BACKGROUND
The PIOB was first established in February 1976 following a
recommendation of the Rockefeller Commission (of which the
President was a member). The current Board was established
on December 4, 1981 (EO 12334), and is charged with overseeing
the activities of the intelligence community and reporting
directly to the President about activities which any Board
member believes to be unlawful. The Board has requested this
meeting to provide the President with a brief report of its
activities.

Senator Mack Mattingly serves as a member of the Senate Appro-
priations Committee, the Banking Committee, and the Joint Economic
Committee. For the most part, Mattingly has supported your
economic program, although he has, from time to time, expressed
reservations about our general economic policy. Mattingly is
concerned about the impact our economic program will have on our
ability to maintain a Republican majority in the Senate. He
has also indicated an interest in discussing general trade issues.
This will basically be a listening session, and when we called
Mattingly with regard to his position on the MX, he was most
insistent that he have an opportunity to meet with you on
economic issues.

I. PURPOSE
To discuss the strategic forces proposal (arms control/
Midgetman/MX) and to encourage support for it.
II. BACKGROUND
This past Wednesday the House Defense Appropriations
Subcommittee voted 9-3 to report favorably to the full
Appropriations Committee a Resolution of Approval for the
release of MX basing funds. The full Committee is tenta-
tively scheduled to act on the Resolution the afternoon of
May 17. The vote is expected to be very close.
Last year attempts to delete MX funds were defeated in
Subcommittee and full Committee. However, when the
Defense Appropriations bill reached the House Floor, an
amendment to strike MX funds was adopted.
The Members in attendance at this meeting are generally
undecided or leaning in support of the Administration
on the strategic forces proposal. Several of the Members
present serve on the Appropriations Committee.
This group of Republicans and Democrats represents a good
cross-section of the House and their votes will be very
important in our effort to build support for the President's
strategic forces recommendations in the Congress.

SUGGESTED TALKING POINTS FOR MEETING WITH
SELECT BIPARTISAN HOUSE MEMBERS
-- Thank you for coming down. I believe we share a common
desire both to enhance the United States' deterrent
posture and to pursue arms control agreements that
promote stability.
-- The MX Peacekeeper missile, on which the legislative
clock has begun to run, offers us a significant
opportunity to strengthen these twin goals. It was
within this context that I endorsed the recommendations
of the bipartisan Commission on Strategic Forces.
-- The key feature and central value of the Commission's
recommendations is its thoughtful integration in a
single package of three basic and inseparable elements:
modernization, deterrence, and arms control. The Com-
mission concluded that there is a direct relationship
between specific modernization programs (like
Peacekeeper) and our dual objectives of effective
deterrence and arms control. I certainly share this
assessment.
--- But to give arms control a chance, I need your strong
support for the bipartisan package, including deployment
of 100 Peacekeeper missiles in existing silos and deve-
lopment of a small, single-warhead missile. If the
United States foregoes this package, the Soviet Union
would not have any real incentive to agree to
reductions. Further, our Western European Allies would
be reluctant also to base new Pershing and cruise
missiles if we fail to modernize, and such action would
undercut our efforts to negotiate intermediate nuclear
missile reductions in Europe.
-- Some have questioned my commitment to arms control.
They are flatly wrong. We will continue to pursue
equitable arms reductions with great vigor.
-- We will work closely with Congress on this vital issue.
We have been meeting with several Members to examine how
to integrate recent Congressional recommendations into
our overall arms control approach. Let's close ranks
and take an essential bipartisan step toward promoting
stablility and ensuring our national security.
-- One last point: Many of your colleagues have expressed
concern about the continued vulnerability of our ICBM
force when Peacekeeper is deployed in existing silos.
The Commission recognizes, as do I, that a degree of
vulnerability will remain. However, failure to deploy
Peacekeeper will only serve to make our total force more
vulnerable, by permitting the Soviets to concentrate on
the bomber and submarine legs of the triad.

I.
PURPOSE
Presentation of the John Paul II Religious Freedom Award
to you and a discussion of the pro-life and tuition tax
credits efforts of the Catholic League for Religious and
Civil Rights.
II. BACKGROUND
The Catholic League for Religious and Civil Rights is a
"grassroots", volunteer, private initiative group with
no connection to the "official" Church establishment.
The League has 26,000 contributing members and is governed
by a largely lay board.
Primarily a civil rights group, like the Anti-Defamation
League of B'nai Brith, it stands up for the rights of the
co-religionists and against bigotry directed at non-Catholics.
Its study of 54 inner city private elementary schools,
predominately black and Hispanic, found them providing
quality education. Many organizations have used this study
in support of tuition tax credits and educational vouchers.
The League is celebrating their 10th Anniversary in New
York on May 21.
This is the first John Paul II Religious Freedom Award.
You are receiving the award in recognition of your active
defense of the rights of the unborn child and your strong
advocacy for parents' rights for religious freedom in
their childrens' education. Others receiving the Award are:

FATHER VIRGIL BLUM
-- I want to thank you for presenting me with the John Paul
II Religious Freedom Award. As one of the first recipients
of this award it means a great deal to me and I am very
honored to accept it.
-- Congratulations on your Tenth Anniversary. The Catholic
League has repeatedly demonstrated thoughtful leadership
and worked strenuously to strengthen the role of the family
in our society and to insure the rights of those with
strong spiritual commitment.
-- I am very interested in the study The League has conducted
on the 54 inner city private elementary schools. As you
know, we are working hard for the passage of tuition tax
credit legislation.
-- Let me also reaffirm my total commitment to support all the
pro-life measures before the Congress. We must continue to
keep national attention on the need for a solution to the
tragedy of abortion on demand.
-- Thank you for all your efforts and your continued support.
