE
DESTRUCTION OF BEIRUT IS IN SIGHT AND THAT
THE BLOODSHED IS OVER.

- BUT I MUST CAUTION YOU THAT WE ARE NOT YET
ASSURED OF SUCCESS.
- TO BE SUCCESSFUL, THE WITHDRAWAL PLAN WILL
REQUIRE ALL THE PARTIES INVOLVED TO CARRY
OUT THE AGREED SEQUENCE OF EVENTS.
- IN PARTICULAR, THERE MUST BE METICULOUS
ADHERENCE TO THE CEASE-FIRE FOR THIS PLAN
TO WORK. VIOLATIONS COULD LEAD TO ITS
COLLAPSE, RENEWED FIGHTING, AND FURTHER
TRAGEDY. WE HAVE ASSURANCES FROM ALL MAJOR
PARTIES CONCERNED THAT THIS WILL NOT HAPPEN
AND WE WILL CONTINUE OUR EFFORTS TO HOLD
THEM TO THEIR WORD.

- AS YOU ARE ALL AWARE, THIS PLAN INVOLVES
THE PARTICIPATION BY A MULTINATIONAL FORCE
(MNF), COMPOSED OF U.S., FRENCH, AND
ITALIAN MILITARY UNITS. THE MNF WILL ASSIST
THE LEBANESE ARMED FORCES IN CARRYING OUT
THEIR RESPONSIBILITIES FOR THE SAFE AND
ORDERLY DEPARTURE OF THE PLO LEADERS,
COMBATANTS, AND OFFICES, AND FURTHER THE
RESTORATION OF LEBANESE GOVERNMENT
AUTHORITY OVER THE BEIRUT AREA.
- MY DECISION TO CONTRIBUTE A U.S. CONTINGENT
TO THE MNF WAS NOT TAKEN LIGHTLY.
A U.S. CONTINGENT IN THE MULTINATIONAL
FORCE WAS INDISPENSABLE TO THE SUCCESS OF
THE PLAN WHICH PHIL HABIB HAS NEGOTIATED.
- FRENCH FORCES WILL DEPLOY FIRST. U.S. FORCES
WILL ENTER ONLY AFTER THE WITHDRAWAL IS WELL
UNDERWAY. THIS SEQUENCE CONSTITUTES AN
ADDITIONAL SAFEGUARD.
- THE WITHDRAWAL OF THE PLO SHOULD TAKE ABOUT
TWO WEEKS. I DO NOT EXPECT U.S. FORCES TO
BE IN LEBANON FOR MORE THAN THIRTY DAYS.

- TO SHOW OUR SERIOUSNESS OF PURPOSE, THE
MANDATE OF THE MULTINATIONAL FORCE MISSION
WILL TERMINATE AND THE FORCES WILL BE
WITHDRAWN IF THE PLO FAILS TO DEPART.
- WE HAVE RECEIVED ASSURANCES REGARDING THE
SAFETY OF THE FORCE AND I DO NOT ANTICIPATE
HOSTILITIES. YOU ALSO HAVE MY COMMITMENT
TO REPORT TO THE CONGRESS CONSISTENT WITH
THE REPORTING REQUIREMENTS OF THE WAR
POWERS RESOLUTION.

- BUT I ALSO RECOGNIZE THAT NO SUCH EFFORT
CAN BE RISK-FREE. I BELIEVE, HOWEVER, THAT
THIS IS AN ACTION WE MUST ALL TAKE IN ORDER
TO END THE BLOODSHED AND HAVE A CHANCE FOR
FUTURE STABILITY AND TRANQUILITY IN LEBANON.
- WE SEE THIS AGREEMENT AS AN IMPORTANT FIRST
STEP TOWARD THE ACHIEVEMENT OF OUR OVERALL
OBJECTIVES IN LEBANON, WHICH INCLUDE THE
WITHDRAWAL OF ALL FOREIGN FORCES FROM
LEBANON, THE RESTORATION OF LEBANESE
GOVERNMENT SOVEREIGNTY AND AUTHORITY OVER
LEBANESE TERRITORY, AND HELPING TO ENSURE
THE SECURITY OF NORTHERN ISRAEL.

IMPORTANCE TO THE SUCCESSFUL PURSUIT OF
OTHER SIGNIFICANT U.S. INTERESTS -- INCLUDING
