The Honorable Ronald Reagan
State Capitol
Sacramento, Calif. 95814
Dear Govenor Reagan:
Shortly, you will be ruling on the budget for the California Rural Legal Assistance.
I, the undersigned, urge that you DO NOT approve this budget.
In Imperial County the C.R.L.A. spends its time formenting unrest among the
minorities, organizing protest movements and marches in support of jailed Ceasar
Chavez, and filing law suits against government entities and public utilities. These
projects cause considerable trouble in our community, widen the gap between
ethnic groups, and benefit no one.
It is high time to put a stop to the use of public funds to those organizations who
continue to harass local government agencies. Locally, the Brawley Union High
School, the City of Imperial and the Imperial Irrigation District have been forced to
spend taxpayers money to defend themselves against accusations brought forth by
C.R.L.A. The money, time and effort would be better spent on Community Develop-
ment, rather than the approach which C.R.L.A. has chosen.
Again, may I urge the State of California to discontinue its support of California
Rural Legal Assistance and terminate its activity!!
Sincerely,
Barbara ackerman

ethnic groups, and benefit no one.
It is high time to put a stop to the use of public funds to those organizations who
continue to harass local government agencies. Locally, the Brawley Union High
School, the City of Imperial and the Imperial Irrigation District have been forced to
spend taxpayers money to defend themselves against accusations brought forth by

I just want to take this opportunity to commend you for your action
in vetoing the California Rural Legal Assistance program, as indicated
in the 1971-72 Budget from the Office of Economic Opportunity.
The action you have taken, while perhaps unpopular in certain quarters,
is certainly supported by the vast majority of persons who have had
occasion to come in contact or have been affected by the activities of the
CRLA as currently developed.
It is hoped the alternative program that is under consideration will have
sufficient safeguards to insure that the provision of legal services for
the poor in fact actually does benefit the poor and cannot be used for
political purposes.
Respectfully yours,

Dear Sir:
SUBJECT: DISAPPROVAL OF CRLA
BUDGET
California Rural Legal Assistance has been a detri-
ment to our area since its inception.
Among the many adverse and cuestionable activities
it has participe ted in has been the Clinica Salu-
bridad de Campesinos in Brawley. During a recent
suit in Federal District Court brought by local
people to enjoin the clinic, the CRLA donated the
services of three attorneys to defend this group
who had finagled a $375,000 grant.
CRLA is known to be associated with a project to
import aliens in spite of the fact that already 40%
of this county's welfare budget is being spent on
non-citizens. This is one of the major factors in
the runaway cost of the State Welfare budget.
Contributing to the delinquency of minors in the
latest charge against the CRLA that is being inves-
tigated. Photographs show the CRLA participating
in a project to entice schoold children to skip
school without school or parental permission to
attend a subversive rally.
A long tally of charges could further serve to point
uo the fact that this organization should be ter-
minated wihtout further delay.
Sincerely yours,

Sincerely,
Lorraine Felt

Dear Governor Reagan:
We understand that you will take action on the CRLA
budget in the near future.
We feel that the original concept of legal aid to
the poor was valid; however, we do not agree that legal
actions filed by CRLA attorneys as "class actions"
against all echelons of government is in the best
interest of the general public. Many of those "class
action" suits have been, literally, ridiculous and have
been filed, in many instances, to harass and embarrass
government and individual respondents.
We, therefore, recommend that the CRLA budget be
disapproved.
Sincerely,
Edmund E. Ftening T. Fleming

Dear Sir:
I want to protest the using of our State and Federal Taxes for CRIA.
Recently you have been trying to do something about it and we appreciate
your effort. The enclosed articles are just a few of the examples
of how our CRLA attorneys are using the money.
Many attorneys in this program are minorities who have received a free
education and then they are trying to destroy the system that made them
what they are.
Some of these attorneys promote their own cases, such as the one at
College of the Desert. They want to spread their political philosophy
so they urge students to conduct all kinds of radical acts, with the
promise that they will defend them free of charge.
We are all fed up with supporting such leeches. Mr. Edward Kennedy
and Mr. Cranston do not like what you or Mr. Rumsfeld is doing.
Could you please have a man to man conference with Mr. Cranston and
show him what a Democrat is unhappy with at our College of the Desert.
That is only one of the many, many cases.
We do not want the poor to go with out legal aid but we do not want
a Pork Barrel for the lazy crooked attorney who can not get an honest
client.
We also hope you will support the firing of teachers who do not teach
what they are hired to teach.
Thanks for Withholding TaK and the Fun License Plates. Next reduce
my property tax and I might re register Republican.

Dear Governor Reagan:
I am a Supervisor in Imperial County. I filled out the questionnaire
from the Sacramento OEO Office on the CRLA and met with one of its staff
members following up on the questionnaires.
In the past I have not been as dogmatically opposed to the CRLA as some
other County people have. They do have some engaging young attorneys,
however, I do recognize the CRLA as a supporting unit to the counter
culture, and more specifically the "agrarian reformer" Ceasar Chavez.
The participation of Bob Johnstone, CRLA attorney, at the December 10
MECHA sponsored Chicano "free Chavez" rally at our court house is a
good example of their involvement. Dr. Radebough, the staff director
of the migrant clinic (HEW), was purported to be there too. (CRLA did
the staff set up work in organizing the clinic). A very significant
point in CRLA involvement in the rally is that a "demand" to free Chavez
is a request for an illegal act. I do not know what the San Francisco
OEO office has proposed to do to defuse their own political activism.
Resolve, with the present staff, is probably an "impossible dream".
Therefore, I ask for your veto of the CRLA funding. Do gooder support
of revolutionary forces is bad enough. Taxpayer support of the counter
culture is worse.
Respectfully yours,
Cuff Harley

During a recent\nsuit in Federal District Court brought by local\npeople to enjoin the clinic, the CRLA donated the\nservices of three attorneys to defend this group\nwho had finagled a $375,000 grant.\nCRLA is known to be associated with a project to\nimport aliens in spite of the fact that already 40%\nof this county's welfare budget is being spent on\nnon-citizens. This is one of the major factors in\nthe runaway cost of the State Welfare budget.\nContributing to the delinquency of minors in the\nlatest charge against the CRLA that is being inves-\ntigated. I filled out the questionnaire\nfrom the Sacramento OEO Office on the CRLA and met with one of its staff\nmembers following up on the questionnaires.\nIn the past I have not been as dogmatically opposed to the CRLA as some\nother County people have. They do have some engaging young attorneys,\nhowever, I do recognize the CRLA as a supporting unit to the counter\nculture, and more specifically the \"agrarian reformer\" Ceasar Chavez.\nThe participation of Bob Johnstone, CRLA attorney, at the December 10\nMECHA sponsored Chicano \"free Chavez\" rally at our court house is a\ngood example of their involvement. Dr. Radebough, the staff director\nof the migrant clinic (HEW), was purported to be there too. (CRLA did\nthe staff set up work in organizing the clinic). A very significant\npoint in CRLA involvement in the rally is that a \"demand\" to free Chavez\nis a request for an illegal act. I do not know what the San Francisco\nOEO office has proposed to do to defuse their own political activism.\nResolve, with the present staff, is probably an \"impossible dream\".\nTherefore, I ask for your veto of the CRLA funding. Do gooder support\nof revolutionary forces is bad enough. Taxpayer support of the counter\nculture is worse.\nRespectfully yours,\nCuff Harley\nClifton D.
