proposals giving the President options either to reduce or to

Tuition Tax Credit Bill or School Prayer Amendment.

Discussed new draft of Presidential statement on Indian
Policy.
The policy group agreed to recommend a study commission com-
posed of tribal leaders, business leaders and free market
economists to come up with innovative, non-governmental
solutions to Indian economic development problems. It
was agreed that the Indian oriented Federal bureaucracy
has built in biases against non-governmental solutions
to Indian problems and thus would probably be incapable
of recommending the legislative and policy changes required
to create a private economic infra-structure needed on
Indian reservations.

These activists who are associated with National Youth for
Life came in to discuss another "Bloomington Baby" case.
This was a spina bifida baby in a Dayton, Ohio hospital
who was reportedly being allowed to die. I was able to
inform them that the Civil Rights division at HHS had
already investigated the matter and was sending a HHS
investigator to the hospital the following day. This
news was very gratifying to them.

Meeting with anti-pornography coalition organized by
Father Morton Hill, S.J., Morality in Media. See
attached list on event of evening before.
This is a high-powered coalition. In attendance were
Cardinal Crowell, Pat Robertson, Richard Viguerie, and
other religious and pro-family leaders.
Attorneys and other experts produced evidence that Justice
Department policy is to not prosecute Federal anti-
pornography offenses unless they involve child pornog-
raphy. Their urgent request was to meet with President
Reagan and get him to agree to meet with them to agree
to direct the Justice Department to change its policy.
They want the Justice Department to inform the FBI,
the Post Office, and the U.S. Customs that they are
prepared now to fully enforce all the Federal anti-
obscenity statutes. Assistant Attorney-General
for Legal Policy Jonathan Rose was surprised at some
of the documentation they produced and expressed a
willingness to work with -them to resolve legal
questions prior to any subsequent meetings for them
with the President or other Administration officials.
Very constructive meeting.

tration. I emphasized that the problems of half a
century of almost total liberal Democratic control
of the White House or the Congress or both could
not be reversed overnight. I suggested that the tax
measure now being considered was much smaller in
magnitude than the Reagan tax cuts enacted into law
last year.
I noted it is much easier to criticize than to
praise and that public misconceptions would be less
if the media, including conservative media, would
run some feature stories on this Administration's
success in dramatically lowering the high inflation
rate President Reagan inherited from President Carter.

analysis of numbers and percentages of Indian employees
at these offices, comparing January numbers with July numbers.
Driving Hawk agreed to submit proposals which would protect
the current percentages of Indian employees as the planned
reduction in force at H.U.D. progresses.
Sanders also expressed his personal support for eliminating
H.U.D.'s housing authorities which are often in conflict
with tribal governments. Sanders is pushing for having
Indian housing funds, albeit reduced, provided directly
to tribal governments.
Driving Hawk heartily endorses this concept and left the
meeting quite pleased.

Principle outcome of meeting was a thematic suggestion. The
consensus was the Democratic House should be pinned with
blame for "bottling up" all the good initiatives desired by
the Reagan Administration and conservative activists.
Participants included Richard Mellon Scaife, Paul Weyrich,
Howard Phillips, Ed Feulner, Congressman Newt Gingrich,
Congressman Bob Walker, and leaders of most conservative
organizations.

Meeting with Paul Weyrich, Connie Marshner, Phil Crane,
and conservative union leaders affiliated with the Indus-
trial Society of Skilled Trades led by Henry Shickling
and Joe Dennebeck. These are strong Reagan supporters
who urged Administration action on school prayer, right
to life, right to keep and bear arms and pro-family
issues. They also want to change a National Labor
Relations Board (NLRB) ruling which prevents them
from recognition as unions separate from CIO production
unions such as United Auto Workers and United Rubber
Workers.
During the campaign the President agreed to appoint one
of them to NLRB. Lee Hamilton of the N.A.M. says they
represent about 50,000 workers in Midwestern and Midatlantic
states. Bob Bonitati estimates their membership at 500.
After consulting with Bonitati I checked with White House
Personnel and found that Joe Dennebeck's resume has not
been received for consideration for any position. I
notified Dennebeck of this and he admitted none had been
sent. He said he would draft one and submit it. There
is no NLRB vacancy until December of 1982.
