The Office of Presidential Appointments and Scheduling has
requested our view on a meeting between the President and His
Holiness Karekin II of the Lebanese Armenian Apostolic Church in
early June. The proposal came at the request of Congressman
Charles Pashayan (R-CA) in a letter to the President (Tab A). We
need State's advice on the political ramifications of such a
meeting before making a recommendation.

Dear Mr. President:
His Holiness Karekin II, Catholicos of the See of Cilicia of the
Armenian Apostolic Church, located in Antelias, Lebanon, will be in
the United States early in June, 1983, on an official pontifical
visit. During his visit, His Holiness will travel to Armenian churches
throughout the United States and will be received in most communities
in which Armenian Apostolic Churches affiliated with the See of
Cilicia are located.
His Holiness has expressed the desire to visit with you personally.
His Holiness' predecessor, Khoren I, met with President Nixon during a
visit to the United States in 1969.
There is in Lebanon a substantial Armenian population. His
Holiness has close personal ties to President Amin Gemayal of Lebanon,
who I understand will be communicating through our Ambassador, The
Honorable Robert S. Dillon, a like request to you. The Armenians
have remained neutral in the disagreements between factions in Lebanon
and will play a key role in the reconstruction of that country. Thus
His Holiness represents a practical, properly positioned segment of
the Lebanese population.
His Holiness Karekin II, along with His Holiness Vasken I,
Supreme Patriarch and Catholicos of All Armenians, Patriarch Shenork
Kaloustian, and Patriarch Yeghishe Derderian, constitute the leader-
ship of the worldwide Armenian Church, and many thousands of American-
Armenians will be honored if you shall be able to meet with him in
the White House. I stand ready to assist in any way possible with
the arrangements.

of the See of Cilicia of the Armenian Apostolic
Church, which is headquartered in Beirut, will make
a pastoral visit to the United States to visit
Armenian churches affiliated with his See. I
understand that His Holiness would like very much
to meet with you while he is here.
I sincerely hope that you will be able to meet
with him. I know it would be deeply appreciated
not only by His Holiness but by the Armenian community
in the United States.

Dear Mr. Sadleir:
I recently wrote the President expressing the desire of his
Holiness Karekin II, Catholicos of the See of Cilicia of the
Armenian Apostolic Church, to visit the President during His
Holiness's visit to the United States in June of this year.
I received a response from Ken Duberstein indicating that
this matter has been referred to you.
I cannot over-emphasize to you the importance of this visit
to the Armenian community in the United States and worldwide.
As the copy of the enclosed letter indicates, His Holiness
along with Patriarch Kaloustian, Patriarch Derderian, and Supreme
Patriarch Vasken I, constitute the worldwide leadership of the
Armenian church. His Holiness's position in the Armenian com-
munity can be compared to that of Pope John Paul to the Catholic
community.
As the letter also indicates, His Holiness also represents
an important segment of the population of Lebanon.
I shall appreciate your assistance in this matter. If I can
be of any aid in the arrangements for this visit, please do not
hesitate to let me know.

I. PURPOSE
To demonstrate the President's ongoing interest in the Middle
East and strengthen his support among Americans of Armenian ancestry.
(Note: Walter Mondale will meet with him later for 30 mins.)
II. BACKGROUND
His Holiness Karekin II, Catholicos of the See of Cilicia of
the Armenian Apostolic Church, which is headquartered in Beirut,
is on a pastoral visit to the U.S. to visit Armenain churches
affiliated with his See.
Karekin is an advocate for peace, especially in the Middle East.
We anticipate Karekin will want to thank you for your American
assistance to the Armenian community in Lebanon. Karekin supports
the restoration of Lebanese sovereignty and is close to Lebanese
President Gemayel.
III. PARTICIPANTS
His Holiness Karekin II, Archbishop Mesrop Asjian, Prelate of the
Armenian Apostolic Church in the U.S., Harry Sachaklian,
Washington Coordinator of His Holiness's visit, Congressman
Chip Pashayan, Ed Derwinski (Counsellor at the State Department),
Bill Deaver (Mike Deaver's brother and aide to Pashayan).
IV. SEQUENCE OF EVENTS

Karekin will give brief comments and present you
the Grand Cross of Cilicia, which is given only
to Presidents. and monarchs.

BACKGROUND NOTES
ON
HIS HOLINESS CATHOLICOS KAREKIN II
Leader of the Armenian Apostolic Church based in
Beirut, Lebanon.
His "see" (area of responsibility) includes the Armenian
churches in the United States, Canada, Greece, Cyprus,
Lebanon, Jordan, Egypt, France, Argentina, and Australia.
He assumed his responsibilites earlier this year
following the death of his predecessor. Prior to that
time, he had served as Acting Catholicos during his
predecessor's illness. He also served as the Armenian
Apostolic Bishop in New York.
His Holiness is undertaking his first Pontifical mission
to the United States and will attend the World Council
of Churches meeting in Vancouver, Canada.
