On Friday afternoon, December 2, I met with Otto Reich and
others of his State Department colleagues regarding our

planning for White House outreach briefings in selected

major United States' cities. We left in agreement on the
following points:
1. The State Department Public Affairs Office would
arrange for co-sponsorship in each city. Co-
sponsors would be groups such as the World
Affairs Council, the Chamber of Commerce, Kiwanis,
Rotary, etc. The idea is to find sponsors that
would not be identified with either end of the
political spectrum but towards the center.
2. The invitations would be from the White House
and, depending upon the speakers, would read
something like: "The White House Office of
Public Liaison, the U.S. Department of State,
the U.S. Department of Defense and the Agency
for International Development, in cooperation
with the Pittsburgh World Affairs Council and
the Greater Pittsburgh Chamber of Commerce
cordially invite you to attend a briefing on
United States policy in Central America.
3. The list of invitees would be initially provided
by the local sponsoring organization. The list
would be submitted to the White House to make
sure that the major opinion leaders in each
locality are included. This would include the
prominent educators, clergy, union leaders,
business leaders, and local editors, publishers,
and broadcasters. The idea here is for the
invitation list to reach out beyond those normally
invited to foreign policy briefings.

Kiwanis International Headquarters,
Indianapolis, Indiana
Mr. David Blackmer, Executive Director of the Kiwanis Inter-
national contacted my office late Friday afternoon to ask if
the President could be scheduled for a drop-by at their new
International headquarters building in Indianapolis, Indiana
during the time he is scheduled to be in that city on Thursday
of this week.
Kiwanis International is a highly supportive organization of
many of the President's programs, e.g., programs for the handi-
capped, and volunteers in support of America, as well as being
one of the leading supporters of Mrs. Reagan's anti-drug abuse
program, "The Chemical People Program."
Members of this group are quite supportive of the President.
Since the President is going to be in Indianapolis addressing
the National Forum on Excellence in Education as well as meet-
ing with Republican supporters in the area, it would seem
appropriate that he give some of his major programs additional
emphasis by stopping by at the Kiwanis' new headquarters
building and commending this organization for their activities
in support of many of his programs.
A Scheduling Proposal is attached. Due to the very short
time-frame in which a decision must be made, I suggest that
it be sent to Fred Ryan as soon as possible.

members of Kiwanis International.
BACKGROUND:
Kiwanis International is one of the major
groups supporting Mrs. Reagan's "Chemical
People Program" by sponsoring anti-drug
abuse programs at the secondary education
level throughout the United States. Answering.
the President's call for volunteers in support
of America, the members of Kiwanis International
annually contribute 300 million hours in volunteer
services to America. This is in addition to the
$35 million per year which is given in direct
contributions. The "Key Club" program sponsored
by the Kiwanis has long been recognized as one
of the top programs at the high school level to
develop young leaders and direct their interests
and efforts toward volunteerism.
The Kiwanis International has recently moved their
national headquarters from Chicago to their new
location in Indianapolis, Indiana.

The California Republican Youth Caucus, which consists
of the California Young Republicans and College Republicans,
and the California Young Americans for Freedom, are sponsoring
an event called the Republican Management School. They have
asked me to speak at that school on December 30, 1983, and
have offered to pay my expenses.
They contacted Margaret Tutwiler and she gave approval
conditional on their covering the costs involved. I hope
you will allow me to accept the invitation.
The event is to be held in Bakersfield, California, and
they have made travel arrangements that have me leaving
Washington in the late afternoon on December 29 and returning
about 11 p.m. on December 30.

operation.

Thank you very much for your letter of December 1, regarding
the establishment of the first or second Sunday in December
as a national commemorative day.
While there is a considerable amount of news coverage and
commentary each year about Pearl Harbor on or around Decem-
ber 7th, the suggestion has been made repeatedly that there
be a day specially designated in commemoration of December 7th,
1941.
As you may know, the procedure by which days are set aside is
well established. The practice is that the House and the
Senate pass a bill authorizing and requesting the President
to declare a specific day be set aside for a specific purpose.
Because that is the way special days, weeks, etc., are set
aside, I strongly suggest that your proper course of action
is to get appropriate legislation introduced in both Houses.
Your idea obviously has merit, and I believe you should have
no difficulty in finding Congressional support.

Lafayette Square Demonstration Regarding the
Nebraska School Situation
I have learned that there is a demonstration being organized
by the New Covenant Churches in Maryland for 10:00 a.m. next
Thursday morning, December 15.
The current estimated participation is 400, which will
include a number of pastors.
The New Convenant Church is a small charismatic denomination
located in east coast states, largely in Maryland.
As other fundamentalist and evangelical churches learn
about the demonstration, I think it is very likely that
there will be additional support for this effort.
Supporters of the embattled Christian schools in Nebraska
are aware that some of their leaders and supporters have
been in contact with the Administration. They are probably
not aware of the details of the meeting held Tuesday afternoon
in Mike Uhlmann's office. At that meeting, Mike Uhlmann, Steve
Galebach, Bob Sweet, Carolyn Sundseth, Brad Reynolds and I
met with attorney William Ball of Harrisburg, Pennsylvania.
Ball has a court case in Nebraska relating to a situation
analogous to the Faith Baptist Church case, but in another
city. In a week or so, the Nebraska Supreme Court will
decide whether to hear the appeal of the case being handled
by Mr. Ball, who is one of the most distinguished attorneys
in the country. Mr. Ball asked that somehow the Administra-
tion signal to the Supreme Court of Nebraska that we hope
they will hear Mr. Ball's appeal.
Mr. Ball handled and won similar cases before the state
supreme courts of Vermont, Ohio, and Kentucky.

There is general agreement that the attorneys for the Faith
Baptist Church in Louisville, Nebraska failed to raise many
of the relevant legal issues in the case which they lost.
Therefore, there is hope that the crisis could be alleviated
by the Nebraska Supreme Court.
Further, I was telephoned today by Pastor Everett Sileven.
Seven fathers of children in his church school are still in
jail under order from Nebraska State Judge Ronald Reagan.
The mothers and, I presume, Pastor Sileven are fugitives
from arrest warrants currently.
Pastor Sileven told me that they will be sending a mailgram
to us today requesting that the Presdient meet with some of
the mothers. If the mothers are still fugitives at that
time, I think it will be very difficult for Administration
officials to meet with them.
Attached is a copy of an article which appeared in today's
Washington Times on the matter.

We have been contacted by Senator Denton's office. The
Senator wants to brief the Outreach Working Group on his
recent trip to El Salvador, Honduras, Nicaragua, Costa Rica,
and Panama. We discussed with his office the Senator being
the primary speaker for our program of January 4th, however,
he did not want to wait that long before apprising our group
of his findings and has specifically requested to speak at
our meeting this Wednesday, December 14th.
Senator Denton is aware that Secretary Abrams will be the
primary speaker. Nonetheless, he desires to speak at our
December 14th meeting.
To shorten the program, I suggest that for this one meeting
we dispense with our "Central American Update" from Constantine
Menges. Senator Denton will, in effect, be giving our Central
American Update himself.
Attached is a memorandum I have prepared for your signature
to M. B. Oglesby regarding Senator Denton's request to brief
our Outreach Working Group.

Nebraska School Crisis
The religious leaders who support this Administration are
rapidly falling in line behind the embattled Christian schools
in Nebraska. Our continued failure to take some sympathetic
action will result in grassroots problems we should avoid if
possible.
Members of your staff and mine met last Tuesday in Mike
Uhlmann's office with Brad Reynolds and William Bentley Ball,
the distinguished attorney who specializes in church/state
law, and who is now litigating another of the numerous church
school cases in Nebraska. Mr. Ball suggested that the
Administration issue a statement of concern, which could
encourage the appropriate courts to give serious attention
to the constitutional issues involved. There will be hearings
on two school cases -- not the publicized Louisville case --
on Thursday and Friday of this week. A statement by Thursday
would thus be timely.
But whether or not the controversy can be solved by the courts,
we have to consider what position the Administration should
take. To stand aloof would only fan the unrest among support-
ive Christians who are already upset at the lack of progress
on "social justice issues" such as the School Prayer Amendment,
tuition tax credits, abortion, and pornography.
Late last week, a rally in support of Faith Christian School
was scheduled for 10:00 a.m. Thursday, December 15, at Lafayette
Park.
At first, it appeared that participants would number 400 and
would be from the D.C. area. It now appears that the Nebraskans
will be the stars of a rally of over 1,000. Current plans
include having here eight mothers and the affected 23 students
enrolled at the school. Also present will be Ed Rowe of the
Church League of America, who has been staying in Louisville,

Nebraska coordinating many activities there. Their hope,
in part, is to break into the general, national media, by
assembling here. Of course, the fundamentalist and evangel-
ical media, newsletters, magazines and broadcasts, daily
give this controversy heavy coverage.
The solution I suggest is that we invite in a delegation of
clergy representing the demonstrators at the conclusion of
the rally. They could meet with Morton Blackwell and Mike
Uhlmann, who would give them a copy of the statement which
was developed by your staff after last week's meeting with
attorney Ball. That statement, expressing concern and hope
for a judicial solution, would be simultaneously issued by
our Press Office.
The proposed statement should not be issued before the
meeting for three reasons:
1. To do so would cause some activists to escalate
their demands for action from us.
2. We want those who are coming here to go home
confident they have achieved sympathy and
cooperation from us.
3. There is always the slight chance that events
in Nebraska, good or bad, will alter the
picture before Thursday morning.
This plan would tend to tone down the rhetoric at the rally,
because the leaders would know they were. to have a subsequent
meeting with White House Staff.
Of course, we must not indicate we plan to take any step
unless we have carefully planned the whole course of action
which would flow from such a step. For instance, if we
decide to send an observer to Nebraska, that would raise
hopes we might take some legal action. We should decide in
advance if there may be an issue to justify, say, a Justice
Department amicus brief if the case winds up on appeal from
the Nebraska Supreme Court to the U.S. Supreme Court, or if
the case comes into federal district court in a habeas
corpus proceeding.
For now, it is sufficient, and necessary in my view, that we
plan to issue on Thursday a statement of concern and hope
that the matter can still be resolved amicably in the Nebraska
judicial system.

The Lions Clubs International is the largest service club
organization in the world, with a world-wide membership in
excess of 1.3 million; 566,565 of whom are located in the

ment to countering drug abuse world-wide and have been
very supportive of the First Lady's "Chemical People"
program.
Dr. Jim Fowler, 1983 Lions Club International President,
is a dental surgeon and is a former Arkansas State Senator
(Dem.). A pilot with over 14,000 hours in the cockpit,
he is President of the National Flying Dentists Associa-
tion; Past President and Board Member of the Arkansas
Enterprises for the Blind; member of the Advisory Board
of Leader Dogs for the Blind; Vice-President of Inter-
national Services for the Blind and Past Vice-President
and Board member of the Arkansas Eye and Kidney Bank.
He is a naval veteran of World War II, a retired colonel
in the Arkansas National Guard and has been a member of
Lions Clubs International for thirty-five years.

This is to confirm our telephone conversation of December 12,
1983, regarding your request for travel authorization to
accept a speaking invitation to appear before the California
Republican Youth Caucus on December 30, 1983, and to speak to
the National Board of the College Republicans National Conven-
tion in Sandestin, Florida, January 6-8, 1984. In that
conversation, I stated that I had no objections to your
acceptance of these invitations provided that (1) the request-
ing groups were paying your travel expenses, and (2) you did
not speak on activities (planned or proposed) of the Reagan-Bush
'84 Committee.
The caveats on my approval of your speaking engagements are
based on the fact that if you speak on behalf of Reagan-Bush
'84, the Committee will be legally required to pay for your
travel expenses for these speaking engagements. Pursuant to
FEC Presidential primary regulations, any expenditures for
travel relating to the campaign of an individual seeking
nomination for election to the office of President by any
individual (such as yourself) are qualified campaign expenses
of the candidate's campaign committee (Reagan-Bush '84). As
qualified campaign expenses, those expenditures will count
against the Reagan-Bush Committee's expenditure limitations in
those states where you have travelled.
In view of the foregoing, I am sure you can understand why you
cannot engage in any discussion of Reagan-Bush '84 activities
