PROCLAMATIONS
Thank you for meeting with me this afternoon. I know you
have a busy schedule, but it will be very helpful for us
to work just a bit more closely with you on proclamations
and signing ceremonies.
Here is the list I promised you. It is fresh off the presses
in the Executive Clerk's office. However, just a note of
caution -- these lists are always out of date almost
immediately because new proclamations are constantly being
added.
Basically, as the legend at the end and the notes in the
righthand column explain, there are four categories of
proclamations:
1. Those which were issued in "x" year for perpetuity.
The particular time is always for "y" event, but the proc is
not actually issued again.
2. Those which are issued every year based on
congressional action of "x" year.
3. Those (*) which were issued in 1982 but may or may not
be issued again as the congressional resolution only covered
the one year.
4. Those (**) which were issued in 1983 and may or may
not be issued again for the same reason.
As you probably know from senior staff discussions, the
rule of thumb at the White House is no proclamation will be
issued unless it is requested by a joint resolution of the
Congress. Single house resolutions are not enough nor are
requests from private citizens or organizations.
As a practical matter, there sometimes are exceptions --
e.g., National Day of Mourning, lowering flag to half-staff
on government buildings, Decade of the Disabled (coming
up with signing ceremony 11/28), etc. But senior staff has
been quite consistent in holding to the rule.
As I mentioned to you this afternoon, the procs which were
issued in perpetuity give those interested a guaranteed date
to work with each year but no actual piece of paper. While
we don't encourage the practice, we have provided
Presidential messages where requested. This might be
helpful to OPL in some instances if you were trying to build
on a particular event or theme.
Another gimmick -- which would take some research -- is to
pull out one year that is especially significant (e.g., a
centennial or bicentennial anniversary of someone's
birthday) and make a big deal out of it where usually the
day would go by hardly noticed. 1976, for example, was
the Sesquicentennial of Stephen Foster's birth -- I have no
idea whether the Carter Administration did anything special
with it, but sometimes there are groups which follow these
things, and you could make a little hay.
Well -- I don't want to belabor the point but do find the
process kind of fun and interesting.
The proclamations we now have in the works are:
1. National Sewing Month -- September 1983. (Joint
resolution supposed to have been passed just today.)
2. National Employ the Handicapped Week -- week of
October 2, 1983.
3. National High School Activities Week, 1983 -- October
17-23, 1983.
4. National Alzheimer's Disease Month -- November 1983.
5. National Farm-City Week, 1983 -- November 18-24, 1983.
