These men will have received an all-afternoon briefing on their
duties in the field from now until November 6 by the time you
speak to them.
You should praise their companies for releasing them; tell them
that their work to recruit volunteers and turn out the vote will
be vital to success; and that the issue is one of historic
importance. In other words, a first class pep talk!
These men will be assigned to the 14 major counties where 85%
of the vote will come from. Their work will be tough, morning
and night, beseeching people to work in phone banks and on
election day. They will deserve any good words you can give them.

The San Francisco Consular Corps is the second largest in
the world and California has more consulates than any other
state. The presence of these consulates in California serves
to expedite the flow of international trade and commerce, a
large factor in California's prosperity. The jurisdiction of
most consulates covers the entire western United States.
Exporters in most other states do not enjoy the advantage of
having a consulate immediately availab.e It might be appro-
priate to emphasize the importance of international trade in
California's total economy and therefore the function of
foreign consuls in facilitating the flow of such trade.
Many of the consuls stationed in California have been ambas-
sadors in other countries, and many of those who leave San
Francisco go to embassies in other parts of the world. As a
matter of fact, some of the consulates in this area have larger
staffs than many embassies in other parts of the world.
