1. (C) SCOTLAND YARD HAS ADVISED EMBASSY OF FOLLOWING:
AT APPROXIMATELY 1300 (LOCAL) A CALL WAS RECEIVED BY THE
EASTERN COUNTIES NEWSPAPER IN EAST ANGLIA. THE MALE
CALLER REPORTEDLY PASSED THE FOLLOWING MESSAGE IN CLEAR
ENGLISH:
QUOTE: THIS IS THE PEOPLES ARMY. THERE ARE BOMBS ON
"PENROD". THEY WILL EXPLODE IN A FEW HOURS. WE ARE CARRY-
ING OUT THIS ATTACK IN RETALIATION FOR U.S' ATROCITIES
AGAINST THE ISLAMIC PEOPLES. UNQUOTE
2. (l) AS OF 1715 (LOCAL) NO EXPLOSIVE DEVICES HAVE BEEN
FOUND. THE TWO PENROD RIGS IN THE U.K. SECTOR, HOWEVER,
HAVE REPORTEDLY BEEN EVACUATED. SCOTLAND YARD HAS NOTIFIED
AUTHORITIES IN THE NETHERLANDS.
3. (U) "PENROD" IS A DRILLING CONTRACTOR. ACCORDING TO
MOST RECENT LIST AVAILABLE TO EMBASSY (PUBLISHED IN NORTH
SEA LETTER, MARCH 14), THERE WERE FIVE RPT FIVE PENROD RIGS
IN NORTH SEA DURING WEEK OF MARCH 8-14 AS FOLLOWS:
PENROD 85 DRILLING APPRAISAL WELL FOR ARCO IN U.K. SECTOR
- (BLOCK 49/28-9);
PENROD 92 DRILLING DEVELOPMENT WELL ON THE VICTOR FIELD FOR

PENROD 64 WORKING FOR PLACID OIL COMPANY IN DUTCH SECTOR

2. AT APPROXIMATELY 14:20 HOURS LOCAL TIME MARCH 28, THE EMBASSY
RECEIVED A TELEPHONE CALL FROM A YOUTHFUL FEMALE CALLER WHO
SPECIFICALLY REQUESTED THE OPERATOR PUT HER THROUGH TO "SECURITY".
THE OPERATOR PUT THE CALL THROUGH TO THE RSO. RSO, WHO BEGAN
THE CONVERSATION BY IDENTIFYING HIMSELF, WAS ASKED THREE OR FOUR
TIMES IF IT WAS REALLY HE ON THE LINE. EACH TIME RSO RESPONDED
IN THE AFFIRMATIVE. CALLER THEN STATED: QUOTE. IT'S GOING TO
HAPPEN IN A WEEK. UNQUOTE. AFTER ASKING WHAT WAS GOING TO
HAPPEN, CALLER STATED THAT QUOTE WHAT HAPPENED TO THE AMERICAN
CONSUL IN PARIS (SIC), UNQUOTE, AND QUOTE, IT'S 60ING TO BE GOOD
FOR US. UNQUOTE. CALLER THEN REPEATED THE ABOVE. RSO ATTEMPTED
TO CONTINUE THE CONVERSATION AND ALERT OPERATOR TO RECORD CALL
BUT WAS UNABLE TO DO so IN TIME. CALLER HUNG UP AFTER
STATING IT WAS TIME TO 60.
3. RSO BEGAN CONVERSATION IN FRENCH, BUT THREAT WAS DELIVERED
IN WELL-SPOKEN, NON-NATIVE ENGLISH. CALLER WAS CALM AND
SEEMED IN NO HURRY (THE CONVERSATION LASTED APPROXIMATELY TWO
MINUTES).
4. CALLER DID NOT STATE WHY SHE DELIVERED THE THREAT TO THE
RSO, BUT SEEMED TO WANT TO BE CERTAIN SHE WAS SPEAKING TO
"SECURITY", AND THAT QUOTE, WHAT HAPPENED TO THE AMERICAN
CONSUL UNQUOTE WAS QUOTE GOING TO HAPPEN IN A WEEK UNQUOTE TO
SOMEONE AT THE EMBASSY.

WAITING ON STREET CORNER MOTIONED TO WHITTY. WHITTY
ROLLED DOWN CAR WINDOW TO HEAR WHAT ASSASSIN WAS
SAVING. ASSASSIN FIRED THROUGH OPEN WINDOW KILLING
WHITTY. A BULLET ALSO STRUCK THE GREEK FEMALE EMPLOYEE
SEATED IN FRONT SEAT OF CAR. EMPLOYEE IS NOT EXPECTED
TO SURVIVE. THE TWO PASSENGERS IN THE BACK SEAT WERE
NOT INJURED.
