Attached is correspondence from Joe Hargrove who is on the
National Executive Council of the Episcopal church. Hargrove
is one of the most prominent Reagan supporters in his denomination.
As he presents the story, the Justice Department is engaging
in a vendetta of sorts against two Episcopal priests who were
involved in a humanitarian effort to boat lift anti-Castro
Cubans during the recent mass exodus.
Hargrove is urgently asking the the President intervene in this
matter, perhaps by issuing a pardon to the priests.
If this situation is as it appears to be, I think it appropriate
for the Administration to take action in behalf of these priests.

Dear Martin:
You may recall that several weeks ago I dis-
cussed with you on the telephone the issue of the two
Episcopal priests from New Orleans who removed a large
number of former political prisoners and their families
from Cuba and, as a result, incurred massive difficulties
with the federal government. It is the purpose of this
letter to furnish you with information relative to their
actions, and to seek through you redress to their
unwarranted problems from President Reagan.
Briefly, the story is this. When then
President Carter announced an open door policy to the
many people wishing to leave Cuba, Fathers Doss and Frade
contacted a large number of ex-Cuban nationals now
residing in the New Orleans area who had relatives
remaining in Cuba who wished to leave in order to reunite
with their families. The two priests received $800 per
family to defray expenses and bought a boat in Boston
which they renamed "God's Mercy". After they set sail
from Boston, President Carter reversed himself and
decreed any entry after a certain date would be illegal.
Fathers Doss and Frade learned of this before reaching
Cuba and did stop in Florida to refuel after the presi-
dential edict, but felt compelled to proceed with the
operation to honor very serious moral committments made
by them before the President reversed his stand.
They proceeded to Cuba and theirs was the last boat
to leave. When they left, they had on board only Cubans
who were certified, known to them, and who had relatives
in the United States ready, willing and able to receive
and support them. During the course of their trip from

Dear Martin:
Enclosed are copies of all of the indictments
against Frs. Doss and Frade and their compatriots, as
well as a copy of the fine that was levied against Fr.
Frade. All of it is self-explanatory.
The last indictment, "For trading with the enemy
(Cuba)", is ludicrous. Needless to say, it is not funny
at all to those who have been indicted, not just because
of the potential jail sentences, but also because of the
expenses they must bear even if they are proven innocent.
The trips back and forth to Miami to answer subpoenas
are enough to destroy the budget of a parish priest.
They and I are quite willing to meet with you
and any other government officials to plead their case
for a Presidential pardon. Please let us know what we
can do to help, and thanks from the bottom of our hearts
for your interest and for all you have done.

This letter is in furtherance of a request from
the Rev. Dr. Charles Bergstrom of the Lutheran office
in Washington to Mr. Gordon Blackwell, and my telephone
call to your office earlier today. It concerns the
visit of the Rev. Dr. Philip Potter to Washington next
week. I was asked to put this in a letter.
Dr. Potter is the General Secretary of the World
Council of Churches, with headquarters in Geneva,
Switzerland. The W.C.C. is the principal organ of
Christian unity and cooperation in the world. It
represents some three hundred member churches of the
Protestant and Orthodox traditions in virtually every
country. It would correspond roughly to the Vatican
for Roman Catholics. Dr. Potter is a Methodist, Black
and a native of the Caribbean -- Dominica.
Dr. Potter will be in Washington on November 11
and 12. This letter is to inquire whether or not he
could be received briefly by President Ronald Reagan
on one of those days. I. am aware that the advance
notice is short and that the pressures on the President
are very great indeed. Nevertheless, when one considers
the high office Dr. Potter holds, his reputation through-
out the Christian world, his deep roots in the Third
World, much would argue that this request should be
given careful consideration.
I write as a member for twenty years of the govern-
ing body of the W.C.C. -- its Central Committee, as a
bishop since 1960 of The United Methodist Church, and
in behalf of the large number of member churches of
the World Council in the United States.

Dear Jim:
National Family Day is infinitely stronger than
National Family Week. (Mike Horowitz today sent me a letter
reminding me of Jimmy Carter's "National Family Week." The
implication, I guess, is that we should forget about "National
Family Day. ")
While a "week" has been nobly suggested and proclaimed
in the past, it has failed to garner the public's attention
on the importance of traditional family values. No pun in-
tended, but a week is "weak"-- it diffuses the attention of
people and generally accomplishes little.
A "Day" rivets people's attention to a particular
day. It brings home the meaning of the event much more force-
fully. The Left has learned this lesson well: Earth Day,
May Day, etc. Shrewd. All significant holidays or days of
observation are "Days", not "weeks": New Year's Day, Valen-
tine's Day, St. Patrick's Day, April Fool's Day, Memorial Day,
4th of July, Labor Day, Columbus Day, Thanksgiving Day and,
of course, Christmas Day.
After years of study and spending millions of my own
dollars on advertising and public relations for various
charitable and commercial enterprises, I assure you a "Day"
has immensely more impact than a "week". A Reagan adminis-
tration is going to be effective and it must start in the home
by emphasizing the precious value of good families. Families
and parents need a pat on the back today. But, first we have
to get people's attention.
Suggestion: Have both of them. National Family Day
as a new proposal for President Reagan; National
Family Week as a proposal of old administrations.

They will not conflict. Let the public decide which
one becomes more significant to them. The matter will take
care of itself. All of us simply want the most effective
way to highlight the importance of the family in a civilized
society.
National Family Day is a natural. All pluses, no
negatives, no costs, no risks and very simply implemented.
Always on a day certain (day after Thanksgiving). 4 day
Thanksgiving weekend now becoming a national custom. Logical
and convenient because families are traditionally together
at this time. It will not be commercialized because it
immediately follows Thanksgiving.
Jim, National Family Day will become a reality as sure
as night follows day. It's one of those rare events which
will be almost universally well received. As our moral
leader, President Reagan should be the person to initiate it.
It would be absolutely tragic if we permit the Left
to pervert this noble concept by including "gay" families in
their "Family Day, 1982" which they are already planning on.
It would be simply tragic. Please don't let it happen.
Since time is of the essence, I'm sending a similar
letter to Ed Meese and Mike Deaver. It is obvious that all
three of you have common sense.

A Proclamation
The American family has been the most resilient, dynamic force in the growth
and development of our Nation. Yet its influence is so subtle that we tend to
take for granted the vital functions it performs as the source of love, support,
and guidance, the wellspring of courage, determination and inspiration.
National Family Week gives us a chance to highlight the special contributions
and needs of the family, to acknowledge the new challenges that American
families now face, and to act on the many significant recommendations
generated by the White House Conference on Families.
It is a time to seek ways to strengthen and support the family-a time to
renew the realization that the fundamental integrity and vitality of the Nation
relies on the underlying health of the American family.
NOW, THEREFORE, I, JIMMY CARTER, President of the United States of
America, in accordance with Senate Joint Resolution 156, do hereby request
that the week of November 23, 1980, be designated National Family Week and
call upon the people of the United States to observe this week with appropri-
ate activities in their communities.

of Faith", Tulsa Oklahoma
I recommend this as an appropriate event for the President.
In his youth Oral Roberts was affiliated with a smaller
evangelical denomination. He has for years been affiliated
with the United Methodist Church. He is less "political"
than many other religious broadcasters.
His hospital has been built debt free with funds he has
raised for this purpose.
Both Bob Dugan of the National Association of Evangelicals
and Republican mayor Jim Imhofe of Tulsa strongly recommend
such an event. My friend Mayor Imhofe says that there
was some initial objection from existing hospitals to the
Roberts building of this facility. Roberts went to the
state legislature and obtained a certificate "of need" for
the hospital. Mayor Imhofe spoke at the hospital dedication
Roberts has a very large following.
If we are going to be limited to just one major presidential
speech before a religious group in 1982, this would not be
the most valuable. Events with either the National Association
of Evangelicals or the National Religious Broadcasters would
provide more coverage.

Dear Mr. Blackwell:
Please be assured that I am a strong supporter of President
Reagan and of conservative causes. I am a young man who is
devoted to "single issues" such as passage of the Family
Protection Act and strong measures against such national disgraces
as the $5 billion a year pornography industry--a "growth industry"
primarily controlled by organized crime. I do much volunteer work
for an organization called Morality In Media, Inc. which fights
for stronger actions against pornography on a national level.
Enclosed you will find an article from the Village Voice, a
weekly newspaper published in New York. Since the article mentions
your name, I wanted you to have a copy. Incidentally, the writer,
Larry Bush, is the Washington "Editor" for the Advocate, a national
"gay" publication which has a scandalous and pornographic "pink"
middle section advertising pornography and male "call" services.
I anticipate that there will be more and growing opposition to the
Family Protection Act from the homosexual activist community
because of its so-called "anti-gay" provisions. Not long ago I
uncovered Federal funding for national radio programs to a gay
and lesbian group in California to attack this legislation. These
three half-hour radio programs will be heard on 230 radio stations,
and they are designed to attack the Family Protection Act. The
President has since drastically cut the National Public Radio
budget.
Enclosed is a letter which I had sent to over 1,300 individuals
in the Federal and state governments stating my candid views on
issues affecting families with particular emphasis placed on
pornography. I also strongly support the Family Protection Act.
This may seem odd since I am an ex-homosexual. However, please
know that there are 40+ organizations in the U.S. which help
people who want to "come out" of the so-called "gay" lifestyle,
and perhaps over 1,175,000 former homosexuals reside in the U.S.--
many are now married, most are non-vocal, and many are also
single and celibate and non-promiscuous.
Next week Connie Marshner and Paul Weyrich are coming to New York,
and I will have a meeting with them to see if I can be of any
assistance to them in these causes. If I could get a job in
Washington, I would move there. Presently I am not employed.

I've read about you in Conservative Digest often, and I want
you to know that I appreciate your devotion to important issues
which are often neglected.
If anything is to be done about pornography the order must come
from President Reagan. Also, William French Smith must make
much more efforts to combat this problem. During fiscal years
1978-80, the Carter administration took pride on 44 prosecutions
of pornographers, including child pornographers. However, there
are 94 Federal U.S. Attorneys in the country. That adds up to
less than one-half conviction per office during a three year
period. That's not a matter for pride; it's a national disgrace!
Furthermore, the letter I received from the Department of Justice
is virtually the same form-letter that the Carter administration
sent out. I have since corrected Attorney General Smith and
urged him to weed out the carryovers from the Carter administration
who could not care less about eliminating pornography.
I have already gotten the U.S. Customs to modify their guidelines
in one area--they were using an incorrect Supreme Court definition
of pornography--and had distributed these incorrect guidelines to
all U.S. Customs Office. And, I have gotten the Senate Judiciary
Committee to make certain corrections in the pending S.1630 bill
to revise the U.S. Criminal Code which would have allowed
"loopholes" to exist for pornographers to continue to expand this
"industry".
Now if only the Federal Communications Commission would do some-
thing to keep pornography off cable television. Very shortly,
both Playboy and Penthouse are planning national cable television
networks, complete with centerfolds and adult entertainment. We
already know that there are no Federal regulations regulating
pornography or indecency on cable television. This MUST be
corrected by the Reagan administration.
Mr. Blackwell, I just wanted you to know that I hope you will
see that some of these matters are really dealt with. Please
see that something is being done about pornography. It is not
protected by the First Amendment, and millions of individuals are
being adversely affected by this material. One government report
states that as many as 500,000 children are sexually abused and
perhaps over 100, 000 children are used for pornography each year!
Truly, we as a people, must not tolerate the abuse of children in
this manner. And frankly, I cannot see any "educational" value
in pornography. Unfortunately, the problem is only going to get
worse in the future. Please let me know if I can write you about
these matters in the future. Although I am not in Washington,
I do have access to expert legal counsel from Morality In Media,
and they fully support my volunteer efforts to alert people about
this situation. I have already received ten letters from the
White House and a telephone call from Dave Fischer.

Dear Mr. Vice President:
As an American citizen who is dismayed with the overwhelming moral
decline in this Nation during the past 20 years, I appeal to you, as the
Vice President, to read this letter carefully, and to discuss this situation
with the President, Cabinet, and especially with Attorney General William
French Smith. I am hoping that some of the anti-family policies of our
government will be reversed. I remember you and your family in my
prayers, especially since the terrible attempt on President Reagan's life. I
think that the Reagan Administration is the best thing that has happened to
the United States in a very long time.
The national problem of pornography is very serious. It is a $5 billion a
year "growth industry" which is primarily controlled by organized crime.
Moreover, some estimates of the amount of child pornography sold in this
Nation are as high as $1 billion annually. This is a national disgrace.
I feel so strongly about this situation that I am writing personal letters to all
senators, representatives, delegates, governors, the resident commissioner,
lieutenant governors, secretaries of state and attorneys general, as well as to
the Cabinet members and to some of The White House staff, among others.
What is urgently needed is an unprecedented national crackdown on these
pornographers, and strenuous enforcement of the Federal, State and local
anti-obscenity laws. New York City is a perfect example of the district
attorney's non-enforcement of the exemplary New York State law against
pornography--with one exception--on May 12, 1981, the New York State Court
of Appeals, in a 5-to-2 decision, overturned on "free speech" grounds the
tough "kiddie porn" law, saying that the State could not ban portrayals of
non-obscene sexual activity simply because the acts involved children.
In a dissenting opinion, Judge Matthew J. Jasen warned that the ruling meant
New York State could not stop the sale of films or photos showing children
"engaging in actual or simulated sexual intercourse, sodomy, sexual
bestiality, masturbation, sado-masochistic abuse or lewd exhibition of the
genitals" unless the material itself were judged to be legally obscene.
The Court of Appeals denied that it was endorsing obscene shows. "We
merely hold that those who present plays, films and books portraying adoles-
cents cannot be singled out for punishment simply because they deal with
adolescent sex in a realistic but non-obscene manner," the unsigned opinion
said. The majority of these judges apparently think that a porno shop
owner's right to exploit children must prevail.

I am urging everyone to support the "Family Protection Act". Passage of this
legislation is desperately needed at this time in our Nation's 205-year history.
It will help to reverse the anti-family policies of our government and to
promote stronger family life. Families are the foundation of all societies;
stable and united families make strong nations with internal stability. The
Family Protection Act is S. 1378 and H.R. 3955. It must first be reviewed in
the Senate by the Finance Committee, and in the House by the Armed
Services, Education and Labor, Judiciary and Ways and Means Committees.
Please give this legislation your top priority and total support. In so doing,
you will be helping our endangered families.
Again, major revisions to the U.S. Criminal Code have been proposed, but
this legislation, as it currently stands, has totally inadequate provisions for
the prosecution of pornographers, and it will have the disastrous effect of
legalizing pornography. This is incredible. Our Supreme Court has already
ruled that pornography is not entitled to First Amendment protection.
I am also suggesting the establishment of a "National Family Week" for the
third week of June each year, and a "National Day of Prayer, Fasting and
Recollection" to encourage the American people to reflect upon their lives
and/or to draw closer to God. Abraham Lincoln, one of our greatest
Presidents, had made such a proclamation during the Civil War, to help bring
our divided people together, and no one ever accused him of being a
"right-wing, ultra-Conservative, fundamentalist bigot". Our government
should fully recognize the historical and the divine significance of the
"traditional family", and stop promoting "alternative lifestyles" and
"progressive" sex education devoid of moral values which merely encourages
sexual experimentation by youth.
Please discuss these trends with Barbara. It would be helpful to have other
opinions about the seriousness of these problems in order to find workable
and equitable solutions without compromising truth, justice and principle. If
you truly believe in a living God, the "Creator" and "Supreme Judge of the
World", to quote John Hancock from our Declaration of Independence, and
whose Name is printed on all our currency, then I hope you will pray with me
that our Nation will return to some moral sanity. Despite all her defects,
America is still the greatest single nation which has ever existed in all of
human history, and I am proud and fortunate to be an American.

THERE IS A PRECEDENT ON RECORD REGARDING NATIONAL FAMILY DAY (THE DAY
AFTER THANKSGIVING), THROUGH MY EFFORTS IN 1967 AND 1968, SENATOR ABE
RIBICOFF ON APRIL 18, 1968 INTRODUCED SENATE JOINT RESOLUTION 161
WHICH URGED THE PRESIDENT TO ISSUE ANNUALLY A PROCLAMATION
DEESIGNATING THE DAY AFTER THANKSINGIVING AS "NATIONAL FAMILY DAY".
IT INVITED THE GOVERNORS OF THE STATES, THE CHIEF OFFICIALS OF LOCAL
GOVERNMENTS AND THE PEOPLE OF THE UNITED STATES TO OBSERVE SUCH DAY
WITH APPROPRIATE CEREMONIES AND ACTIVITIES.
AS A GOD-LOVING PATRIOT AND FAMILY MAN, THE PRESIDENT CAN NOW MAKE
HIS PERSONAL CONTRIBUTION TO AMERICAN HISTORY AND CULTURE. NO
PRESIDENT COULD ARTICULATE IT BETTER. NO PARTICULAR DAY COULD BE MORE
APPROPRIATE THAN THE DAY AFTER THANKSGIVING. NATIONAL FAMILY DAY WILL
BECOME A DAY WICH WILL KEEP THE MEMORY OF PRESIDENT AND MRS REAGAN
AND THEIR FAMILY ALIVE FOREVER. NO RED TAPE OR FORMALITIES NECESSARY.
A BRIEF RELEASE SUGGESTING IT BE OBSERVED WOULD SUFFICE THIS YEAR. IF
ANYTHING MORE FORMAL IS DESIRED, THAT COULD TAKE PLACE NEXT YEAR
