Acting Governor Ed Reinecke today announced the reappointment
of Jerome W. Komes of San Francisco to a four year term as a member of
the Commission on Judicial Qualifications.
The appointment requires confirmation by the state Senate.
Komes, a 62 year old Republican, was first appointed to the
board in 1970.
The executive vice president of the Bechtel Corporation,
Komes is active in numerous civic, service and professional organizations,
including the Middle East Institute, the American Welding Society, the
World Affairs Council of Northern California, the Society for Asian Art,
and the Bay Area Regional Council of the Near East Foundation.
Board members receive their necessary expenses when on
official business.

Acting Governor Ed Reinecke today announced the appointment
of Earl D. Brodie of Lafayette as a member of the State Board of
Accountancy, and the reappointment of two Board members.
Reappointed to four year terms were Karl A. Guntermann of
Santa Barbara and C. Richard Spriggs of Los Angeles.
Brodie, a 55 year old Republican, fills the vacancy created
by the resignation of Gordon R. Ewig of Piedmont.
A 1939 graduate of the University of California, Brodie
operates a management consultant firm in San Francisco. His term
will expire December 26, 1976.
Guntermann, 54, a partner in the Santa Barbara CPA firm of
Guntermann, Johnston, Ball and Thompson, is a former Santa Barbara city
Councilman and Harbor Commissioner.
He is a director-at-large of the California CPA Society and
past president of the Society's Channel Counties Chapter. A Republican,
he is a graduate of Stanford University. He was first appointed to the
Board in 1970.
Spriggs, 57, a partner in the Beverly Hills firm of Arthur
Young & Company, is a past president of the Los Angeles Chapter of the
California Society of CPAs.
He is a 1937 graduate of the University of California at
Los Angeles. A Republican, Spriggs was originally appointed to the
Board in 1971. Board members receive $25 a day when on official business.

Acting Governor Ed Reinecke today announced the appointment of
J. Cordner Gibson of San Luis Obispo as a member of the state Board of
Agriculture.
Gibson, 60, dean of the School of Agriculture and Natural Resources
at California Polytechnic State University in San Luis Obispo, succeeds
Harold O. Wilson, who resigned to become Governor Reagan's education
advisor. His term will expire January 15, 1975.
A Republican, Gibson attended the University of California at Los
Angeles where he captained the Bruins' basketball team. He was graduated
from the University's Berkeley campus with a B.S. degree in forestry,
and holds a Masters degree from the University of Southern California.
Gibson served as regional supervisor for the Bureau of Agricultural
Education in the state Department of Education from 1946-49, and for
seven years was executive dean and dean of student personnel and business
at the Voorhis unit of Cal Poly. He was appointed associate dean of the
school's agriculture department in 1961 and assumed his present position
in 1968.
While associate dean of Cal Poly, Gibson was coordinator of the
Morocco Peace Corps program, and also coordinated Cal Poly's overseas
program.
He is a member of the agriculture committee of the Los Angeles
Chamber of Commerce, and a past chairman and member of the state Education
Liaison Committee on Agriculture and Natural Resources.
Gibson is married and the father of two children. Board members

Acting Governor Ed Reinecke today announced the appointment of
Donald A. Sandison of Glendale as deputy director of the Department of
Water Resources.
Sandison, a 49-year-old Republican, is controller of the Peerless
Development Corporation of Beverly Hills. His appointment is effective
immediately.
A certified public accountant, Sandison is rejoining the Department
of Water Resources after a four-year absence. He served the Department
as controller from 1961-69, and directed the accounting, budgeting, and
business management of the $2.8 billion state Water Project.
Sandison is a 1948 graduate of the University of California at
Los Angeles with a B.S. degree in accounting. He also completed the
premeterology course for the U.S. Army Air Force at the University of
New Mexico in 1943 and the advance course the following year at the
California Institute of Technology.
He served as a meterologist with the Air Force in 1943-46, attaining
the rank of captain.
Sandison is a member of the California Society of Certified Public
Accountants, American Institute of CPAs, and Beta Gamma Sigma, business
scholastic fraternity.
Married and the father of three children, Sandison will receive
an annual salary of $32,256.

STATEMENT TO THE MEDIA
Chap
Today, Acting Governor Ed Reinecke made the following
statement:
with the signing of this aid bill we in state government
have assured that the state's 500,000 aged, blind and disabled
will receive their checks under a system that maximizes grants
and program efficiencies.
There was never any question that grants would be maintained
since that was a federal requirement. This bill, however,
puts to rest the concern both the administration and the legislature
has had about two possible administrative structures -- social
security and the counties -- and about the levels of the state
supplement.
When I called the special session to handle this legislation
I expressed the hope that the legislature would act quickly.
I commend the leaders of the assembly and the senate, and
the administration for their cooperative efforts to see that
this action was taken.

This bill assures for the aged, blind and disabled a
holiday season with a future -- and it means California has
acted to take full advantage of federal administration and
accompanying funding that enables grant levels to be where
they are. Benefits will be raised, an average of $39, for
96% of the aged, blind, and disabled recipients.
Individuals in the aged and disabled categories will
receive $235 a month, while the comparable figure for the
blind will be $265.

Governor Ronald Reagan today offered a $5,000 reward for information
leading to the capture, arrest and conviction of Francisco Carrasco Salas,
who escaped from San Quentin Prison on December 3, 1973.
Salas was originally sentenced to death in 1968 for the murder of
a Sacramento Sheriff's Deputy, Ken Royal, who was attempting to arrest
Salas for armed robbery. In 1972, his sentence was reduced to life
imprisonment when the California Supreme Court held California's death
penalty unconstitutional.
Salas escaped during a family visit on the San Quentin grounds.
The fugitive is described as a 41-year old, male of Mexican-American
descent, 5 foot 11", 195 pounds, blind in his right eye, and has a
deformed left hand.
Salas is believed to be armed and should be considered extremely
dangerous.

Governor Ronald Reagan today announced the appointments of two
new members to the Central Valley Region of the California Regional
Water Quality Control Board and reappointed a present member.
The two new members are Ralph E. Morgan of Modesto and Gordon K.
Patterson of Visalia. Named to a second four-year term was William R.
Johnston of Fresno.
Morgan, 35, succeeds Edward Schroeder of Davis, who has resigned
and his term has expired. Morgan received a four-year term.
A structural engineer and partner in the Modesto engineering and
planning firm of Morgan and Jacobsen, Morgan is a 1962 graduate of the
University of California at Berkeley with a B.S. degree in civil
engineering. He is a Republican.
Patterson, a 60-year-old Republican, fills the vacancy created by
the death of Charles E. Glick of Visalia. His term will expire
September 30, 1976.
The vice president of Early California Foods, Inc., Patterson is a
member of the board of directors of the California Canners League, and
is a past president of the American Baptist Laymen of the American
Baptist Churches.
Johnston, 39, is a 1957 graduate of Oregon State College with a
B.S. degree in agriculture. He holds a Masters degree in irrigation
science from the University of California at Davis. He is an irrigation
and drainage specialist with the Westlands Water District in Fresno.
He is a Republican.

Governor Ronald Reagan today announced the reappointments of
John D. Miller of Long Beach, Thomas E. Stanton, Jr., of Belvedere,
and Howard R. Williams of Stanford as members of the California Law
Revision Commission.
The appointments require confirmation by the state Senate.
Miller, a 46-year-old Republican, has been a member of the
commission since 1969. A Long Beach attorney, he is a 1950 graduate of
Stanford University. He received his law degree from Stanford in 1953.
He is a member of the Board of Governors of the Long Beach Bar
Association and is chairman of the group's arbitration section.
Stanton, 61, who has been a member of the commission since 1954,
is a member of the San Francisco law firm of Johnson and Stanton. A
graduate of the University of California at Berkeley in 1931, he earned
his law degree at the University's Boalt Hall in 1935 and holds a
Master of Laws degree from Harvard University. He is a Republican.
Williams, a 58-year-old Democrat, is a professor with the Stanford
University Law School.
He is a 1937 graduate of Washington University in St. Louis and
received his law degree in 1940 from Columbia University in New York City.
Commission members receive $20 a day and their necessary expenses
when on official business.

Governor Ronald Reagan today announced he has signed the following
bill:
SB 1474 - Biddle
Revises the nomination period and period for
Chapter 1217
publication of notice of election for general
municipal election on March 5, 1974. The bill
revises the deadline for the call of various
school district elections. It makes the holding
of school district election on the same date as
general municipal election for school districts
overlapping general law city boundaries optional
at the discretion of the county superintendent of
schools rather than mandatory. The bill also
validates all special elections called on or before
December 5, 1973, and held or to be held after
October 1, 1973, and before January 1, 1974. The
bill makes technical amendments to SB 230 (Chapter
1146).
AB 134 - Burton
Provides for an increased level of support for
Chapter 1216
aged, blind and disabled welfare recipients.

Governor Ronald Reagan today announced the appointment of
Robert M. Rees as superintendent of the Sierra Conservation Center at
Jamestown.
The appointment requires confirmation by the state Senate.
Rees, 47, succeeds Howard M. Comstock of Sonora. Comstock has
retired.
A Democrat, Rees has been with the state's correctional system
since 1953 when he joined the Deuel Vocational Institution at Tracy as
a correctional officer.
Rees has served as a correctional sergeant, lieutenant and captain
at the Tracy facility. He has also been the institution's program and
correctional administrator.
A native of San Benito, Texas, Rees attended Modesto Junior College
and has taken numerous correctional related courses at University of the
Pacific, the University of California at Berkeley, and at Sacramento
and Chico State Universities.
He will receive an annual salary of $25,908.

Governor Ronald Reagan today announced the appointment of
Roger E. Murdock, deputy chief of police for Los Angeles, as a member
of the Board of Governors of the California Community Colleges.
The appointment requires consent of two thirds of the state Senate.
Murdock, a 64-year-old Republican, succeeds Dean S. Lesher of
Orinda. Lesher resigned to accept appointment as a trustee of the
California State University and Colleges.
A member of the Los Angeles Police Department since 1932, Murdock
is a 1941 graduate of the University of Southern California with a B.S.
degree in public administration.
As deputy chief, Murdock has been in charge of the department's
personnel and training bureau, in addition to the patrol, traffic and
detective bureaus.
A past president of the Los Angeles County Peace Officers Association,
he is a member of the International Association of Chiefs of Police and
the California State Peace Officers' Association. He is a member of all
the Masonic bodies and in 1963 served as potentate of the A1 Malaikah
Temple of the Shrine.
Murdock and his wife have two sons.

Governor Ronald Reagan today announced the reappointment of
Nathan D. Edwards of Fresno as a member of the Areawide Mental
Retardation Program Board for Area VIII.
Area V111 includes Merced, Mariposa, Madera, Fresno, Tulare, Kings
and Kern Counties.
A member of the board since November 1971, Edwards, 45, is executive
director of the Fresno Community Council and is the founder and owner of
Econ-O-Rent Houses and Apartments in Fresno. He is a Republican.
He is a former management analyst with the U.S. Department of
Defense in Panama and served as a supervisory management analyst with
the U.S. Army in Puerto Rico.
Edwards is a 1949 graduate of Fresno State College and has studied
at University of Panama and the University of California at Santa Cruz.
His research paper "Planning for the Mentally Retarded" contributed
to the establishment of regional centers for the mentally retarded in
California.
He is chairman of the state Disabilities Board and serves on the
Fresno County Alcohol Advisory Council.

Governor Ronald Reagan today announced he has accepted the
resignation with regret of Thomas M. Jones, his assistant appointments
secretary.
Jones, 31, an attorney, is joining the Beverly Hills and Newport
Beach law firm of Fulop, Rolston, Burns and McKittrick.
"Tom has been one of the most valuable members of this administration
Governor Reagan said, "and we wish him well in his new position.'
Jones joined the administration in 1970.
He is a 1962 graduate of the University of California at Berkeley
with a B.S. degree in business administration. He was president of his
senior class. He earned his law degree in 1965 at UCLA.
Prior to joining the administration, Jones was an attorney with the
Los Angeles County Public Defender's Office.
He is currently a lieutenant in the U.S. Naval Reserve, assigned
to the Judge Advocate General Corps.
Jones and his wife will make their home in Newport Beach.

Governor Ronald Reagan today announced the reappointments of
Mrs. Margaret H. Waters of San Luis Obispo and Mrs. Emily Duprey
McCloskey of Eureka as members of the Areawide Mental Retardation Program
Board. Both received three-year terms.
Mrs. Waters, a Republican, will represent Area IX, which includes
the counties of San Luis Obispo, Santa Barbara and Ventura.
She has been a member of the board since September 1970.
A housewife, Mrs. Waters has been associated with the Coordinating
Council for the Mentally Retarded in San Luis Obispo.
Mrs. McCloskey, a Republican, will represent Area I, which includes
Humboldt, Del Norte, Mendocino and Lake Counties. A school teacher for
36 years, she has been a member of the board since January of this year.
She is a past president of the Retarded Children's Association of
Humboldt County, and has been a volunteer in assisting retarded children
at Sonoma State Hospital.

Governor Ronald Reagan today announced the appointment of
Fulton M. Smith, Jr., as the state Data Processing Officer in the
Department of Finance.
Smith, 39, who has been the deputy state data processing officer
since February of this year, succeeds G. Lee Smith. His appointment is
effective immediately. G. Lee Smith has accepted a position with the
Los Angeles consulting firm of Haskins and Sells.
Fulton Smith, a Republican, will be in charge of developing the
state's data processing activities.
He is a graduate of Texas Tech University in Lubbock with a B.S.
degree in industrial engineering and has done graduate work at Rice
University in Houston.
A native of Littlefield, Texas, Smith grew up in Hemet, California.
He is a former employee of Haskins and Sells and was manager of the
firm's management advisory services which provided consulting services
in general and production management, personnel and data processing.
He has extensive experience in the data processing field. He was
manager of Design Integration and Technology for McDonnell Douglas
Astronautics (1965-69), was a management systems specialist with General
Dynamics Convair (1961-65), and was a senior systems analyst with the
Hughes Tool Company in Houston from 1956-61.
Smith and his wife Pamela have two minor children. They make their
home in Fair Oaks. He will receive $32,256 a year in his new post.

Mrs. Evelyn M. Hartin of Sacramento as a member of the state Board of
Cosmetology in the Department of Consumer Affairs.
Mrs. Hartin, a Republican, fills the vacancy created by the
resignation of Donald H. Oliphant, Sr., of Walnut Creek. Her term will
expire June 1, 1975.
A past president of the Sacramento Cosmetologist Association,
Mrs. Hartin is the second vice president of the California Cosmetologist
Association.
She is a graduate of Lowry's Beauty College in Phoenix, and has
been licensed by the State of California to practice cosmetology since
1950.
Mrs. Hartin is a past president of the High O'Linda Toastmistress
Club, and is a member of the Sacramento Business and Professional
Women's Club.

Governor Ronald Reagan today signed boundary line agreements and
land exchange documents giving California title to more than 900 acres of
land on San Francisco Bay.
Under terms of the transactions, between the state and Mobil Oil
Estates, California received 132 acres of Bay frontage land along a five
mile stretch of Redwood Peninsula. In addition, Mobil Oil is donating
800 acres of Blair Island.
Mobil received clear title to 23 acres of land located in Redwood
City between the Bay and the Bayshore Freeway. Title to the land had
been in dispute since 1905. The 23 acres is surrounded by a parcel of
153 acres of land already owned by Mobil Oil Estates.
An additional adjoining 800 acres of Blair Island will be the subject
of a state task force study to determine its ecological value. Depending
upon the results of the study, Mobil has agreed to donate a minimum of 60
acres to the state to enhance the existing wildlife preserve.
Blair Island is inhabited by various forms of endangered wildlife,
including the California Least Tern and the Clapper Rail. The Great Blue
Heron and the Snowy Egret nest on the island. Harbor Seals have also been
observed on Blair Island.
"It gives me great pleasure to sign these documents because I am sure
that the people of California are the real beneficiaries, Governor
Reagan said.
"Staff of the State Lands Commission, Department of Fish and Game,
Attorney General's office, and Mobil Oil Estates are to be commended for
their respective efforts in reaching this agreement.
"I know that my signing assures the environmental protection and
public enjoyment of a unique portion of the San Francisco Bay area

Governor Ronald Reagan today announced the appointments of four
new members to the State Air Resources Board.
The new appointees, requiring confirmation by the state Senate,
include:
--Charles J. Conrad of Sherman Oaks. Conrad, a 64-year-old
Republican and former Assemblyman, was designated chairman of the board.
He replaces A. J. Haagen-Smit of Pasadena. Haagen-Smit has resigned.
--David I. Kline of Visalia. Kline, 64, a Republican, fills the
vacancy created by the resignation of Allen B. Lemmon, III of Sacramento.
Augustus H. Batchelder, 70, of Santa Rosa. Batchelder, a
Republican, succeeds R. Robert Brattain of Pebble Beach. Brattain has
resigned.
Roger L. Mosher of Palo Alto replaces Gladys Meade of Redondo
Beach. Mosher is a 43-year-old Republican.
Governor Reagan also announced that former California Highway Patrol
Commissioner Harold W. Sullivan will continue to serve on the board.
All of the appointees to the Air Resources Board serve at the
governor's pleasure in the $11,412 posts.
Conrad served 26 years in the Assembly. He was first elected in
1946 and served until 1972 when he was defeated for reelection. A native
of Philadelphia, he attended the University of Pennsylvania.
Conrad served two terms (1957-58 and 1969-70) as Speaker pro Tempore
of the Assembly. He was also Minority Floor Leader of the Assembly in
1963-64, and was president of the Western Conference Council of State
Governments in 1970.
Kline is a 1930 graduate of Stanford University and received his law
degree in 1933 from the Harvard University Law School. An orange grower
since 1934, Kline is president of the Ivanhoe Citrus Association and
president of the Central California Citrus Exchange.
Batchelder, who is retired, is a former vice president of the
Standard Oil Company of California. A nationally known expert in
petroleum research, he is a 1927 graduate of the University of California.
He was chairman of the technical program of the 59th annual meeting of
the Air Pollution Control Association in San Francisco in 1964.
Mosher, an attorney, is a native of Carmel. He graduated from
Stanford University in 1952, and earned his law degree from the University
in 1956. He is a member of the Palo Alto law firm of Wilson, Mosher and
Sonsini.

Mrs. Thomas M. (Joy) Yedor of Santa Ana and Bernardo M. Yorba of
Anaheim as members of the Areawide Mental Retardation Program Board.
for Area XI, which includes Orange County. Both received three-year

Mrs. Yedor, 45, a Republican, has been affiliated with hospital
service organizations for 18 years. She currently is volunteer director
of volunteer service for Childrens Hospital in Orange County and has
headed the hospital's county-wide Guild organization which supports
medically indigent families.
She also has been a board member of the Orange County Child
Guidance Clinic.
Yorba, 52, is a Republican and fifth-generation Californian. He

He has been a trustee of Childrens Hospital since 1966. Other

Mrs. Alice M. Pendleton of Vista and Mrs. Veda F. Jenkins of San Diego
as members of the Areawide Mental Retardation Program Board. Both

Mrs. Pendleton, 59 and a Republican, is executive director of

Besides membership on the mental retardation board since 1970, she has

Governor Ronald Reagan today announced the appointment of
Edward A. Hinz, Jr., of Long Beach, to the bench of the Los Angeles
County Municipal Court, Los Angeles District. He fills the unexpired
term of former Judge Leland Geiler, who was removed from the bench by
the state Supreme Court.
Judge Hinz, 40, was born in York, Nebraska and earned his B.A. degree
at the University of California, Los Angeles in 1958. He earned his J.D.
degree at Hastings College of Law. He also attended Harvard University
for two years prior to serving in the U.S. Army for two years. He has
been in the practice of law for the past 12 and one half years in the
State Attorney General's Office. Prior to his appointment, he was
chief assistant Attorney General in charge of the Criminal Law Division
comprised of 132 attorneys in four offices throughout the state.
He is a member of the Sacramento and California Bar Associations
and is a past vice-president of the National Association of Extradition
Officials. He is also a member of the Order of the Coif.
Judge Hinz is married to the former Patricia Louise Graham of
Long Beach. They are the parents of two sons, Edward Arthur III, and
Steven Frederick.
As a municipal court judge he will receive an annual salary of
$34,605.

Rudy C. Garcia of San Diego as associate press secretary.
Garcia, 43, who has served as assistant press secretary since
June 1972, replaces Clyde Walthall who was appointed press secretary
last month.
Prior to joining the Governor's staff in April 1971, Garcia
completed a 24 year career in the U. S. Navy, rising from seaman to
lieutenant commander. He served as a navy journalist for 10 years.
After receiving his commission he served in destroyers and as
commanding officer of a repair ship in the Mekong Delta of Vietnam.
He was awarded a Bronze Star Medal with Combat "V" and Vietnamese
Cross of Gallantry for service in Vietnam.
He also served as public affairs officer for the San Diego Naval
Training Center and for the Commander Pacific Fleet Training Command.
He attended San Diego City College and George Washington
University in Washington, D.C.
Garcia is the father of four grown children. He and his wife

Walter P. Capaccioli of San Bruno as judge of the Superior Court of
San Mateo County.
Capaccioli, 42, who is now judge of the county's Northern Municipal
Court District, will succeed Judge Louis B. Dematteis of Redwood City.
Dematteis is retiring effective December 31, 1973.
A Republican, Capccioli has been a judge of the municipal court
since December of 1970. He is a graduate of the University of San
Francisco with a B.S. degree in political science, and earned his law
degree in 1957 at Stanford University.
Prior to his appointment to the municipal court bench, Capaccioli
had been in private practice in San Francisco and Redwood City since 1960.
Capaccioli is a member of various professional organizations and is
a former president of the North San Mateo County Bar Association. He is
also a member of the board of directors of the American Red Cross.
Judge and Mrs. Capaccioli have three children. He will receive an

of Oklahoma and received his medical degree from the University of
Tennessee.
Dr. Oberhelman, 50, is professor of surgery at the Stanford

University of Chicago.
Dr. MacLaggan, a 57 year old Republican, is a past president

San Diego civic and business leader James C. Schmidt, a key
state transportation official for the past seven years, today
announced his resignation from the California Toll Bridge Authority
to devote more time to the State Transportation Board and business
matters.
Schmidt, executive vice president and managing officer of
San Diego Federal Savings and Loan Association, became involved in
the state's overall transportation planning in 1967 when he was appointed
as assistant secretary of the Business and Transportation Agency in
Sacramento.
Soon after leaving the Reagan administration in 1969 to return
to San Diego, he was named by Governor Reagan to the five-member
California Toll Bridge Authority which is responsible for the operation
of all state-owned toll bridges including the setting of bridge tolls.
Later he was also appointed to the State Transportation Board
which is responsible for keeping California a nationally recognized
leader in the field by developing alternative modes of transportation
throughout the state.
As a member of the California Toll Bridge Authority, Schmidt,
an attorney, played a key role in helping to lower bridge tolls in
many areas of the state.

Governor Ronald Reagan today called upon California business,
industry, government, public and private organizations and individuals to
eliminate all nonessential outdoor lighting for the duration of the
energy crisis.
He said the step was necessary now because the energy shortage is
entering a critical stage with some cities facing severe shortages.
In his statement, Governor Reagan said:
"I am today appealing to all businesses, governmental agencies,
public and private organizations and individuals to eliminate all non-
essential outdoor lighting, including outdoor display lighting,
decorations and advertising signs.
"The only exceptions should be for resident or patron safety and
security, lighting of businesses or premises for identification, and
sufficient lighting for the reasonable operation of outdoor activities."
The governor noted that action has been taken to reduce the use of
energy and to increase the supply of oil.
He has written to President Nixon and California's congressional
delegation urging an increase in the production of oil at the Elk Hills
Naval Petroleum Reserve near Bakersfield, and he pointed out that the
State Lands Commission has lifted the moratorium on offshore oil drilling
in the Santa Barbara Channel. In addition, the commission has voted to
allow additional offshore drilling for new oil on a lease by lease basis
in keeping with environmental safeguards.
Governor Reagan has signed legislation lowering the legal maximum
speed limit in California to 55 mph.
By executive order, the governor has directed all departments of
state government to reduce their use of state automobiles by 10 percent,
to reduce thermostat settings in state controlled facilities to 68 degrees
and to eliminate all nonessential lighting in state buildings.
In addition, Governor Reagan has established the Energy Planning
Council. The council, under the chairmanship of Lieutenant Governor Ed
Reinecke, is working closely with federal, state and local authorities
and the private sector on the energy crisis.
The council has established the state Fuel Allocation Office to over-
see the federally mandated allocation program. The office has resolved
several thousand fuel shortage hardship cases for California agriculture,
rapid transit and truckers, just to name a few. The council has also
directed its staff to develop a comprehensive inventory of the state's
energy to determine shortages.
In concluding, Governor Reagan said: "I am also appealing to every
citizen to reduce to an absolute minimum the use of electricity and other
energy forms for indoor lighting, appliance operation, and heating. This
appeal also applies to commercial and industrial establishments to the
degree that the reduction of energy can be achieved consistent with
reasonable operations.
The California Public Utilities Commission has already ordered
voluntary statewide conservation programs. The PUC is currently holding
public hearings on mandatory curtailment plans.
"By working together now on a voluntary basis, all of us can do our
share to alleviate the energy crisis, the governor said.

Governor Ronald Reagan today announced the reappointment of
Winfred W. (Win) Adams as a member and chairman of the state Water
Resources Control Board.
Adams, a 46-year-old Republican, will begin his second four-year
term in the $29,712 post on January 15, 1974. The appointment requires
confirmation by the state Senate.
He was first appointed to the board in 1969.
A former secretary of Governor Reagan's cabinet, Adams assisted in
organizing the state Water Resources Control Board, which is a
consolidation of the former Water Pollution Control Board and the state
Water Rights Board.
He is a former assistant secretary of the state Resources Agency.
Prior to joining state service, Adams was a district supervisor in
San Diego for the Census Bureau in the U.S. Department of Commerce.
A retired Air Force warrant officer, he served from 1949-53 as a
military assistant, air attache's office, U.S. Embassy, in Cairo, Egypt.
He also served a tour of duty on the U.S. Air Force intelligence
staff at the Pentagon in Washington, D.C.

Wickson R. Woolpert of San Luis Obispo as judge of the Superior Court
for San Luis Obispo County.
Woolpert, a 52-year-old Republican, will succeed Judge Richard L.
Harris in the $37,615 post. Harris, who lives in San Luis Obispo, will
retire January 11, 1974.
A native of Hood River, Oregon, Woolpert is a graduate of the
University of California at Berkeley and received his law degree in 1949
from the University's Boalt Hall.
He is a member of the San Luis Obispo law firm of Muller, Woolpert
and McWhinney. He has been in private practice in San Luis Obispo since
completing law school with the exception of two years (1950-51) when he
served as a deputy in the county's district attorney's office.
A member of numerous professional organizations, Woolpert served
a two-year term (1954-55) as president of the San Luis Obispo County Bar
Association, and has been the county liaison official with the Committee
on Unlawful Paractice of Law for the California State Bar.
Woolpert is a former president of the San Luis Obispo City School

Dr. Edwin J. Staley of Los Angeles and the appointments of Mrs. Robert
P. (Dorothy M.) Sturr of Downey and Mrs. Bernice B. Bradley of Palos
Verdes Estates as members of the Areawide Mental Retardation Program
Board, Area X.
Dr. Staley, a 48-year-old Democrat, is executive director of the
Recreation and Youth Services Planning Council, He has served on the
board since September 1970.
Recreation and fitness for the mentally retarded have been high
priorities of Dr. Staley's since he appointed the first task force on
the subject under the aegis of the American Association for Health,
Physical Education and Recreation in 1965.
Subsequently, he negotiated with the Kennedy Foundation for
funding of a three-year $250,000 project involving education, research
and public relations on the subject.
Later he participated in national workshops on programs for the
mentally retarded and set up model workshops for use by states and regions.
Mrs. Sturr, 47, and a Republican, replaces Kathlyn L. Schwent of
Manhattan Beach, whose term expired. Mrs. Sturr's term ends June 30, 1976.
A past president of Women's Auxiliary of County Medical District
10, she also is a member of the Southeast Association for Retarded
Children, Inc. Her son, Bobby, attends special education classes in the
Downey Unified School District and works in a training center for the
retarded in Downey.
Mrs. Bradley, a 63-year-old Republican, fills the vacancy created
by the death/of Eleanor Remillard of Tujunga, whose unexpired term ends
next June 30.
A South Bay area resident since 1946, she has been involved in
numerous volunteer programs including those in the children's unit at
Harbor General Hospital and at Del Amo Psychiatric Hospital. She has done
crisis counseling for South Bay Mental Health Service, a county regional
ffice. She is a member of the Los Angeles World Affairs Council and a
irector of Marymount College in Palos Verdes Estates.
In Palos Verdes, Mrs. Bradley has been active in the past on PTA
Committees, as a Cub and Girl Scout leader, in YMCA fund raising and
Community Youth Center Planning. She is president of the Affiliates for
Mental Health, a patron member of the Spastic Children's League and is

Governor Ronald Reagan today announced the appointment of
William R. Clay of Los Angeles as municipal court judge on the Inglewood
Judicial District for a term prescribed by law.
Clay, a Democrat, has been a Los Angeles Superior Court
commissioner since 1970.
The 54-year-old Phoenix, Arizona native has lived in Los Angeles
since 1936, was graduated from Jefferson High School and attended Los
Angeles City Collgee.
He was a Los Angeles Police sergeant upon his 1966 retirement
after a 20-year career, 11 years of which were spent as a juvenile officer
in Watts, South Los Angeles, while a member of the LAPD, he graduated
from Southwestern University School of Law and was admitted to the State
Bar in 1960.
After leaving the police department, Clay served on the Los
Angeles County public defender's staff and with the Los Angeles
Neighborhood Legal Service Society before receiving an appointment as
Juvenile Court referee in 1968. While director of the society's USC
office, he taught a course in poverty law to USC law students.
During his three and one half years as Superior Court commissioner
he sat as judge pro tem in criminal trials.
Clay served in the U. S. Army during World War II, progressing
from enlisted man to staff sergeant before being commissioned as a
second lieutenant. He served 42 months in Australia, New Guinea and
the Philippines. He remained in the reserves after the war, attaining the
rank of major before accepting discharge in 1956.
Active in the community, Clay was cited in a December 1967
resolution by the Los Angeles City Council for his involvement in the
area of intra-group relationships. His affiliations have included
the Boy Scouts of America, as a scoutmaster; Crenshaw YMCA and Crenshaw
Y's Men's Club, the Lutheran Church and as a director of the South Los
Ingeles Boys Club.
He and his wife, Jacqueline, have two sons, the eldest having
served in Vietnam with the U. S. Navy.
As a municipal court judge, Clay will receive $34,605 annually.

Governor Ronald Reagan today announced the appointment of
Patrick H. (Pat) McKelvey as assistant press secretary, replacing
Rudy C. Garcia, who was appointed associate press secretary last
week.
McKelvey, 36, was most recently director of communications
for the December 8 statewide "walk for health" sponsored by the
State Health and Welfare Agency.
He was a reporter for the Chula Vista Star-News, Inglewood
Daily News, South Bay Daily Breeze, Los Angeles Times and Copley News
Service prior to joining Pacific Telephone in 1962 as a public relations
specialist.
McKelvey, is a 1960 graduate of San Diego State University.
He lived in Glendora 12 years, attending Citrus Union High School and
Citrus College.
Between 1965 and 1970, McKelvey lived in Marin County and was
active in the Loma Verde Homeowners Association, Hamilton-Loma Verde
Little League and the Church in Ignacio.
He is married to the former Vanita Burnside of Pasadena. The
family, which includes two daughters and a son, now lives in Sacramento.
As assistant press secretary, he will receive a salary of
$21,312.

Governor Ronald Reagan announced today his acceptance of the
resignation of James A. Moe, director of the State Department of
Transportation, in order that Moe may resume his career in private
industry.
The governor named Howard C. Ullrich, chief deputy director of
the department, as acting director effective January 1. His salary
will be $34,200.
Reagan expressed his deep regret at Moe's departure and praised
him for his leadership of California's transportation programs in
highways, mass transit and aeronautics.
"Under Jim's direction," the governor said, "California has been
able to respond more effectively to the public's transportation needs
with greater economy."
Reagan credited Moe with being instrumental in broadening the
structure of the department to include all modes of transportation.
As acting director of Caltrans, Ullrich will be directly responisble
for managing the department's 17,000 employees and an annual budget
of about $850 million covering highways, mass transit and aeronautics.
He also will manage the department's efforts in the development of the
California Transportation Plan, the document which will govern the
future of transportation in the state.
Since April 1971, the 58-year-old Ullrich has been chief deputy
director for the department, working closely with Moe in developing
transportation policies and managing the department.
Before joining Caltrans, Ullrich was city manager of Redwood City,
a post he held for six years. There he was responsible for citywide
planning and development and the management of 10 municipal departments.
A native of Iowa, he attended George Washington University in
Washington, D.C., and the University of Hawaii. He had been a career
officer in the U.S. Navy, and retired as a commander in 1959. He then
went to work for Redwood City.
Ullrich, his wife Virginia, and three daughters live in Rescue.

Governor Ronald Reagan today announced the appointment of Placer
County Supervisor Raymond S. Thompson as a member of the Intergovernmental
Board on Electronic Data Processing.
Thompson, a 47-year-old Republican, fills the vacancy created by the
resignation of James E. Moriarty of Moraga and will serve without
compensation at the pleasure of the governor.
Thompson has been a Placer County supervisor since 1968. He served
on the 1967 Placer County Grand Jury.
He is a native of San Francisco who was graduated from San Leandro
High School in 1944. After serving a year in the U. S. Army Air Corps,
Thompson entered the construction business and is a licensed contractor.
He has been chairman of the Placer County Overall Economic
Development Program Committee since 1969 and has been president for
two years of the Sierra Economic Development District.
A past active 20-30 Club member and honorary Lions Club member,
Thompson has been a scoutmaster in the Boy Scouts for 20 years and
holds the Silver Beaver award of the Tahoe Area Council.

Kick-Off Luncheon on Monday, December 31, at
the Pasadena Civic Center.
The governor has no other public appoint-
ments scheduled through January 2. He will
return to Sacramento on January 3.

In addition, Mobil Oil is donating\n800 acres of Blair Island.\nMobil received clear title to 23 acres of land located in Redwood\nCity between the Bay and the Bayshore Freeway. Title to the land had\nbeen in dispute since 1905. The 23 acres is surrounded by a parcel of\n153 acres of land already owned by Mobil Oil Estates.\nAn additional adjoining 800 acres of Blair Island will be the subject\nof a state task force study to determine its ecological value. Depending\nupon the results of the study, Mobil has agreed to donate a minimum of 60\nacres to the state to enhance the existing wildlife preserve.\nBlair Island is inhabited by various forms of endangered wildlife,\nincluding the California Least Tern and the Clapper Rail. The Great Blue\nHeron and the Snowy Egret nest on the island. In addition, the commission has voted to\nallow additional offshore drilling for new oil on a lease by lease basis\nin keeping with environmental safeguards.\nGovernor Reagan has signed legislation lowering the legal maximum\nspeed limit in California to 55 mph.\nBy executive order, the governor has directed all departments of\nstate government to reduce their use of state automobiles by 10 percent,\nto reduce thermostat settings in state controlled facilities to 68 degrees\nand to eliminate all nonessential lighting in state buildings.\nIn addition, Governor Reagan has established the Energy Planning\nCouncil. The council, under the chairmanship of Lieutenant Governor Ed\nReinecke, is working closely with federal, state and local authorities\nand the private sector on the energy crisis.\nThe council has established the state Fuel Allocation Office to over-\nsee the federally mandated allocation program. The office has resolved\nseveral thousand fuel shortage hardship cases for California agriculture,\nrapid transit and truckers, just to name a few. Clay of Los Angeles as municipal court judge on the Inglewood\nJudicial District for a term prescribed by law.\nClay, a Democrat, has been a Los Angeles Superior Court\ncommissioner since 1970.\nThe 54-year-old Phoenix, Arizona native has lived in Los Angeles\nsince 1936, was graduated from Jefferson High School and attended Los\nAngeles City Collgee.\nHe was a Los Angeles Police sergeant upon his 1966 retirement\nafter a 20-year career, 11 years of which were spent as a juvenile officer\nin Watts, South Los Angeles, while a member of the LAPD, he graduated\nfrom Southwestern University School of Law and was admitted to the State\nBar in 1960.\nAfter leaving the police department, Clay served on the Los\nAngeles County public defender's staff and with the Los Angeles\nNeighborhood Legal Service Society before receiving an appointment as\nJuvenile Court referee in 1968. While director of the society's USC\noffice, he taught a course in poverty law to USC law students.\nDuring his three and one half years as Superior Court commissioner\nhe sat as judge pro tem in criminal trials.\nClay served in the U.
