Dr. Francisco Bravo cast the lone dissenting vote, saying that, in\nhis opionion, the Board was venturing into matters outside its proper sphere of\nactivity.\nA copy of the Board's motion will also be sent to Frank Carlucci, acting\ndirector of the OEO, in Washington, D.C.\nPrior to the action, Board president Allan Grant of Berkeley read aloud a\ncopy of a letter sent to Governor Reagan by Charles A. Rummel, a. retired attorney\nfor the California Farm Bureau Federation.\nIn recommending that the Governor veto the OEO grant, Rummel charged that\nCRLA ignores its limitations as a charitable organization exempt from state franchise\ntax, which would bar it from taking political action. Apparently you feel as I do.
