Background material
Subject :
on the Consular
Corps
From :
Pat Gayman
The San Francisco Consular Corps is the second largest in
the world and California has more consulates than any other
state. The presence of these consulates in California serves
to expedite the flow of international trade and commerce, a
large factor in California's prosperity. The jurisdiction of
most consulates covers the entire western United States.
Exporters in most other states do not enjoy the advantage of
having a consulate immediately availab.e It might be appro-
priate to emphasize the importance of internatiónal trade in
California's total economy and therefore the function of
foreign consuls in facilitating the flow of such trade.
Many of the consuls stationed in California have been ambas-
sadors in other countries, and many of those who leave San
Francisco go to embassies in other parts of the world. As a
matter of fact, some of the consulates in this area have larger
staffs than many embassies in other parts of the world.

Dan London is now your Northern\nCalifornia Chief of Protocol.\nState of California\nMemorandum\n:\nRR\nDate : December 9, 1971\nBackground material\nSubject :\non the Consular\nCorps\nFrom :\nPat Gayman\nThe San Francisco Consular Corps is the second largest in\nthe world and California has more consulates than any other\nstate. The presence of these consulates in California serves\nto expedite the flow of international trade and commerce, a\nlarge factor in California's prosperity. The jurisdiction of\nmost consulates covers the entire western United States.\nExporters in most other states do not enjoy the advantage of\nhaving a consulate immediately availab.e It might be appro-\npriate to emphasize the importance of internatiónal trade in\nCalifornia's total economy and therefore the function of\nforeign consuls in facilitating the flow of such trade.\nMany of the consuls stationed in California have been ambas-\nsadors in other countries, and many of those who leave San\nFrancisco go to embassies in other parts of the world. As a\nmatter of fact, some of the consulates in this area have larger\nstaffs than many embassies in other parts of the world.\nState of California\nMemorandum\nTo\n:\nRR\nDate :\nDecember 8, 1971\nSubject:\nThursday, December 9\nScheduled Appointmen\nFrom :\nPG\nTHURSDAY, DECEMBER 9\n8:45 am\nDepart Executive Residence for\nOffice\n9:00 am\nArrive Office - RR Personal\n10:00 am\nAppointments Meeting (Governor's\nOffice - 1/2 hour)\n10:30 am\nMeeting with Secretary of State\nJerry Brown and VO (Governor's\nOffice - 20 minutes) (See Attached\nMemo)\n11:00 am\nLegislative time (Governor's Office -\n1 hour)\nNoon:\nLunch in Conference Room\n1:30 pm\nMeeting with Jim Flournoy (Governor's\nOffice - 20 minutes) (See Attached\nMemo)\n2:00 pm\nWork Session (Governor's Office -\n1½ hours)\n3:30 pm\nOffice time\nDepart for Executive Residence\n(Overnight - Sacramento)\nState of California\nMemorandum\nTo\n:\nRR\nDate\n: December 9, 1971\nSubject: Friday, December 10\nScheduled Appointments\nFrom :\nPG\nFRIDAY, DECEMBER 10\n9:45 am\nRR, NR depart Executive Residence for\nOffice\n10:00 am\nRR, NR arrive office - meet Chico State\nCollege Camelia Bowl Football Team\n(Council Room)\n10:30 pm\nDepart office for St. Francis Hotel\n(Powell and Geary Streets, San Francisco\n415-397-7000)\n12:10 pm\nArrive St. Francis and proceed to Borgia\nRoom for the headtable forming\n12:15 pm\nRR, NR enter Grand Ballroom with headtable\nfor luncheon sponsored by:\nThe Japan Society of San Francisco\nThe Japanese American Citizens League,\nSan Francisco Chapter\nThe Japanese Chamber of Commerce of\nNorthern California\nThe Japanese Speaking Society of America\nin cooperation with\nThe California Council of International Trade\nThe World Affairs Council of Northern Californ\n(Cont.
